Ladies and gentlemen, the House Bill 1427, what you can readily see is we're amending this bill to say that school districts can have textbook requirements to include digital resources and other purposes. And other purposes is the availability of equipment needed to access these digital resources or instructional material. It's a permissive bill. It does not say that you must require to have all three of these. You can have either or. The reason for us having this bill to include more than just textbooks, I asked Dr. McClure from one of my school districts to come forward and explain just very shortly why we think this

is a good idea. Dr. McClure. We started the process of becoming more technologically literate in my district, and I think it's something that's a prevailing theme across the state. And the purpose of this bill is to allow students to have access to those same materials if they can, if the district so chooses, because it is permissive, that they can access them digitally. And in my district, kindergarten through 12th grade, we're a one-to-one district. We have a computer for every child. But the big thing here is what we have found in the last couple of years is when teachers have the time to plan and to gather the resources that they need, we can find much better materials and much more materials that are relevant and conducive to student learning and student engagement in the classroom than we can through a textbook. And so the goal is not to do away with textbooks, but rather to provide the best resources that we can to educate our children. Thank

you. Mr. Chairman, I'd also like to say that there's been some questions asked as to exactly what instructional materials are. And the definition that is in 6-21-402 that is already explained in that portion, It says traditional books and trade books in printed or bound form, activity-oriented programs that may include manipulatives. That's a hard word. Handheld calculators and other hands-on material. I would like to say that you have in front of you, I'm sure, the physical impact. The physical impact says it's variable, rightfully so, depending on what the individual school district would like to supply for their children. Textbooks, of course, it would be zero. If they go to laptops or other digital resources, there may be some money value there. But that would not come from general revenue. Very simple bill. It is what it says it is. Don't forget that it's permissive.
