Thank you madam chair thank you Committee this is a species sixteen ninety nine give you a back history on this real quick this is something that as a as a member of the Education Committee for the last ten years now starting on another time of that ensure that for eight years we have figured out a long time
ago that are matrix system was a failure it did not work properly revenue fund outside the matrix we were having to do all kinds of things to make it work for schools so we started looking at things about a year ago I started looking someplace found the Tennessee model have a good friend of mine represent mark what is the chair of the Education Committee up there and this was his bill that he wrote for the Tennessee so he talked to me we should be all the the things on it I brought that bill
to Arkansas and had a bill or. Work with me along with Greg Rogers with the Department of ed and we work through this bill to get a bill that will work for Arkansas like it does for Tennessee which is a proven bill this will fund our kids in our schools or students individually as they need to be for each little thing that they do some original rock restatement this bill sets a process the structure for the house and Senate Committee you may have already read this you may have got it yesterday and it
read this During the upcoming at least process to revamp the public school education funding based on a Tennessee model with licensure dollars over target for the need to both students and students to create educational system that is able to help each student reach high level learning this includes being able to read proficiently by third grade be specific learning targets throughout their school careers specifically the system recognizes small school do not have the efficiency required to supply adequate resources and students facing such challenges of poverty language very special
education needs required more resources to achieve the same level of their peers who do not face the same challenges this bill provides for a new funding structure in which each child generates a unique amount of funding for the school district. First of all the students referred you receive a foundation funding levels just like we have right now I work up a little kind of scenario if if we started out with a foundation what level now which is all the things that we basically have our upper matrix and and that's
seventy four hundred dollars at this time per child of and each child will officially put weight of some sort with their small and I'm trying to this past thanksgiving overlooks the small sport. Of schools and sparse sparse is a like one and a half to two kids per square mile there's very sparse is one to one and a half kids per square miles and I'm sorry I don't say students a lot I was a kid what the army and then we have small districts
and very small districts of overall funded with await those those amounts of those weights of not being completely set yet so that's something that this committee and the House Committee would do during the interim this is a working bill this bill if passed to this committee and the Senate does not take effect. It does not take effect to. Twenty five so that's in the next session we have the chance to work on this bill alongside are next adequacy study that
we're doing on the regular matrix to fill in and and and guided through the process to make sure that our kids do not lose our students of get the get the individual items they need and our schools do not suffer and I don't believe that any school suffer my main concern that I heard from this from the schools superintendents rule and regular was about the bottom line what is the foundation start all I don't know but if we start at a foundational level that we have now which that's
kind of what I think is gonna be real close to that it will start adding the weights in the second level of the of the weighted section for each student you know each student has. we follow the rules sheeter. A foundation funding one second if you've got a hand out it's in that it'll show you some of these things the foundation funding starts out like that that's pretty well what we have in our top part of or make.
