of all ages, we gather today mindful of those who have gone before us and those who gathered here a hundred years ago for the 38th General Assembly, perhaps in awe of what

human hands had built. Today, as this 88th General Assembly convenes, our state is stronger,
our representation is more inclusive, and perhaps more responsive. The men and women gathered here today represent almost twice as many Arkansans as did their counterparts a hundred years ago. And when one considers the work that is ahead this year, it is no wonder these leaders are often called public servants. The issues of health care, protection of our citizens, education of our young people, humane treatment of our prisoners, and making our highways safe require each and every one of these elected leaders
to seek to have a servant's heart. So teach us, God of all peoples, what that means in the days and weeks ahead. Instead of falsely trying to step away from the dictates or tenets of his or her faith, help each leader to see every question of public policy in light of the very best in his or her faith. And upon such examination, help each one of us to check in ourselves and to check in others every passion that leads to aggression and resentment.
Help us to check in ourselves and others all ungenerous judgment, all promptings of self-assurance and presumptuous claims. To these leaders, O Lord, grant insight to recognize the needs and aspirations not only of their colleagues but of the very citizens they represent. And here on this opening day of this assembly in the capital city of Little Rock that is blanketed with snow, come and blanket this elected body with a measure of mutual understanding that removes all suspicion and envy of one another.
Give to Speaker of the House Robert Moore divine guidance as he endeavors to lead his colleagues well and grant him and all of these fine people Your grace. And upon this great land which we lovingly call Arkansas, I pray that You would look graciously upon it. Where it is in pride, subdue it. Where it is in need, supply it. Where it is in error, rectify it. Where it is in default, restore it. And where it holds to that which is just and compassionate, support it.

Ladies and gentlemen of the House, One hundred years ago, in January 1911, the House of Representatives of the 38th General Assembly met for the very first time in this chamber. The state capitol was not complete, but the House and Senate chambers were usable, and so the 38th General Assembly came to order here. Among the group of 100 legislators was a newly elected representative from Deshaies County.
His name was Isaac Norman Moore. One hundred years later, in January 2011, we have a man named Robert S. Moore, Jr., who represents Deshaies County. Robert S. Moore, Jr. is the grandson of Isaac Norman Moore.
So with that said, it is a high honor and a privilege for me to present to you Robert S. Moore, Jr., the Speaker of the House of Representatives of the 88th General Assembly of the State of Arkansas. me tell you about this honor. that i have stand before you today i want to take just a moment to say on behalf of the newly constituted members of the 88th general assembly that on behalf of each one of us we send our hearts our prayers our thoughts out to the to the families to the loved ones the friends the victims of the tragedy of yesterday i know that each of you join me in this expression and may we always
always keep the wonderment of this nation, this democracy, and this country in our mind as we serve honorably in the body that
we now have joined together on. Distinguished friends, members of the 88th General Assembly, honored guests, And to say that it is a humbling experience to the core of my being just
doesn't touch the words, I can tell you.
I'm nearly speechless to be here, but you've been waiting a long time, so I'm going to go ahead and say a few words. I will tell you that I appreciate your patience today, especially those of you up in the gallery and the friends and the family. Maybe my first pledge should be that under new administration we will move things more expeditiously in the House of Representatives. I commit to you to do that. But I am very honored today.
And my commitment to you remains, as I told you, is the long journey on this process, that I will serve honorably. I will serve to the best of my ability as we do the work for the people of the state of Arkansas. and I will work with fervor on your behalf. I stand before you here today to tell you that in accepting the inherent responsibilities of this office that I will make my work product, my dedication every day to help each of you excel in your representation
of the constituents that you're here to serve and that I will work to guide us as we do the work of the people of the state of Arkansas as the 88th General Assembly. I want to take just a moment
to recognize some folks that are here that I'm very privileged to have. First and foremost, of course, I'm going to save that. I'm going to save my family because I want to say a special thank you to my friend over here,
Billy Joe Shaver, for coming all the way from Texas to come up here. But I have to tell you that Beverly and I are high-level music lovers. And about 15 years ago, in the scope of one year, we had the privilege of meeting all three of my lifelong music heroes. That was Bob Dylan, Mick Jagger, and a guy that some of you know named Towns Van Zandt. And I told folks, I said, if I'm getting ready to die and go to heaven,
And the Lord said, Robert, you know, I'm going to let you meet one more person before you go. I said, for all those years, I said, Lord, thank you, but I've already met them all. But as always, the Lord knows better. And he let us become friends, Billy Joe Shaver. And that has been a high honor. And I thank you for being here, you and Wanda, for coming and being with us today. I want to recognize my family, my son, Rob, and his wife, Nicole. And their beautiful baby, Sylvie, is at that age when she's not with us today, but I know she's here in spirit.
