Senator Chesterfield wanted to implement a study for us to prepare looking at the facilities across the state to make sure that they are ready and maybe to make recommendations for being able to respond to some of the horrendous issues that we've been having to face with what happened in Sandy Hook
and continues to happen in other schools. However, the bill referenced that only the Senate Education Committee would be participating in that study, so I ask that it be amended so that it would include the Senate and House Education Committees. And I

amendment. This is an amendment to a bill by Senator Jason Rayford regarding the Human Heartbeat Bill. The bill was responded to with some questions by members of the House that wanted clarification over the time period. And so this amendment addresses the time period to detect the heartbeat, and it sets it at 12 weeks.

bill. Thank you, Mr. Speaker, members of the House. Very simple bill. If any of you want to go back today and call your county sheriff and your county judge and tell them that you voted for this bill, they will be very, very happy with you.
All this bill does is clarify that if there is a cause of action in a court of law in the state of Arkansas, If that cause of action derives from a criminal action taking place in that county, the county sheriffs will have to go to the ADC to pick up somebody in the custody of the ADC and transport them back. If the cause of action is derivative of another county in the state of Arkansas, and one of the parties to the cause of action is in custody of the ADC, the ADC will be responsible for the transport of that inmate.
I've worked with the ADC on this, the Sheriff's Association. I amended some language that the ADC asked me to amend. The ADC also stood by me as I presented this bill in committee, and they are in favor of it. I'm more than happy to take any questions, Mr. Speaker. Representative Clemory, we're on purpose.

this will reduce their cost? Absolutely. And Representative Clemory, I'll tell you where this came up from. And so everybody will know what came up is our county sheriffs found out that a husband and wife would be married in a county and one spouse would go to the Department of Corrections.
The other spouse would move, show up in a new county, and all of a sudden that county, and it filed for divorce, and that county was responsible in paying the cost of transport and housing that inmate. And again, I work with the ADC, and they're fine with this. Thank you.

Thank you, Mr. Speaker. If I could, I'd like to have Representative Bledding join me here in the will. I think hopefully everybody in here realizes what human trafficking is, the fact that it is modern-day slavery. And I appreciate the work that has been done on this bill. You all have seen me kind of linked with it, but really it's been the work of a lot of people, Representative Letting, Senator Raper, Senator Elliott, and Senator Irvin on that side.
The AG's office, Prosecutors Association, state agencies have all been involved in crafting this bill. And I don't want to be remiss in talking about James Dole with the Polaris Project, who has worked to help craft this legislation to make sure it is right for Arkansas. You know, basically, folks, what this will do is this will bring tougher penalties against the traffickers. It will help protect the victims. And it also gives the Attorney General the ability to set up a task force to go after this problem that we are seeing more and more here in the state of Arkansas.
It's a terrible crime. It is something that we do need to do, and this law is just another step to be able to do that. We've had a couple of cases here in the past year. One was a human trafficking ring that was actually busted in Hot Springs because they were trafficking girls up to Iowa. And recently, within the past couple of weeks, they had a trafficking case here in the city of Little Rock. But it is a problem. It's a growing problem in this law.
Like I said, it's just the first step in helping to combat it. And I would appreciate a good

Thank you, Mr. Speaker. This bill, members, is simply to exclude retirement funds that are owed to beneficiaries or to people who don't actually come in and claim them. They're going into the great treasure hunt, and the retirement systems all want to try to keep those out of there and keep them in their systems until someone makes a claim for them. And quite honestly, it's a lot easier for an individual to make a claim on a retirement account if the retirement system has the funds in their account.
