As we begin our general session today, we pray that you would help us to be efficient in our time management and productive with our workload. And then representatives, if I could get you to direct your attention to the North Gallery, which is the gallery behind me, we have a very distinguished delegation visiting the House of Representatives today from the Turkish Parliament. We have several members of the Turkish Parliament with us. I'd like to introduce them at this time. From Istanbul, we have Mrs. Ozlem Turcona. From Malachia, we have Dr. Mehmet Shaheen. From Adana, we have Dr. Vahit Karischi. Also from Istanbul, we have Mr. Mustafa Atash. From Gerasun, we have Mr. Nuretin Kanikli.
And from Samsun, we have Mr. Fatih Ozturk, all members of the Turkish Parliament. Join me in welcoming them to the House of Representatives. Members, this evening at 6 p.m. in the Association of Arkansas County's Ballroom, we will have a reception hosting the members of the Turkish Parliament.
This is an invitation you should have received in the mail, but I want to repeat it for you here today. The Turkish-Arkansan Friendship Reception will be tonight from 6 to 8 p.m. and the Association of Arkansas County's Ballroom. It is co-hosted by Secretary of State Charlie Daniels, myself, and Representatives Barry Hyde, David Rainey, Fred Allen, Johnny Roebuck, Joan Cash, Mark Martin, Linsley Smith, and Steve Harrelson. And we would all invite you to join us tonight at the AAC building at 6 o'clock
to welcome these visitors to Arkansas. At this time, we have an announcement that I'm going to ask Representative Butch Wilkins to come to the well to assist me in making representative
wilkins you are recognized thank you mr speaker members it brings me great pleasure to introduce a young man to you today that that i first met in 2002 when he uh he was a graduate of middle tennessee
state and came to my office in Jonesboro looking for a wildlife officer job of course I had known his dad for some time who the wildlife officer in Tennessee and I've done all I could to encourage this young man come to work for us not only that I encourage the game and fish to hire him but I think he was such an outstanding individual that would have happened anyway and I probably had very little to do with that. Brian Ashton has had many awards for the amount of time he's been working.
He's been a waterfowl officer of the year for Arkansas and for the Mississippi Flyway. He's been northeast Arkansas peace officer of the year. I'm sure I'm leaving out some other awards that he's got, but he is currently a wildlife officer of the year. And on behalf of Representative Cash, Representative Kidd, and myself, please
give him a welcome to this body.
Speaker 4
13:30
At this time, we have another announcement. I'm going to ask Representative Lowry to come to the well to
assist me in making. Representative Lowry, you're recognized. Thank you, Mr. Speaker. I just bring this for your observation here, isn't it pretty? I stand before you today to
assist the Speaker, and thank you, Mr. Speaker. I think it's very appropriate that we recognize one of our own, the loss of our own, and this is in memoriam of Jody Mahoney. I don't know that I can add anything that hadn't been said about Jody in Governor Beebe's
words at his memorial service who can say jody and the whole state of arkansas know who you're speaking to and referring to and so there has been many tributes and memorials but certainly this is most fitting today because of all the work that jody and you do this distinguished body it all comes together here in this hollow chamber and in this podium where really the litmus test is of your work is approved by your fellow members here certainly jody mahoney was an example
for us all so i pay tribute to him today mr speaker i just wonder if i could impose on this body if you just stand with me in memory of jody and just honor him in this body in this chamber in a moment of silence Thank you, and may God bless you.