And my son, Lee, and his special friend, Ashley, and my wonderful, wonderful grandchildren, Marley. Raise your hands there, you all. Raise your hands. There's Marley River and Jacob Price right there. And I'm so proud of them and so glad to have them with me here today. My mother-in-law and my brother-in-law and his wife, and I've got cousins and deep friends that have helped me along the road to get here

And if any of you have any doubts about how much I love her, well, take that doubt out of your mind. Because it's absolute and complete from daylight into dark and from dark to daylight. Every day she has probably deserved more reason for me being here than me standing up in front of you.

100 years ago uh in the first opening when the when the rest of the capital wasn't even
open but they opened the the chambers uh to conduct the business of then the 38th
general assembly my grandfather was a member of that as a freshman legislature and i a legislator and i i knew for years that he had a long service of in the House and in the Senate, but I didn't know until recently that little uncanny bit of history that almost to the day, one day separates us from 100 years ago
that my grandfather was being sworn in here. When I found that out, I knew that I'd feel pretty much like I do today, that I've been feeling that the ghost of, and I knew my grandfather's Big Daddy, and that the ghost of Big Daddy is kind of floating around out here in the chamber. I tried to find out where Big Daddy sat when he was here, but I was unable to do so. So if there's any of you that feel a little uncomfortable out there today, you might be sharing a seat with Big Daddy.
But Big Daddy, he loved politics. He loved serving in the legislature. He loved this process that we're involved in. he loved the state of Arkansas. And suffice it to say, I join him in that love, and
I know each one of you returning members feel the same way that I do, and I know each one of you new members, as we go forward from
today, you will feel that love also. And I'm not the only one that's privileged to be up here,
having had a family that preceded us in our service. I see David Branscombe out there, had your father was a member of the legislature. Where is Hank Wilkins?
I know Hank's back here on the back. Mother and father served in this body. Terry Rice, where's Terry? Terry had father and grandfather that served out here. And then my dear and special friend, Johnny Roebuck, her husband, preceded her in service, honorably being here.
And almost unbelievably, there are 11 more in our body out here that had family members that had the privilege of serving as we do. And I'm not going to name all I was going to do that, but since time's running short, that's where I'm going to cut back. But I know
that you all, all of you that have that special honor, know that this is a special day. As we celebrate this historic day in our chamber, it is to be noted the great strides for humanity that have occurred over these hundred years.
The diversity in our membership as regards race, gender, religion, age, and political party that we enjoy today did not and could not have occurred in the society of 1911. Many of the great changes reflected in this diversity were brought about because of the vision over the years of our forefathers in this chamber to see what needed to be done, and more importantly, to have the will and the courage to go against the often ill-tempered protest of the status quo to accomplish the tough job at hand and make those just and necessary changes that
we enjoy. As we begin the journey of the next hundred years as members of the 88th
General Assembly, I ask that we commit together to exemplify that courage in addressing the problems
we face in 2011. In JFK's book, Profiles of Courage, Kennedy shares the stories of Republicans and Democrats and Federalists and Independents who stepped up in tough times with acts of courage. Kennedy writes that to be courageous requires no exceptional qualification, no magic formula, no special combination of time, place, and circumstance. It is an opportunity that
sooner or later is presented to us all. Politics merely furnishes one arena which imposes special test of courage. 100 years ago, at the dawn of the age of the automobile, the legislature in this chamber bravely tackled the issue of highways and roads. Our predecessors said that bold action was needed for Arkansas to meet the challenge of economic growth by providing the needed infrastructure. Today, we are called upon to meet that challenge again, to demonstrate
the courage to act for the common good, regardless of short-term political ramifications. Now, so that the crisis and the highway funding issue doesn't create too much discomfort, let me make it clear that the starting point on dealing with this serious problem is not simply raising taxes. Nobody has any love for paying higher taxes. Rather, the starting point is recognizing that we have a funding mechanism that is inadequate
to meet current and future highway maintenance and construction needs, and then having the courage to modify or change that funding structure so that future generations can safely travel on our highways, so that industry will know that we have a viable plan that will ensure their ability to move goods and services swiftly and economically, and so that tourists will be attracted in increasing numbers to enjoy the beauty of our scenic state. But rest assured, that old adage, there is no such thing as a free lunch, is applicable.
