You go ahead and. This is not funded any business other funds do become available that's what it's for had pretty extensive extensive conversations with senator stones of like make a motion do pass I have a motion the second. Any discussion all in favor say aye. Any of both. I got one. I guess is automated. All right we're going to do three. Mr Anderson thank you Mr chairman I have D. three Senate bill five seventy eight by Senator Dismang representative Jean this is to find the moneys available in the restricted reserve fund was chairman is the one time funding sheet well we've had meetings in the house and we'll have some more today and is also in the Senate do you have any questions on the one time funding. Saying nobody a motion and a second any discussion all in favor say aye. In the opposed it is adopted. We have a one item on the Senate. One bill in the Senate the stratosphere recognized thank you Mr chairman the last bill lifting Committee is on page thirteen in the Senate packet. That is. Senate bill one twenty three. It's a UAMS Mr all right UAMS Senate bill one two one two three I have a motion and a second you have any discussion all in favor say aye. Any opposed. All right members. As we know we've had the. The tornadoes that if in Arkansas and I'm ask that we've got a ten million dollar procreation that Adam may or may not need but I think we need to have this money in place so we need to a motion to suspend the rules to take this up a motion and a second any discussion all in favor say aye. Robert you will come up explain what we're doing. And I think everybody is gonna have a handout photo just seconds. Which would which that have a question appropriate time okay. Robert record DFA this is just a request for ten million dollars in preparation we don't think it'll be necessary Adam does have some remaining appropriation funding but just in case that is needed for this response for this disaster this would add ten million dollars in preparation strips of funds okay any questions for Mister Beck. With your recognized of. I'm of. How much money have we spent so far to you know do you have any idea what's been allocated and and I'm sure we are but we need to be sure that we're taking care of these folks and because I if I ever needed to need to right now for the current the tornado that just occurred I believe the proclamation that's been done so far I was for two hundred fifty thousand but I'm sure that will have to be increased Adam doesn't have a lot of fun they have about three between three and three point eight million that's available this is just to ensure that whatever they need to do they'll be able to do it. What do you. Thank you do you feel ten millions of enough can we make anymore available I think ten million likely will be enough of the entire of disaster recovery response fund is funded each year up to ten million two hundred fifty thousand that's generally and from and they have the three point eight million left this year FEMA will be taking care of most of the expenses from what I understand but we do think this is this will be enough have we heard anything from Washington on what they're going to I don't I'm not aware of that Sir but we have asked that the court has been made for a hundred percent funding that's correct take care of and I'm told the team will be on the ground shortly of two seven or at least not soon enough known and that's why this money. May be needed to be sent by the state I I totally agree with you thank you thank you Mr chairman thank you Sir. Senator Hickey you're recognized thank you Mr chair of let me say this on the front in a hundred percent two hundred percent want to help do everything we can but I want to discuss the business the business part of this. We're doing our due diligence and everything whenever things like this happen there's always people out there that to try to take advantage of the systems is the FNA involved. With the disbursement of this money part how have we discussed that or how that set up. And let me have Melanie has it has look come up in the she's really more involved in this particular program yes Sir thank you. Melanie Haislip department finance and administration. Can you ask your question again please yes of course it looks like to me of course that this is going to be to read on this is the appropriation so they have funds available order may be and I guess this would allow that if we need to give some more later somehow maybe we could figure that out my question is this and again I want to make sure that I say. I want to help but business is business here and I want to know what are we doing to make sure that the there's no corruption or anything that happens at the people that truly need this we're going to get it have we set up any parameters specifics on how this money is going to be given what what is been done there and I know it's just happened and you are trying to move quick I'm but I mean dollars a lot of money the department of emergency management actually makes the determination on the distribution of the funds and who receives those they would have to specifically address any of that information if it was going to anyone other than vendors how DFA participates as we act is what's referred to as the SS seven so the emergency support function seven we are the distribution point so if they need recently we had to order ported twelve portable toilets for women we went in secured those and with Adams approval we make that purchase we've also ordered tarps and we've also ordered Contacts and that's not that that's not what I'm I I understand I believe Adam is going to have to answer that question more specifically okay we make the distributions but they tell us who to pack I just wanna make sure that we've got a process and I understand it has to be an expedited process I don't slow anything down but I also want to make sure that we thought that through you know that That. If we're paying somebody is out there with the cleaning up and everything like that that you know we make sure that. The worst been done and then we pay that we don't disbursed some three hundred thousand dollars to somebody and then they drive off and and were left open that I and maybe I'll have that in place I'm just asking those those types of payments would come through my office and yes Sir it would be a provide the service that we pay it okay thank you ma'am. Senator Hammer you're recognized thank you morning this just for my clarification purposes to ten million what's the where's it coming from is it general revenue work where you're coming from it'll cover the budget stabilization trust fund and adequate funds in there to have to make that transfer that's what that's what it's for us that's what's so any money we may get from the feds would it be used to recover repaid that back in so this is just a pass through account basically what we're set up right I'm from what I understand most of these funds and not all the reimburse from family eventually when that occurs those funds will be replaced so we're doing what we're doing is get it readily available now what they whether fits get in place in the money starts flowing and we're discreet that ability to take care of needs now instead of a week or two that's correct okay very good thank you. The other question. Read you're recognized yes I just hope I've been through this. Two three times and you have got to stay on top of the month and that bunch no they'll come in and talk a good line but you gotta Watson you gotta stay on top of and you also have to watch what Senator Hickey is pointing out to you about the the the free loaders of scammers and all those because they're gonna be here and I'm sure they're already working out there but I just want because you know we don't we don't need a ten million dollar like we have an COVID situation and I know I know you all are working hard but I just wanna because you can't trust anything they tell you until it's done and completed and I'm talking about the pay a. But I know how they operate. Be careful with a total Anderson but keep in mind that the ten million they Adam actually thinks they have enough and they've got three million that's available so the ten million may sound like a large number but it's doubtful of that number will actually be expensive from this particular but totally understand them and we'll certainly do everything we can to make sure that there's not fraud and and if we do get reimbursed. All right members any other questions. We need a motion to adopt this letter I have a motion and a second any discussion all in favor say aye. Any opposed members were not planning on meeting but we have kept tomorrow nine o'clock open it'll be a call of the chair. Of Senator Hammer you have a question yes yes Sir I'd like to make recommendations on the platform OSHA will but just on the basis of the conversation we just had past experience like to to put in a motion or the chair would just exercise his discretion to ask DFA to come back and make a report to a LC of that money that we just appropriated just to know so it does get lost in the wash I'll be glad to put that the foremost we going requests that get that done for the the next scheduled a else the meeting that be great thank you Mr. Centreboard you have something. Okay all right saying nothing else we're adjourn appreciate good work of if we have a meeting could be a call the chair. We don't want to. Yes yeah. Yeah.