The of next line up would be the way to. announcmenet and if you if you turn this page eight I believe on their if you get to page eighty you would see that economically disadvantaged students are because those are some of the ways we will have to determine what weight off of a small district very small like I said before can get away with just percent of foundation funding twenty percent. That would take the place of
isolated funding that we've already done we've always done isolated funding for some of these up sports districts especially those who need it the unique learning with this disabilities characters Alexia you pursue a limited English language proficiency those are some of the things on waited a whole lot more than twenty three different ways. The direct funding which is the next level up is going to be like K. through three literacy charter schools funding them career tech it's not in it's just to be determined we have
debt per Mike up to cover it up with that to the career tech was to be determined what we do have that and we actually left out of the bill and caught that and we had to bring it back with amended that back in so we have all protected just like it was in the tier funding like it with the so we will go to teach kids that are there will be a weighted amount or number amount for each child that takes career tech education fourth grade tutoring of this this work right along with some of the learns Act and all of these ACT testing they'll get away for those things once affect and thank you and then you have your outcome
funding in the overall to be determined by the house and Senate Education Committee your adequacy of each year I have a question about the sheer well there's no share wealth in this bill this does not share your wealth with another school anything that's over now if I'm if I'm right I don't see you part of it in here but I think you think it goes over the adequacy now goes into the adequacy of savings fund and that's that's what you have in there now that's pretty good chunk of money in it so anything that is left over from what you
actually pay and goes to that so we do not share well the model that I've like I said I have done basically. With a school that was find it here. Anyway I start out with violation funding seventy four and you start with what so that you can be way above what they're getting now in in the south side of areas that we fund those things in transportation things like that that we fund outside the matrix we can go right back and fund these inside. So we don't have to have those
out outcropping things of I have an example from what Senate seated on one of their funding models it shall student so and so and the high school at their base the base is a little lower but they they took you had economically disadvantaged cost face of poverty unique learning that's what CTP and post secondary assessment that's what this child as base built up that made that child's base what a Levin thousand dollars so it's possible for one child to get a
pretty good increase there's the one next to it might just get the bass and sparse in a C. T. at a postsecondary and their eleven thousand and enter some that will probably not get a whole lot you know I can't say it's just hard you gotta have it we got to get all the way it's worked out that's why this model is for a year of work. And of this next session it will go all the way through the adequacy session that we're going to do and DO all next year.
It will go into the next year and twenty five is when it would be effective if it doesn't work when we get to our adequacy I told the other in just like I told you I told him on the house floor that if this doesn't work and we can't make this work out for all schools so that nobody is hurt it does have a guarantee in the bill that is ninety percent if for I know this is basically referred for schools that are failing their we are not going to have these this funds directly not not by the former year this before this
will directly for a I'm sorry this will directly fund as we go during the year so it's not going to be on the previous year once we get started it will be on the you're going so they'll fund as I go along so if if you're falling in in numbers it will still fund you at ninety percent. So that's that's what the bill does it does have some falls if you're if you keep dropping if you keep dropping the funding drops with you so if you're failing school your basic all fail out so that's the only thing we can't completely fund the school that's failing
failing failing and going to continue to fail but it will funding for the first four years in that and then they'll have to figure out what they're gonna do with that's what the that's what the department does the Department of puts all the rules regulating it we work along with them I'll figure all the lights out they do set up a commission of thanks bye from the. I'm sorry from the rest of secretary of education working setting up a commission for this that's a pretty well brief overall be glad to take questions so we can your job
with a lot of the questions of the committee. I know this hardness but basically what I would say for you to my question this is a working model so I can't give you all the ins and outs of the but it's a working model that I will the Senate and the house is to be very active all on and I will tell you Linda will tell you also or senator just feel I'm sorry one of the first night. I do this is. It's hard to get people on those committees to show up and work on. It's very hard we need to do
that we need to show up to work on or at I can vouch for this committee yes folks will show up anyway I think I'll take any questions you. Right did you have a question. until after twenty five it will be useful we're gonna be working on this next two year cycle we're just presented one of I use the one coming so we're working on the next one so the one that we're going to we're to build this but it will go a place that will be in the fourth year down the road is what that one would work the twenty twenty five pages of repeal language that's all that's your bill matrix it's been a lot of it is is not all repeal but the way it's all required reverted into this bill but it's it's repeal but this bill doesn't come in
effective until twenty twenty five we will repeal that collector comes an act that is at okay so I will I will leave this is my first session on education I will lean on those that spend some time on this committee to guide well I think it would be a lot of work at Quigley is a lot of work I mean that so we would be doing both things at the same time as we will be doing our adequacy study which is required and will be working on this at the same time
so it education is is a busy the group. Senator Kim Hammer. One of a class at three levels adequacy meetings even though I was on the Committee sat through a lot of them the way I would articulate this bill is it's a transitional bill that's going to take us from the way we were doing it. Which has its flaws to a new method of doing it. While we transition from the old to the new which gives us that opportunity to work out flush out the details is that a fair.
