To ladies and gentlemen of the House, I just want to share with you this is a great honor and privilege from a young man born and raised in Cache, Arkansas, never believing that he'd have this opportunity. So I thank you if you would bow with me. Heavenly Father, we come to you this morning just thanking you that we have the opportunity to come to you through the blood of Jesus. I want to thank you and praise you for this great state and our great nation. I thank you for the plans that you gave our forefathers by which to govern our nation and for the division of powers so that our destiny does not lie in the hands of one person. As a huge proponent of drug courts myself, I was fortunate two years ago to be appointed to this advisory committee I've served on it since then in the November meeting the drug court committee advisory committee asked if I would add a parole board member to the members appointed to this right now we have a prosecutor we have judge someone from drug and alcohol there's several on there and this would make it a more well-rounded committee I'd appreciate you supporting the Advisory Committee's request. What it does is, in Arkansas right now, if you have the need to have a temporary or otherwise more commonly called an emergency guardianship, by Arkansas law right now, you only have 90 days to convert that into a normal guardianship. But 90 days just isn't enough time. So what this bill does is this bill grants the authority to another 90-day extension. It doesn't make it automatic. You have to go back to the circuit judge whom granted the emergency guardianship in the first place and show him or her that the need or the emergency still exists. If the circuit judge finds that the emergency still exists, he can grant an additional 90 days, but only an additional 90 days.
