You're recognized. Thank you, Mr. Speaker, and thank you, members of the House. This bill is a result of a horrendous crime that occurred in northwest Arkansas to a three-year-old girl. With the leaderships of Representative John Woods, ACIC, myself, and others, we have looked at the sex offender laws in the state of Arkansas, looked at certain loopholes. And this is how we came about with House Bill 1007. This bill is simple in the fact that it makes government more efficient while cutting costs and saving money.
This bill requires sex offenders to physically go into local law enforcement agencies and verify their place of residency. And so it's a real simple bill. It came out of a judiciary unanimously, and I would like a good
vote. Members have heard an explanation of the bill. Representative Lee,

this chamber, a nation that remembers its veterans
is a nation that will prosper. The purpose the purpose of this bill is to remember our veterans let me tell you what it does the first thing it does is that any honorably discharged veteran who has a department of defense paper that shows that status they can walk in to a dfna office with that paperwork when it's
time for their license renewal and on their driver's license they can have the designation of veteran placed below their photograph now why is that important it's important because We have many veterans in this country that they have no photo ID that shows their veteran status. They may have their discharge paper, but they may not have any pocket-sized proof of what they've done for their nation.
Now, that's not a problem I have. I still have a military ID card in my pocket. I don't have that issue. But there are many people who served honorably that they're just as much of a veteran as I am that I think need that recognition. The reason they do, one reason is, is that many retailers give discounts for people who can prove they're a veteran. But, ladies and gentlemen, that's not the real or the biggest reason for this bill.
And let me tell you what that is. in the current generation of wars we have a lot of folks that are coming back and sometimes some of our soldiers they have issues from what they've dealt with in the war and i can tell you right now that's not fake it's real i can tell you that i've been to too many funerals of people that I've known who took their own life because of issues they were dealing
with. I think having an ID card that notes a veteran status, particularly with our younger generation of veterans, if they have an interchange with law enforcement personnel, it helps those police officers better understand a situation they may be dealing with if an emt is dealing with them because of a challenge that they may have faced in their home it lets those medical
personnel know when they see that card it may better prepare them on how to handle things that's what this is really about and i hope that this bill will foster a discussion because everybody in this chamber has somebody in their district that has served in the wars of the day and they need our help they need our help and this is a way to make sure they get that help now here's the great thing about this bill if those first two reasons weren't good enough
there's no fiscal impact on this bill and i'll tell you why there's no fiscal impact on this bill because quite some time ago, there was this guy named Nick Bacon. And Nick Bacon, while he would deny he was a hero, he was always one of mine. Nick Bacon was a very special man. He was so special. Nick Bacon was the kind of guy that could have been, he was part of Senator John McCain's,
he was one of his inaugural campaign staffers. And then he comes back to Arkansas, and he ends up heading the Department of Veterans Affairs for Jim Guy Tucker. So Nick knew how to be bipartisan. He knew how to be bipartisan. He was into serving his nation. Nick Bacon and his dear friend Tom Thomas had come to me after the 2009 session and talked about getting this kind of recognition. Well, we had made some contacts over in DF&A, and we discovered that they were in the redesign process of the templates for our driver's licenses.
And because they knew we wanted to do this, DF&A saved a spot in anticipation that this bill would be there. That's why it costs no money. There's no fiscal impact. Nick Bacon was a special man. this bill is named after him because this is what he would want us to do he would want us to remember our veterans he would want us to have this dialogue about our younger veterans and Nick would also want this as a father
for he has a son that has been deployed on multiple occasions and may be deployed again real soon so this is a very fine bill I'd appreciate your support. And once again, I just want to say to the family of Nick Bacon that it was one of
the privileges of my life to get to know him. Thank you very much. Members, you've heard an explanation of the bill.