That that is correct exactly correct the old bill matrix has a lot of flaws as we know the people that worked on it as a lot of flaws so we can work along you'll see those flaws as we do it this next time and that we can look at this bill and say we can fix that slow all right here with this measure right and. So that when we come back we will of had a chance to work on what I'll refer to as a living breathing document similar to what we might do with an I. S. P. we will have this in place that that we can tweak can work
on as we go so we come back in the body at that time you know transitions it will give them a for understanding is that correct. The difference in it and I ask the ISP is not a bill it right not come into effect you have to do it again this this gives us a working bill and we set off the of the actual starting date of it so it would could not be a bill of full bill could not be put into effect the sole language will state route along with it it doesn't do away with the stricken language until it

And so But if if no action is taken it will go into effect in the but will have the whole twenty five
session to try making modification investments so we're planning that's the plan over the next couple years with this. In anticipation that it will go into effect unless subsequent lesson legislation is passed to make modifications to it so some of the questions that. That I've asked you and in others that yeah I mean how is this going to affect the base foundation funding particularly for larger districts that I represent and only you may cover
that when I die I did cover that what route we would start probably with real close or at the base foundation we have now because that's pretty well everything that's in that side of the matrix right now these weights and other things will be added just like isolated funding and outside the matrix items we will call those into the matrix out of put those into a direct funding and and awaited area so that's what those with the thank you started out like we have right now now the next next bill the next session of the adequacy.
Recommendation was a little higher than that but if you start with seventy four right now that would kind of be your base and work your way up with those of the so so just so I'm clear if if I'm getting questions on this nothing changes in the current matrix foundation funding until July first twenty twenty five that's correct so it is no longer makes an act yes and then secondarily. If this goes into effect just as it is when we make no changes in twenty twenty five The the base foundation funding that everybody is basically.
Used to and counting on is going to be virtually the same as what is regardless of district size not taking effect well factors and things like that everything else will kind of be built on that on top of that as we go along after twenty twenty five that's exactly what it does it is for us to set that foundation funding when we do that so we will be working examples of it as we go through the next adequacy session and my goal is to work along with bill are they
have been really good Julie Johnson and I get back to work will be real hard Greg Rogers has worked on some of the language swapping language over from Tennessee to ours And gave us ideas and work with that of I have had no opposition from anybody at the department of ed okay no opposition from the governor's office on this all I think everybody's good everybody wants to see something change we know it's broke we will try to fix this gives us a year to fix this if it all works we can make it work I mean it's not a problem I
just could be really easy to make it work but we get to set the number so those wealth numbers don't if anything is that foundation funding we will set it it will change from what we have right now because the new bill is just one in so we can set those numbers and build it up. And if if the if I heard you correctly if for some odd reason this is not Everything we we hope it might be and it's all you'll be the first one to file a bill bill

Get around this bill Watson you know all the things have been said about it on the other end as far as to wait for charter school with five hundred fewer students is that is that still apply just for other schools to. it It pauses charter schools the same with their smaller sport they do not get isolated because they do not land mass so they would get small our state they do not get sparse but they would get smaller smaller yes thank you. I am concerned about you saying you're not going to do anything. That's what I'm. Just a minute ago you said that there would be no extra funding isolated school districts. Why is that why we not have isolated because we put it into
sparse sparse is what isolated usually goes to this is just a terminology change it's it's just moving it to a different type of funding at name so each each child in this farce will have of a designation and is a pretty good one way the Tennessee agenda is a pretty good weight they put on the smart just like our isolated it just give that isolated gave that district a certain amount of money we'll give it per child okay but because I was you know how long we have had to deal with that because we do have those as a district I know so we
have a change in terminology and then a change in the funding formula to deal with that particular issue is that what you're saying. for the schools to help maybe the state and roll and other digital learning courses whether that's virtual Arkansas or if they have there and it's a learning and that they want to enroll the student in. You have to the rest of the year that's where it no it it just deals with once a student is expelled it provides flexibility
for the school district and say that the teacher if they want to you know not have the teacher provide that less a lesson every single day for that student they can help them in rolling personal Arkansas or some other digital learning course so. It just provides that flexibility but it doesn't say that. It well it does because it repeals it It repeals all the stuff this is a public school district or open enrollment public school expels a student
shall offer to the expelled public schools. Digital learning courses other alternative educational course which the student may receive academic credit you struck out of that you have not replaced with anything. It just says concerning court the only thing that's left is concerning courses and services provided to expect a public school students at public schools is amended to read as follows and then all of that extra. And I guess that I'm I read this
one. If I may I read it with concern because we need to move them on a long. And the bill is not clear as to how we move them along because the worst thing in the world was when Angola child was trouble to come back in before the behind so I wanted to ask representative voted I ask you what are you replacing with the language that you struck in is not in this bill.

