This is, I've ran more bills in my legislative career that have gone through city, county, local than any other committee, and this one was assigned to Insurance and Commerce, and I wasn't in committee to vote on it the first time, or it would have passed without any problems, just we didn't have enough members that were there in committee. I totally respect what Representative Barnett had to say, but we passed the Carbon Storage Act. Come on. This is a local option. This is up to a municipality. The people of the municipality aren't being forced to have to do this. They can make up their own mind. This is just one more tool that we're putting in the toolbox. If the city council or the quorum court or the mayor doesn't want it, I doubt it's going to get any traction. But at least we're putting it in the toolbox. I do think it's a good bill.
