Thank you, Mr. Speaker. One of my earliest jobs in life, I spent a few weeks walking rice levies in Jefferson County, Arkansas. And one of the best things about getting to do that was getting close to this man named Curtis Bradley. Curtis Bradley was a pretty cantankerous old fellow. But one day he told me something that I've never forgotten. He said, son, if there's ever a moral absolute, it's that rape is always wrong. It just is. Now with that absolute, think about this. A woman's been raped. She finds out

that she's pregnant. She decides to carry the child. Now, during the trial of her rapist, she is served with custody papers, seeking

visitation with the child by the person that attacked her. Now, that's not something that sounds like a terrible movie. That's something that happened to a woman in the state of Missouri named Shauna Prewitt. She was a college student. She was raped. She made the decision to carry the child. That's what happened to her. Fortunately, in her case, there was a judge there that intervened and kept the rapist from having custody and visitation. But that made a big impact on her. She went on to law school, graduated, and wrote a law review article about what states have done to protect women who've been victims of rape and want to carry their child. What this bill does is that, number one, for it to be applicable, someone has to be convicted of rape in Arkansas. Number two, there has to be a pregnancy as a result of that rape. And when that child is born, if that's the call that the victim makes, this bill would keep the rapist, the convicted rapist, from having visitation and custody of that child. When I filed this bill, I said I wanted to look at ways to make it better, and I was seeking amendments, and so I made some. one of the amendments was that we wanted the child to be able to have the ability to have child support paid to them. So that was an amendment we did. We wanted the child, in the event that the person who was the rapist, that if they had any kind of an estate, that that child would be able to take under the intestate laws of the state. We also wanted to have an option in there for whatever reason, whatever reason. If the victim in this case decided at some point in time that it was in the best interest of the child to have visitation with the father, they could petition the court. They could ask for that. Folks, what we want to have a bright line rule in Arkansas is that if you're raped, you make the decision to carry that child, you do not have to be tethered to a lifetime to that rapist.