suspension or expulsion so what this bill it means is that districts won't have to develop a digital means themselves that they can utilize other digital means that are already available or out there like in at another digital providers so it's not the district that has to do it themselves provide that is that digital means but they can if they would like to but it also gives them the flexibility to use another digital provider that's already out there so there is still language it's

to take care of the student because for for lots of reasons but it also impacts their graduation rate in on time credits so there it's not like they're just gonna walk away from a student and not continue to help them with their education this just gives flexibility in how they provide that education for students who are expelled and so now with the new accountability system there things like graduation rate on time credits and that incentivize the school to support the expelled student and keep them on grade level so
would include any this is the part that we're repealing say we didn't include anything else because there's already language on the books elsewhere that says that school districts still need to include programs measured measures and alternative means and to keeps continue student engagement and access to education during periods of suspension or expulsion so they're all they already still have to do that we're just saying they don't have to do it themselves by creating their own
digital means they certainly can continue to do that if they like but they can also utilize other digital means that are already out there. Thank you thank you Mr. The right. Instance in his life where he makes a bad choice to get some expelled. But he wants to have that diploma on his wall from that school system. With the still allow him to do that work in the school St it's not our problem move on down the road. At the school district will still continue to educate that kid it may just be through it maybe through their own digital learning courses that they continue to do as they're mandated to do now or it could be three and a different digital provider learning providers so
they still that student is still included in as one of their students so that school districts are docked if there if they don't graduate on time if they don't graduate all it counts against their graduation rate in on time credits so they still are mandated to and continue setting agent access to education during those periods of expulsion or suspension and we're just providing flexibility in how they provide that with this bill okay.

And this house bill sixteen oh nine and it deals with and licensure for teachers so we all know we talked about a lot about the teacher shortages in our state and one factor and is the teacher at the licensure exams and being a significant barrier she first time and licensee
Kerr's and inspiring teachers at pass rates are relatively low across most content areas content area tags so on the fourteen core subject content exams at that desi examined the inspiring teachers pass rate only exceeded fifty percent on five exams at the licensure exam pass rates are lower first firing black and Hispanic teachers many aspiring teachers must take the exam multiple times to achieve a passing score and this brings financial hardship not only to the aspiring teacher but to their
family as well so many states are grappling with the teacher pipeline much like Arkansas is and and we are trying to look for a way to export strange's to the licensure requirements that can help increase the supply of teachers without negatively impacting classroom effectiveness and we think with this bill that we at that we've been able to do that said this bill allows desi to develop a license your path licensure pathways that allow teacher candidates to demonstrate their content knowledge three performance based measures
in lieu of exams and I'm happy to take any questions on this and we I got the department out here and to help answer those questions Chesterfield. Thank you madam chair senator Davis thanks for taking my question my question lies on Page one line thirty two. one of the things that we have been very much concerned about in the past is someone being in a classroom with the it was not a certified teacher for over thirty days.
Now we're extending that to sixty days. So these individuals have not mastered their craft. Yet these kids are subject to them being in their. For sixty days. And I understand that you're talking about the. The New teacher coming. Why would you extend that to sixty days of an unlicensed person being in a classroom. That could negatively impact the.
