And this was amended in the Senate on page 2, line 11, where it says direct the care, custody, or control of any pet owned, possessed, leased, et cetera. And the word there was animal, and there was a little bit of concern that that could also
include, you know, horses, cows, chickens, those type. Monkeys. Monkeys. So it was amended by Senator Lamoureux in the Senate to read pet instead of animal. So I would appreciate a good vote on that amendment. Do you have any questions? Question? Representative

And committee, as you all know, we've
been talking about Please identify yourself, Representative. I'm Representative Collins from Fayetteville. Thank you, sir. I'd like to speak especially to my fourth district mate, Representative Shepard. I know that we've seen this bill over and over and over again. We've seen it in various forms, and I know that there's been a lot of discussion on a lot of issues. All we did, and the reason we're back here, is because we agreed last time that in order for this committee to approve it and move it forward,
we needed to take out the definition of horse teeth floating. So that's all we did on the Senate side. That was asked by both the vets and the horse owners. We made that change. My understanding is some individual vets are sending us e-mails now saying, hey, I'm not happy with this. My discovery on the Senate side, where we passed out of committee and also where we passed on the Senate floor two days ago, 33 to 2 in favor,
was that there is misinformation and confusion. I think, as we all know, there were three different bills, House Bill 1055, House Bill 1712, and House Bill 1763. Two of those bills removed horse teeth floating from the Veterinary Practices Act. That was in House Bill 1055, which failed and is being referred to interim study, and House Bill 1712, which failed and is being referred to interim study. House Bill 1763 does not remove horse teeth floating from the Veterinary Practices Act.
It simply does not do that. It does remove horseshoeing, semen services, training, and some OTC pharmacy sold meds. Those were things that were agreed to by the vets. They put all of those things into a policy statement on January 26. This simply codifies what the vets have agreed to. And then finally, people talking in favor of this bill were the same vet representatives
who spoke against the other two bills, Mr. Dowd and Dr. Tate. Both of them sat next to me here and talked in favor of this bill. And nothing has changed on that score. So I appreciate how much time and effort folks have had to put into this. The only reason we're back here again is because we put the amendment on in the Senate that everybody asks for, and individual vets, if they still have some questions, please have them call me so I can explain to them that teeth floating remains under the Veterinary Practices Act. from here? I mean, through the interim? In the interim study, my expectation, and again, Representative Smith is not here. As you know, he's been very involved in this subject. But the vets and very many interested horse owner groups, people that we've seen testify throughout this session,
I think are going together and come to alignment on, number one, is there anything else that both sides can agree could be moved out from under the Vet Practices Act in terms of husbandry procedures. If they cannot agree that there is anything else that should be removed, then nothing else will be because ultimately that requires legislative action. And I think it's clear that both the House and the Senate will not pass a law
that moves something out from under the Vet Practices Act that the vets don't support. That's why this bill only takes those areas that the vets have explicitly and expressly supported removing, and I imagine that we'll continue to behave that way, sir. Thank you for that explanation. Seeing no
