Mr. Speaker, be recognized. Ladies and gentlemen of the House, it is my great pleasure today to stand before you to ask for your support of a resolution for the United States Marshal Service. As many of you know who have served with me these past several years, the House of Representatives gave their unqualified support for the U.S. Marshals Museum by actually providing some
seed money for them to get started. So to all of you who were here then, I say thank you again to you and ask those of all of us who are present today to support this resolution. As many of you know, the U.S. Marshals Service has a long and illustrious history. They have given their lives in service to us as private citizens. The work they do is important. Every day they go to work not knowing whether they're going to come home at night.
The work they do with helping children who are preyed upon in more recent years is outstanding. The U.S. Marshals Museum, which will be located in Fort Smith, Arkansas, is currently underway with not only a local campaign but with a statewide fundraising campaign and later this year we'll be raising private money nationally. So I ask the House's support of this resolution, I would be glad to answer any questions.

and thank you members of the House. This bill would do simply what it states in the title of it, the subtitle
it would amend the requirement for an audit to be performed for anyone requiring or applying for a state contractor's license, and it would require in its place a financial statement. A financial statement is a lot less expensive. It's a lot easier to obtain through an accountant or a CPA at this point in time, and right now there are very few accountants or CPAs who are actually doing audits, and it's harder to find one that will provide this service, and the expense is rather great to those wishing to obtain the license.
It is a proposed bill that was recommended by the State Contractors Licensing Board, and I would appreciate a good vote. Thank you. Representative

Do you recognize? This reminds me of the old days in Dun & Bradstreet when you have to be audited and then all of a sudden they released that requirement and everybody went away, but this is significant
in the sense that all of these years, ever since the beginning of the contractor's licensing board, you've had to get an audit every year in order to keep your license. And I guess I'm surprised that the licensing board is requesting this. There's been a lot of contractors that have gone out of business in the last year or two and a lot of bankruptcies. It's been a law for many years that the recorder is the acting mayor in the second-class cities, but it's unclear who acts in the first-class cities. This bill makes the city clerk, which is the same as a recorder in the second-class city, or another elected official of the city designated by the mayor, the acting mayor in the absence of the mayor.

executive committee approved this. Yes, sir. Okay. Are you talking about with municipal leave? Yes, ma'am. Yes, I just talked to Don Zimmerman. Okay. And because I had been questioned about the way it had read here, that they understood it to read if the mayor had designated.
Well, Don told me that it says, where it says, or duties, the city clerk or other, let's see here, of the city, let me look just a second here. Okay. The city clerk or other elected officials of the city, if designated by the mayor, may perform the functions of a mayor during the disability or absence of the mayor.
Now, Don interpreted that to me a while ago, that if the mayor has not designated someone, then
the city clerk can do it. Okay. Also, the mayor pro
tem, which you have the president pro tem, which is elected by the city council. Yes. Does this take away any of his powers? Because my understanding was on a first-class city, the mayor pro tem, which is the president pro tem, would serve in the function of the mayor.
