Let us pray. Gracious Lord, in our Bibles we hear passages that speak of one day. The prophet Joel says that one day God will pour his spirit upon all flesh and that his sons and daughters will prophesy. He says there will be a time when older folks will see dreams and younger folks will see visions. One day this will happen. Jesus said when he walked on the face of the earth, he spoke about one day where his kingdom would come and blessed would be the poor and the meek and the hungry.
And blessed are those who know of our deep need for God. In one sense, Lord, we are still waiting for that day when rights will be right and wrongs will be wrong. Your kingdom will be here. Lord, I pray that that one day would begin today. It will begin with us. We pray this in the strong name of our Lord. Amen.

Thank you, Mr. Speaker. I think everybody's probably pretty familiar with this bill. This is the general appropriation bill, the first appropriation bill that we're required to pass. We had this bill in the House. We sent it back to joint budget, and last week, on Thursday, we in this body voted on the amendment, removing the 1.86% raises that the judges and prosecutors had. Today I present this bill. All of the salaries are flat. The expenses for the
Senate and for the House are flat. I would appreciate a good vote and if anybody has any questions that I haven't already answered, I'd be happy to answer

At the close of business today would normally have been the deadline for filing bills affecting any publicly supported retirement system or pension plan, which has been announced previously. However, according to 10215b2 states that additionally, if the General Assembly recesses for longer than three consecutive days during the first 15 days of a regular session, the 15-day introduction deadline shall be extended for a period equal to the recess.
