Director of the Division of State Parks. Senate Bill 558 is to amend the law concerning public works projects by the Department of Parks, Heritage, and Tourism. This bill is part of the Department of Parks, Heritage, and Tourism legislative package. It is supported by the governor. It's been approved by the Division of Building Authority. Every year, Arkansas State Parks has numerous construction-type maintenance projects.
Currently, the amount that requires formal bidding and design is $50,000. This bill would increase that to $150,000. dollars. This is only for repair, alteration, maintenance projects for the division of state parks. Currently, there's a backlog of projects at our state parks of approximately $77 million. This legislation will reduce the red tape required to make facility improvements while maintaining a competitive process for bidding, hiring contractors, subcontractors, and fulfilling
the division's maintenance project needs. For example, if State Parks wanted to replace the carpet in a lodge, they would not have to get an architect to do drawings to replace carpet. Division of State Parks. All right. Mr. Chair, committee, this is another one of the Outdoor Recreation Package
initiative bills. I've ran a couple in here already this session. This is the last one that will be in this committee. So this is a pretty simple bill, but it'll do some really good things. What it will do is it will allow our local state parks and lodges to compete and offer a better experience at the lodges. A couple of examples I've been given is this will allow them the opportunity to purchase good products, but not necessarily the cheapest products. So when we
think about hotels, and we all go to hotels occasionally, the cheapest soap is not necessarily the best soap. The cheapest coffee is not necessarily the best coffee. And prison sheets and lodge sheets should not be the same. If we want to have our state parks have the ability to compete with other hotels, which is what this is doing. Again, this is part of the initiative I've talked a lot about, about allowing them and hoping that they can be more competitive.
Some neat things have been brought up to me, examples, I don't remember the state park and the area, but there's one place that's, they make a local soap, which sounds interesting to me. I'm not really familiar, but they would like to showcase that local soap in that area to try to improve and just showcase the region. There's a place that I am aware of that is a coffee roaster, very good. They would like to be able to serve that coffee in that state park, in that district.
So this will just give them some flexibility to do some things like that. That's really all

House District 96. And in four terms, this is my first bill to present in Ag, so I'm very honored to be here.
Also, I think the Education Committee could learn from you. I have a fund bill for you, literally, because it deals with the facilities for underserved neighborhoods, the parks grant. It changes no money. It's not adding any money. But the numbers that the grants could service the communities, the number of the population is 2,500 based on the 1990 census. So based on a newer census from 220, we want to move that number to 7,500 or less. and it deletes some old language that only applied the first four years that the program started
that has been obsolete and just needs to be off the books. With that, I'd take any questions.