we've set up the budget calendar, the batches. We're going to first vote on all of those House bills before we get to the Senate bills. Once we get to the Senate bills, those will be batched in groups of 25. As we've done the previous days, we will entertain any questions as we get to each batch, and then we will allow you the opportunity to remove any bill from the list. Let me start by saying that we are removing House Bill 1106 from the batch and just passing
over that. That's on the State Athletic Commission. We will remove House Bill 1106. You've got a number of bills there, Tobacco Settlement, Human Services. There's a number of colleges and universities that are in that House group, and I would be happy to answer any questions that you might have on that first group of House bills. Representative Reap, for
Speaker 45
17:52
what purpose? Question, Mr. Speaker. You're recognized. Thank you, Mr. Speaker. Mr. Malik, I just had a couple of members talk to me about 1037, the one that deals with human services, Medicaid expansion.
Can you just give just a brief little bit as to really
Speaker 46
18:08
what that one does? Now, this is the Medicaid expansion fund as opposed to the Medicaid trust fund itself. We've got about $61 million in there at last count. Some of that money could be transferred over to the Medicaid Trust Fund. This particular bill on Medicaid expansion for county operations authorizes 61 positions.
It's got salaries. They can do expansion of Medicaid from this program. It appropriates $144 million for Medicaid grants. has some special language let me see anything else but it's out of that expansion fund as opposed to the medicaid trust fund mr burris for what

Speaker 46

a number of i know representative hutchinson uh representative uh glidewell and others have worked on that i do not i do not think it's under this one but i don't have any problem passing over to make certain let's do that okay we're going we're going to remove 1041 from the

it all right we'll remove house bill 1111 from the

and so uh we want you to be able to get with those folks but uh but but do all

20:29
that you can to get with those agencies so that we can resolve any issues that we have
Speaker 8
20:38
any other questions we're We're moving 1041, 1106,
Speaker 56
20:41
and 1111. Representative Adcock, for a purpose. You're recognized. On the House Bill 1037,
Speaker 46
20:47
you mentioned adding 61 positions. Those are currently authorized that are under that particular budget.
Speaker 56
20:54
Okay, so they're already in place. Yes, that's
Speaker 41
21:02
correct. I've already got it here. Yes. and if we've got
Speaker 61
21:06
issues that we need to remove, we'll be glad to do that. Well, I
Speaker 56
21:11
just keep going back to reading the paper the last few days and listening to talks around here where we're going to be cutting most likely Medicaid services. And it bothers me that we're going to be adding or increasing positions in some way.
Speaker 37
21:24
Now, it's not necessarily increasing. that those are the level that are authorized, that doesn't mean
Speaker 35
21:30
that it's an increase over the previous year. Okay, but answer me this. Is there a body in
Speaker 55
21:38
that position already? Is there someone sitting in that chair working? I don't have that
Speaker 35
21:43
information right now, and we would have to go directly back to the agency, and that's also a fluid situation that may change from day to day, but I would be glad to pull it.
Speaker 56
21:56
I would appreciate you pulling it at least until tomorrow, and let's get those answers. I'm not in favor of adding more to the payroll when
Speaker 35
22:05
we're not going to be able to take care of our people. And I really do not think that's the case, but we will pull it, and we'll get close to
Speaker 17
22:25
you. I understand. Okay, thank you. Okay. All right, that's pulling 1037, 1041, 1106, and 1111. Thank you, Mr. Speaker. Mr. Clerk, read the bills. Speaker 37
23:53
No, I understand. And I've got it on the individual bills. Quite frankly, I would need to talk to staff to see whether we can add it here or not. Just for future reference. I appreciate it. Thank you. Any