I think I know the answer that but I military cancel the much better job. Thank you press. Hey good morning cortisol is for department of education and Senator Chesterfield and we we agree with you and wanting to make sure that the most appropriate and an experienced teachers or in the classroom the reason that we ask that that B. is extended is to align actually with the family medical leave
act we were seeing cases in which to you can also get around that thirty days they'd the school district if a teacher was on maternity leave was kind of swapping out substitutes and so we thought it would be better if we made it to sixty days to align with the twelve weeks under FMLA that at least they could have the same substitute in there instead of trying to swap out substitutes you might have one that is not as qualified as the classroom teacher of record but they at
least are getting used to that class and the classes has some consistency during that time period not seeing a different substitute every week or something like that. I guess I just found it so interesting. Thank you. So I have a kind of a observation here. And while I understand that you you you were talking about the pass fail rate for basically the practice that it you know in my
mind I'm thinking to myself what if we had law schools and we had that same kind passed bill rate in for law school for students coming out. Which would send up all these players that say something is wrong with that teaching at the law school so I know that we've talked a lot about it but I think it's really important that we find a way to be a lot more intentional about making sure that the teachers who are going
to school to become teachers are in fact better prepared more able appeared that that's that's for the higher instance education institution but that that is troubling when you think about that kind of a pass fail rates coming out of college and with folks think that they're going to be prepared and they're not for for this and I can guarantee of all is a law school. And that in the past bill rate for lawyers coming out with was that low there there would be some major major changes so I think we have to expect that
from our higher education people Senator Hammer. Recognized yeah. Yes. I just wanna get my mind right couple things real quick the the inspiring teacher route is set for the nontraditional approach for somebody wants you want teaching. But they're not like going to the four year program at a school for elementary teacher whatever. At no actually that is for the
students that are going through a traditional ad prep program so that their fourth year and they could actually be the teacher of record and be in a classroom teaching even though they have not fully completed their and prep program they would be under the supervision of a master or lead teacher and course still have to pass a background check but this allows them to get in the classroom sooner and get that experience while they're finishing finishing that last year of their education educator preparation program and that arrangement would meet all the
requirements for them to complete their four year degree program in and to get their diploma under if they choose to go that route. Why would somebody choose that route verses just stand for that fourth year or is this just to get people pushed out into the field quicker and are they able to earn money while they're doing this yes I really believe they would be acting as they and fully employed teacher being paid again it's more about getting them that on the job training and so instead of
completing their their fourth year of education and then going into a classroom they're finishing their program while teaching and have also the resources through there and prep program that they can you know Hey look I tried this in my classroom and it didn't work can you give me some advice so they still have that supervision and oversight before that next year there in the classroom not completely on their own but without as much oversight and supervision is not required so if someone wanted to just complete the four years and then go into the classroom they
certainly could this state does give them that opportunity to get in the classroom sooner and again hopefully get more qualified teachers then for example senator Chesterfield talk about substitutes in there instead of constantly feeling was substitutes maybe we can fill with fourth year students who are about to become teachers are then last question would be this say somewhere before the sixty day mark it just they just flat out or cut and you ever supervise them. The date. Do they have to go back and and.
Re enter the classroom if they if they can't make it here then do they have to go back to college and re enter the classroom for the classes that they would be taking or they're just removed from being an aspire teacher there there have to complete the classes anyway so that the school district that they're working for could not remove their expiring teacher permit they can choose to no longer employ that teacher and that teacher could go to another school district or they can choose not to work and just do their coursework and that they would have either option the
only way the permit could be pulled is through the state board or the P. LSD but they're not forfeiting the classroom time required is for here they're just taking on the extra duty of being inspired teacher actually in the classroom yes okay thank you. Necessarily the test taker. we very seldom look at the facts as we just put these standardized test in place and. You've got folks compares everything else but the cracks. I think we need to look at it. I also am concerned about all these very is. Forms of licensure. What is a novice or first time licensee. When I graduated I know was about eleven thousand years ago.
