Ladies and gentlemen of the House, my remarks today will be short and sweet, which I hope will set the tone for this session. A session that will also be concise, focused, and brief. Last year as we opened the regular session, I challenged you.
I asked you to let statesmanship, dignity, and decorum govern our actions. I said, don't be a do-nothing, be a do-something. I challenge you to not only do something, but accomplish something for the people of Arkansas. And you rose to that challenge, and you did just that. But as pleased as we may be with the session last year, I've always believed that accomplishments are something to build on, not rest on. And this year we have that opportunity. Coach Lou Holtz always says, if you're still talking about what you did yesterday,
you haven't done anything today. That's just his way of saying accomplishments are something to build on. But that's the challenge that I lay out for us today. Let's build on our accomplishments by doing three simple things. Let's get in, let's get the job done, and then let's get home. The people of Arkansas have sent us here with their votes, individually by electing us as their representatives and collectively by approving Amendment 86 in the last election. Through this amendment, our Constitution now requires us to meet in fiscal session.
Fiscal session. and meet for a limited number of days, and that's exactly what we'll do. The people of Arkansas always seem to have a sixth sense about what's best for them and what's best for the state, and this first-ever fiscal session couldn't come at a better time. The economies of our state and nation are being severely impacted by the most challenging set of economic circumstances since the Great Depression. A housing crisis led to a banking crisis, which has now led to a crisis of confidence.
And as we gather here today, 100,000 Arkansans are looking for work, and we have the highest unemployment our state has seen in over 20 years. In this limited fiscal session, though, we have an opportunity to do something to meet those challenges. And that opportunity is to be good stewards of our financial resources, to prioritize state spending, and pass a balanced budget. You see, our state budget, although much larger, is very much like any household budget for any family in the state of Arkansas.
When times are great, you try to save as much as you can. And when times are tough, you have to tighten your belt, and you have to set priorities, and you have to make tough choices. At the end of the day, the budget has to be balanced, and you have to live within your means. Well, times are tough, and we do have tough challenges ahead of us. But the news isn't all bad. We'll also take advantage of this session to allow Arkansas families with college-age children to plan for the future by setting the amounts of our new lottery scholarships.
Members, very soon, you're going to have the opportunity to vote to fund $5,000 scholarships for qualified students at four-year schools and $2,500 scholarships for those

at two-year schools. We'll provide these

scholarships not only for the incoming freshmen this fall, but for the sophomores, juniors, and seniors also, and we will dedicate a significant amount
of scholarship money to part-time and non-traditional students, and all of this is great news for the state of Arkansas. We'll also vote on the Revenue Stabilization Act, which will set our spending priorities. Those priorities include continuing economic development efforts to create jobs, pre-K through 12 and higher education funding to prepare our children for the jobs of tomorrow, and workforce education and training to meet job opportunities of a changing economy. Now all of this is important work, and for the first time in our state's
the entire state will be watching us while we do it. Beginning with this session, we are throwing the doors of this chamber wide open through our ongoing public access initiative. First, we've removed the physical barriers in our public galleries that separated our constituents from their legislature. The glass walls are gone, and the North Gallery has been made accessible to everyone, including Arkansans with disabilities.
For those joining us here in the galleries, you've never been closer to the action. But most significantly, the doors are wide open for those who can't be here in person. Members, right now, at this moment, you are on live television. You might want to sit up straight and straighten your ties and fix your hair. video and audio this session and every session from now on will be viewed live as streaming
video on the new house website which is arkansashouse.org where it will also be archived for on-demand viewing in the future the arkansas education television network is using this new technology making the broadcast available to arkansas cable providers all over the state many of whom have joined us live today on AETN 2. And AT&T U-Verse is carrying these proceedings live, and they've made us part of their channel lineup on U-Verse. And C-SPAN has also asked us to provide video of today's joint session,
which we will also be doing through AETN. By the regular session of 2011, every meeting of every committee and every session of the House will be available for viewing. It's time for more access, not less. It's time for more transparency, not less, and more communication with the people of Arkansas so they can see firsthand, without barriers, how their tax dollars are being spent. And so, to all of you

Ladies and gentlemen of the House, distribution has been made of a sheet of paper on your desk that identifies the proposed meeting time for us here during this fiscal session. You will note that we are only planning to meet in a voting session on Tuesdays, Wednesdays, and Thursdays. And on Mondays and Fridays, those times will be used for special committee meetings, for joint budget, for rules and whatever, and to tend to your constituents' business. So in the effort to allow you an opportunity to plan for your week and your time and your work, that's going to be the schedule.
There are some other notes at the bottom of that page that I'd invite you to look at those, and we intend to try to adhere to those as well as we can. The decision on this schedule was made by a joint committee of the leadership of the House and Senate, and the Senate is in concurrence with what's on the sheet of paper. They're trying to make up some of that. Listen to this. Running a red light now in Los Angeles costs you $446. The reason it's an odd number is because you add what it costs to go to their driving school so you can keep it off your record or get it off faster, and it comes up to an even $500. Can you imagine what our Kansans would say about $500 for running a red light?
Michigan furloughed 38,000 state employees. Georgia just announced more furloughs for all 250,000 state employees, including teachers. Because of you, Arkansas has not laid

What's more important is that you have ensured that Arkansas is prepared to emerge from this recession in better shape than nearly every other state in America. America. If you'll think about it, most of those states that have used their stimulus money just to keep from firing even more people than they've already fired are in a position that when that
one-time stimulus money is gone, they're going to be saddled with trying to just come up with their regular revenue just to keep those people employed. You didn't spend your stimulus money for that purpose. You spent one-time money for one-time purposes. That's what it should be spent for, you spend it to create jobs, and you spend it in such a way that when that one-time money's gone, you won't need to try to find some other money just to keep people employed. You've already taken care of that. And as we continue with the theme of setting a precedent with our first ever fiscal session,
I want you to remain as fiscally astute and as conservative and as aware as you have been going forward. A general revenue budget of $4.5 billion that my administration has presented for your consideration restores this year's budget cuts, but that's all it does. It keeps everything else flat, and all of us, I recommend, suffer together.
We have critical needs that have to be addressed, and they are not the least of which are Medicaid, Children and Family Services and Youth Services Health Information Technology The Department of Corrections and Community Corrections Disaster Preparedness and Response And most of all, never forgetting that our number one priority Yesterday, today and tomorrow Will be education It will always be the cornerstone