If we are going to have a bright future for economic development in Arkansas, we will find a way to pay for a highway system that is recognized nationally for its excellence. Likewise, the 38th General Assembly was called upon to deal with matters of prison reform. The issues we face in this area today bear little similarity with those of 100 years ago, but the point is the same.
Changes have to be made, tough changes that will be successfully resolved only with the collective courage of this body.
We also owe it to Arkansans that for the next hundred years our citizens will continue to enjoy our most precious natural resource, our ground and surface water supplies in adequate quantity and assured quality. Without a revision of our 22-year-old state water plan, these fundamental and necessary goals will be in jeopardy. We must find the will to ensure these guarantees are in place. We will engage difficult issues that affect every district dealing with education, health care, security, and the environment.
Our resolve in policy and funding solutions must be predicated on our commitment to work together for the benefit of all. I believe that we will be judged by our constituents on whether we are willing to stand and answer these calls. and the test of our political character will be the favorable judgment not from our local newspaper at the end of the session but of our children and grandchildren when they're standing in our shoes 20 or 30 years from now as expressed by my friend Robert Dale where's Robert Dale
right back there Robert said one day he said what folks are saying a generation or two from now should be the measure of the worth of our efforts here in the legislature and robert dale is right and i like it harry truman reminded us of our responsibility to governor govern with his admonition the buck stops here the challenges regarding the future good of our state that face the 88th general assembly need to be resolved by the 88th general assembly
We do a disservice to ourselves, the people we represent in our districts, and to all of the citizens of Arkansas if we do otherwise. As we begin our work, remember that regardless of your political party, regardless of the rhetoric involved in the election, we are here not as adversaries but as partners sharing the same privilege and responsibilities of representing the best interests of all Arkansans. We're not here as some remote battleground related to whatever misgivings are going on in Washington, D.C.,
because if you don't yet know, please consider and learn that we have enormously more on our plate in taking care of the business of our citizens than we will ever have time to properly deal with. As Abraham Lincoln said, the occasion is piled high with difficulty, and we must rise with the occasion. So let us rise to the occasion and think anew in ensuring the well-being and safety of our citizens, providing a quality education for our children while ensuring that we have good job opportunities at home
so they can stay and become part of the future of our neighborhoods, our hometowns, our regions, enjoying a high quality of life in our great state. The more time we spend wisely working on these matters that affect us all, the less time we will lose arguing on issues that impact only a few. While the challenges of today may be more complex than those my big daddy and his colleagues faced 100 years ago, I believe the goals are generally the same.
By successfully running for public office, regardless of the motivation, we have agreed to place ourselves on the line to show leadership, to show courage, and to work for the common and greater good of all Arkansans. That is our job description. Ronald Reagan provided guidance for each of us when he said, there are no easy answers, but there are simple answers. We just have to have the courage to do what is right. In doing what's right, we each have a role to play and a contribution to make
if we are to meet the expectations of those who have given us the privilege of serving as members of the 88th General Assembly. In meeting our obligations to the people of Arkansas, may we always be mindful of the words of the poet Alexander Pope when he wrote, Act well your part, therein the
