I'd like to take just a moment and recognize a group of young men and women we have with us today. First, I'd like to recognize Marion Fletcher. Marion, where'd you go? Okay, back there. Marion works at the Department of Ed, Career Education. And ladies and gentlemen, would you please stand? And this is a group of students from all over the state. I'd like for them to give us their name and tell us where they're from
and what program they're involved with. And position, if you have a state position.

to thank each of you for being here, and I think this is a good indication of where the students in the state of Arkansas are going and heading, and I think it's very important what you do. Of course, I told you last night as I visited with you that technical education and career education are very important to me, and I wish you well on your endeavors. And, Mr. Fletcher, I believe they have some displays in the rotunda.
If you have a chance, audience, to visit those and visit some of these. These are some of our brightest students

I think next we have House Bill 1240, I'm sorry, 1427. Mr. Brown, would you end the table, please, introduce yourself to the record. If you have anyone with you, and you probably need a lot of support on this bill, it looks like. Thank

Thank you. We're glad to have you with us today.

You may proceed, Mr. Brown. Thank you, Mr. Chairman. Ladies and gentlemen, the House Bill 1427, what you can readily see is we're amending this bill to say that school districts can have textbook requirements to include digital resources and other purposes. And other purposes is the availability of equipment needed to access these digital resources or instructional material. It's a permissive bill. It does not say that you must require to have all three of these.
You can have either or. The reason for us having this bill to include more than just textbooks, I asked Dr. McClure from one of my school districts to come forward and explain just very shortly why we think this
Speaker 36
5:00
is a good idea. Dr. McClure. We started the process of becoming more technologically literate in my district, and I think it's something that's a prevailing theme across the state.
And the purpose of this bill is to allow students to have access to those same materials if they can, if the district so chooses, because it is permissive, that they can access them digitally. And in my district, kindergarten through 12th grade, we're a one-to-one district. We have a computer for every child. But the big thing here is what we have found in the last couple of years is when teachers have the time to plan and to gather the resources that they need,
we can find much better materials and much more materials that are relevant and conducive to student learning and student engagement in the classroom than we can through a textbook. And so the goal is not to do away with textbooks, but rather to provide the best resources that we can to educate our children. Thank

you. Mr. Chairman, I'd also like to say that there's been
some questions asked as to exactly what instructional materials are.
And the definition that is in 6-21-402 that is already explained in that portion, It says traditional books and trade books in printed or bound form, activity-oriented programs that may include manipulatives. That's a hard word. Handheld calculators and other hands-on material. I would like to say that you have in front of you, I'm sure, the physical impact. The physical impact says it's variable, rightfully so, depending on what the individual school district would like to supply for their children.
Textbooks, of course, it would be zero. If they go to laptops or other digital resources, there may be some money value there. But that would not come from general revenue. Very simple bill. It is what it says it is. Don't forget that it's permissive.
Speaker 32
7:10
And we're open for questions. Committee, questions of Mr. Brown or Mr. McClure? Ms.
Representative Randy Stewart

Stewart. I have a question for Mr. McClure. Or did you happen to get any of your educational training at Kirby High School?
Speaker 45
7:24
I did. I just want to make that point. Thank you. Committee, any other questions?
Speaker 32
7:29
Seeing none, I have a motion from Vice Chair Roebuck. Move, do pass. Okay.
Representative Eddie L. Cheatham

7:39
All right. I have a motion, do pass. But first, I'll need to go to the audience. Anyone want to speak against this bill, for this bill? Seeing none, we have a motion on the table from Rep. Roebuck.
Motion do pass. All those in favor say aye. Aye. Opposed? I believe the ayes have it. Mr. Brown, luckily you passed your

here. Yes, thank you so much, committee. And I would like to invite you. Arkansas ASCD is hosting a drop-in breakfast for you Thursday morning in the Capitol cafeteria at 7 o'clock. The organization represents curriculum specialists, administrators, and teachers. And so I think you got something from Mr. Hudson last week,
and just want to encourage you to attend that if you have the opportunity. Thank

you for that reminder. You understand that you wouldn't have gotten that invitation if it's still there. I understand, Mr. Brown,
Speaker 55

very well. I understand. You want to do this real

quick? Yeah. You. We're going to, let's see, Mr. Steele, are you going to try to attempt to run your bill, House Bill 1436 today? No, Mr. Chairman.
Speaker 57
9:00
We'll pass over that bill and look at it Thursday, is that correct? Yes, I do have a question. You're recognized. A question of the chair. There was omission in the bill and typographical errors that the governor's office saw in the bill. What I'd like to do, rather than having an amendment, two or three amendments, is to file another bill. I think that would be a quicker process. I would think that would be quicker.
Speaker 60
9:31
So if you can guide me through the process of withdrawing this bill from further consideration, and I'll file that other bill
Representative Eddie L. Cheatham

today. Are you going to withdraw this bill, or do you want to move it to deferred? list. Once you move it to deferred right now, then you can see Amber and withdraw it later this afternoon if you want to. Thank you. Okay. Thank you. And that passed, and we came back to where we were the day we left, which was we had a motion on the floor at that time from Representative Hutchinson, a motion do pass. But we have a roll call on that motion to untable that bill. So, Representative Steele, right now we're doing a roll call on the motion to remove from the table. That's what we're doing. Representative Steele, do you have a question? Yes, would you clarify how many votes
Representative Eddie L. Cheatham
Unverified
12:13
That's what I was just trying to get Mr. Hudson
Speaker 74
12:16
to remind me of. It's a majority of a quorum. So, it's a majority of the members present when the roll call is

Representative Tim Summers