Speaker 87
35:29
I think most of y'all know what happened. I just want to give you an update
Speaker 89
35:37
on Gail, who most of y'all consider the smartest Raglan, the nicest Raglan, and way yonder the best-look Raglan around here. Amen. I've spent some time
Speaker 87
35:54
with the media, and I told them I thought I answered a question that they asked us when I
Speaker 89
36:01
first came down here in 2005, and that was about my wife's employment.
Speaker 87
36:09
If I finagled around, or how did I get her
Speaker 87
36:23
broken ribs on this side, a broken collarbone. Her lower lobe on her right lung was devastated in the accident.
the middle lobe was punctured she was not progressing yesterday she
Speaker 89
36:46
was stable but she talked to me and she tried to tell me something and i hope mary joe is can hear this her boss i leaned down bill and she said tell mary joe i don't think i can make it this evening And she wanted me to tell her that.
She also told me later that she works part-time at Home Bank and Marshall. Tell them to get somebody else this Saturday. It was her Saturday to work. That's the kind of commitment she has. I think that answers why she's worth the $9 or $10 or $11 an hour that we pay her. She was not progressing yesterday.
The surgeon made a decision that we needed to take corrective action last
Speaker 87
37:59
night. So they went in and did just that. They removed the lower lobe. They sealed or patched up the middle lobe of
Speaker 89
38:16
the ten broken ribs, and I'm not talking about cracked.
They were like this, and that's what hurt her lung. So they took ribs 6, 7, and 8, pushed them back out, and put a plate on them, and that strengthened the rest. And they put her on a ventilator, and she is now sedated. And my son and my daughter-in-law and my grandson, who will be here in June, is with her today.
And I'm here with my friends. Not just colleagues, my family. There's not a Democrat or a Republican or even former Green Party people in here. Just my friends and prayer warriors who stood with me. To whom much is given, the Bible says, much is required.
Speaker 86
39:33
Last night at about 2 or 2.30, I thought about the man that ran over us and left Gail there to die. And I thought she had died. Her eyes rolled back in her head and she couldn't breathe. I thought about that. But you guys have poured out so much love. The people
Speaker 89
40:01
across the state and my church members and my family
have poured so much love into me. and I've made a lot of mistakes and I've done a lot of people wrong and I've done things that I shouldn't have done and not helped ends of bargains and everything else I guess and I pray that you'll forgive me of that and if I have any enemies I forgave them and that included that man And he didn't start his day out Monday meaning to run over us.
And when he came up and he saw Gail, he was like I. He thought she was dead. And he made a very bad decision.
Speaker 87
40:56
he decided that his well-being and his life and his whatever was worth more than trying to help
Speaker 89
41:03
someone. And so he left us there, and he fled the scene of the accident.
But I forgive him of that. And by forgiving him of that, today, he was arrested, and I found out who he was, and I still forgive him. And he told the media today, as it was reported to me, that he was sorry that he didn't mean to hurt anyone, and he was sorry that he fled the scene. And I'm not asking for any special prosecution or harshness, but I'm not asking for any leniency either.
I just want the law of the land to be carried out because I don't want anyone to think that they can leave an innocent person laying there dying and not help them and get away with
Speaker 87
42:02
it. I'd like for us to hold up the laws of the land to maybe help somebody down the
Speaker 89
42:08
road. I'm so thankful for God and His grace and answering prayers. I'm thankful for the men and women of the Little Rock Fire Department, the ambulance services.
If you're going to have a life-threatening accident, it's good to do it within a block of the fire department. Those people were there. He left us, but some other brave person, a good Samaritan, came, and he called 911 for me. And it broke my glasses, and I couldn't see, and I was trying to call. I couldn't call 911, and I was shook up.
But this guy came and helped me, and he called, and then they came and helped me, and they got me. And they got Gail. When I say me, they got Gail, and that's who we were wanting. They got her to UAMS, to the trauma unit. and I don't care what we invest in that I'm glad we had those experts there and they did a great job I had a lot of friends show up that night and I shouldn't start naming names
and hurt anyone else but John Burris took my phone and started helping me so much and these old terrible lobbyists showed up and even an old senator or two Altus and Laverty who I tried to keep from being a senator Laverty unsuccessfully
but if I'd have won that I wouldn't have been with you all Monday and Frank and Judy helped get people over there Mike Lambrough and then it just balloons and everybody I thank you I shouldn't name any names but just everyone Gail loves you all if you hadn't paid her 50 cents an hour
Speaker 86
44:28
I'd have to bring her down here because she has to comb George's hair
Speaker 87
44:39
she has to joke with everybody she just
Speaker 86
44:42
loves you all you're part of her life and I can't say how much I love you it keeps in your prayers. Thank you so much.
