All right. Thank you, Mr. Chair and committee. I'd like to read one simple and short
thing here, if that's okay. I am concerned about the potential impact of the clean line project on the state of
Arkansas, and I encourage each member of the Arkansas General Assembly to share my concern for the following reasons. First, the clean line project will affect numerous property owners across Arkansas, but will not serve any customers in Arkansas. The transmission line is not planned to deliver any electricity to customers in Arkansas. The line will move power from Oklahoma to customers in Tennessee and other states to our east. Second, the Arkansas Public Service Commission determined that the clean line did not meet the legal requirements to be public utility in Arkansas.
Therefore, clean line does not qualify to have the power of eminent domain in Arkansas. Third, clean line is attempting to obtain authority from the United States Department of Energy. that will provide it with the power of eminent domain. It is now using federal process to obtain the power of eminent domain for which it did not qualify under state law. We as members of the Arkansas General Assembly should be concerned
that this project that will not deliver any electricity to Arkansas customers may obtain the power of eminent domain from federal agency when it failed to meet the requirements to qualify for public utility status under state law. We should express our concern to the United States Department of Energy and to our United States congressional delegation. We should encourage the United States Department of Energy to carefully consider the effects of this project on Arkansas
before granting the power of eminent domain. I thank you. Any questions to the

Thank you, Mr. Chair. Thank you, Committee. I have spent a great deal of time this legislative session dealing with this issue of Clean Lines Energy. The people in my area are up in arms over this issue. The Mayor of Cedarville has spent a great deal of time working with this. She has gathered a petition that I think most of the residents of Cedarville have signed. Right now, looking at the map, these lines are scheduled to go right over my house, so
I am personally concerned. As Representative Hutchison said, Arkansas will derive no benefit from this, and it looks to me that it will cause a great deal of harm to the residents of Arkansas with our property values being devalued. And this is a one-word change, and what it does is on page two, line seven, it changes a health carrier that denies. It changes it to a health carrier that excludes or denies coverage. So just make sure that nobody could use differential language to try and avoid having the bill that we passed before apply to them by changing the word denies to a phrase excludes or denies.
