Thank you Mr. Speaker. If you look at your regular budget calendar for
the day, what I would propose is that we batch Bills 1034 through Senate Bill 123 and we remove House House Bill
1163. We vote on that separately. And then after we vote on these, we'll come
back and vote on the supplemental

Mr. Jean, for my purpose, come on down. I
Speaker 34

recognize I speak against the bill. Thank you, Mr. Speaker. I want to say that I have appreciated working with all of you in this fiscal session.
But there has been some differences, and I'm not here to try to talk to anybody on how to vote for this bill, but I do want to explain my vote. Our vote today is to kick the can down on Medicaid. When we came in this session, we thought we were $250 million in the hole. Now we find out we're $400 or better. What I am concerned about is that this is not good government, that we have not tried to save money, find savings where we could, and put this money back because at the end of 2013 fiscal year, we're hitting a brick wall and we all know it.
Also, you know, it would have been good if we could have had voted and got out of committee an alternative budget. Voted up or down, I have no problem. I think you know, all my colleagues, is that I am fair, that I respect and appreciate each and every one of you. And for those reasons, I will not be supporting this RSA. Thank you. Anyone

Mr. Speaker. We recognize Ms. Bernards. Ladies and gentlemen of the House, I come before you today to ask you to give a positive consideration of the revenue stabilization because I think that having worked now over five years with budgets and having the privilege of serving as a House member on the House Joint Budget Committee I see that this particular RSA is very conservative.
I share concerns that many of you have shared with me as I've sat and represented you on the Joint Budget Committee. I've tried to address those. I think this RSA does address some of those concerns. By no means is it perfect, but is it good, effective budgeting? Yes, it is. I ask for a positive vote for this RSA. She's spoken for the

Thank you, Mr. Speaker. Members, I'm here today to speak against this bill because we are facing unprecedented shortfalls in our Medicaid program, and I introduced a bill that could have saved us tens of millions of dollars through prevention of waste, fraud, and abuse in the Medicaid program. You don't know about that bill because I never got a chance to present the bill. And as Reverend Fleming said this morning, our one line in the play,
this is my only line of the session, and it is that we

Representative Roebuck, you're recognized. Thank you, Mr. Speaker. Colleagues, I'm not on budget, but I've attended every meeting. I've sat through hearings. I've listened to the dialogue. We've had a chance to consider this budget.
It is a lean budget. I trust the people that were at the table, and I urge you to vote for it. One of the reasons is, unlike most states, we do have a little bit of increase for our K-12 education. It's why we have exceeded other states, and we now are ranked in the upper ten across this nation. This is our budget, and I urge you to vote for it. Thank you. She has spoken

Thank you, Mr. Speaker. Members, I'm here to speak against this bill today. We had an opportunity in joint budget to take a $40 million surplus and help the poor, disabled, and the children of this state who depend on Medicaid, and we chose not to act. I will not vote for this because we have a looming $400 million crisis that this budget totally ignores.

fellow colleagues, I rise to speak for this revenue stabilization bill. Is this a perfect bill? I'm not sure in my time here I've seen a perfect bill, but this is a very good bill.
The state of Arkansas, unlike most states, we have an opportunity to have a surplus. That's because of our years and years of disciplined, physically sound budgeting. We've continued that in this General Assembly, and I appreciate a good vote on this bill. Thank you. he's

Thank you, Mr. Speaker. Members, we've been at this several weeks now. And many of you, like me, who are not in joint budget, have participated in the joint budget meeting. I also participated in the pre-meetings, as many of you did. It is a fiscally sound bill. Even though we didn't set aside the $40 million for Medicaid, that money is not going anywhere. We have continued to be a fiscally sound legislature, working with the fiscally sound governor,
and I encourage you to vote yes for this

is not with any great pleasure that I stand up here to speak against this bill. But this bill does a couple of things that I can't, in addition to what some of my colleagues have said,
this bill does a couple of things that I can't go along with, and that is putting special language for special districts on special projects with no ongoing revenue stream. We're told over and over again that that's not something we're supposed to do, but this bill does just that. I ask for
you to issue a respectful vote no. She's spoken against the bill. Mr. Colling, for what purpose?