I completed my four years. I did my student teaching. A past whatever they had a graduate record exam at that time and I want to teach school. Now you've got a not as a first time license. You've got a standard license. You've got a license with advanced requirements. What is the difference among those. And why are they. Here.
Because if I have done all of this I'm I'm still not I think according to department of a I'm still not ready to school. So why we have all these various things and this is not the amendment but it is the concerned if you know if you would indulge me Senate. If I may ask department it yes ma'am and I think the short answer is we are attempting to get as many qualified individuals into classrooms as soon as we can we all know there's a teacher shortage we are looking at that from
multiple perspectives and views and how can we continue to encourage people to go into the teaching profession but in the meantime. What a difference among all of these that's what I'm trying to get yeah and what is the difference between a novice first time licensee and standard license a person who has a standard license with the difference and I apologize that I cannot do it justice to fully explain all those. Someone from the licensure
department be here's very quickly or and talked about enough of. Because I think it's something that this committee needs to look at. There are other reasons why we are having a teacher shortage and are they reason is us. Because you've got good people out there who could teach school all these insane got a jump to through some state can't within. Some of the state is just too complicated. And we're seeing a few with the tremendous teacher shortage and we've got all these hoops.
And after a person is not his or our students you are to be in a. But maybe is not I don't know but it's time for I think this committee needs to do an interstate on these my final question is this and it's irrelevant probably to this bill but to some extent may be germane. We used to grade colleges. How will the children who went through their programs D. A.. On the praxis are we still doing that.
Again I apologize senator I can't answer that question but I would you check it out for me because we used to look at the colleges of education in each of these institutions and give them a great. So then we knew how will the kids who came I mean the young men and women who came into education how will they did on a practice because it starts at the college colleges often criticize those of us in eighteen twelve but not sending them the products in my
criticism of them is you sent us the people who are training them. So at one point I remember that we used to grade colleges of education on the right of passage of the practices and I don't know if that still exist but I think it would be a good incentive. For them to do that thank you thank you for allowing me to vent. Chesterfield yeah I doubt action I agree with you if you talk to and teachers and ask and how
news new teachers are coming in and what that looks like and I think almost unanimously they'll tell you that they have to basically re train that that new teacher because and I think the new teachers would say that to that and a lot of maybe what they went through and learn in college and it's much different in the classroom and are not fully prepared and are having to be restrained once actually get in the classroom so I do think that is an issue that. We need to. Probably have all hands on deck for that and it in with this
we're we are trying to find ways and we know we say all the time that you know not all students are good test takers and you know we great and based on at a moment in time a snapshot in time and it's the same with and inspiring teachers trying to take the practice exam and get their licensure that it's that not you know they students grow into young adults and and they're not all good test takers either I know I'm certainly not and if you look through seven my you know as far as in school based on test they will tell you
one thing that's much different from the grades that I received and that's because I'm just not a good test taker and so we're looking for ways to like we said solve that problem and help people get their teaching license but doing it without compromising and the effectiveness in the classroom and I think that this bill strikes that balance to ensure that and even if they're not good test takers they can still show that they've mastered the knowledge and competency that they need and to be in the
classroom and to teach and so we just give another path for or some of those people who aren't a test takers and help them get the classroom to teach kids. And any other questions from the committee. because bill or discover there's two code sections that address the creation and the operation of these cooperatives so required one to be repealed and the other one to be amended so they weren't conflict the the bill does essentially three main things. It It outlines a process this is on page three it outlines a process by which the school board selects their members to the education cooperative. The voter by resolution at legally held meeting then
forwarded to the Director educates of service cooperatives by June thirtieth. And then on page four. Requires each meeting of the board of directors of the cooperative to be public and for the minutes to be public that is on lines eleven through fifteen that's that's the. I made change and then on. One six it requires a cooperative to compile data that demonstrates if any improvement what if any improvements been
achieved with respect to the performance of students in a lot of the programs or services offered by the coop and provide that date data annually to each of the school district that serves. The that's the essence of the bill is just to provide a little a little more transparency and accountability to our co ops. The questions from the committee.
