thing that I know we're not having committee meetings regularly because of the environment we're in, but
this is something that I think is important. This was a contract that came through joint budget, and I just wanted to give you some additional information
about that contract with DYS, and so I'm just going to read this so that it's good information for you as senators. Over the years, we have heard judges express concerns about the lack of residential substance abuse services available in the state for juveniles. Many judges expressed frustration over having to commit children into DYS custody in order to ensure that a child received the substance abuse treatment that they needed. In the Juvenile Justice Reform Act of Act 8189 that we passed during the last legislative session, judges agreed to completing the validated risk assessment on all juveniles
and only committing youth with medium to high risk levels to DYS custody. As a result, DYS has seen a steady decline in the number of juveniles committed. With their numbers decreasing, DYS saw an opportunity to repurpose their facility in Louisville from a residential program to substance abuse program in order to better serve the needs expressed by the judges and other stakeholders. The Louisville site has the capacity to house 32 children. The proposed substance abuse program will be split into 90 days of residential therapeutic services and then 90 days of community
re-entry support where the youth returns home but continues to get in-home support from treatment staff in order to remain drug-free. These in-home services will also include family behavioral therapy to help the family support the youth in their journey. The program will be run by rites of passage and funded by state opioid response grants provided by the Division of Aging, Adult, and Behavioral Health. With a continued decrease in community substance abuse options for juveniles, our hope is that this
facility will serve as a means of serving youth across the state and provide further options for the judiciary so that they do not have to unnecessarily commit children who really are in greater need of treatment rather than correctional services so that's good news in my opinion and it's a follow-through on the legislation that we passed from last session so if you have additional questions you can contact me but this came from division of youth services with DHS so happy to provide that information and thanks for putting up with me reading

address the chair members I just wanted to take this opportunity to ask you to help us out with something that I think is being overlooked by so many people it's those people who are making sure that we get to carry on with our daily lives the people beyond the medical staff and others that we see all the time for example I was I go in a store and there are people there who are
checking us out and they do not have masks they do not have the plexiglass between them and all the people who are coming through apparently they are folks who are essential for us to keep our daily lives going and I think we need to start saying something about that and it's also the case you know when somebody delivers mail to our home and that the knock on our doors and oftentimes they are not being protected and I think that's important I was
driving through a mcdonald's and i saw a person leaning out the window giving somebody some food had on no mask no gloves no anything and the people who are working in our plants people who are working day and night to make sure all the things we take for granted are happening they need to be protected and i'm just asking legislators to start speaking up about that Like when you see it not happening, ask why is this person checking me out and not have protection.
Some stores are doing it, some stores are not. And they deserve better than that. And I particularly see that in some of the low-dollar stores more than any others. And that's particularly in areas where people are marginalized. Please speak up about this. They are just as important as the rest of us. Thank you. Senator Hendricks, recognize. Okay, again,

although we may very likely come back in a special session between now and the end
of the year, because as we know, there's a lot of things happening and changing by the day. We don't know that for certain, so this may be the last time we come together as this General Assembly prior to losing a couple of our members. So I want to start with Senator Cooper. He's obviously participating via live stream. I want to thank him for his service. All of you that know him know there's not a person who's more founded in their principles
and committed to doing what he thinks is right. It's been a pleasure to serve with you, John. I wish you the absolute best. We've got a card that we'll be sending to you here in the mail. I've asked the Majority Leader to speak to this one and then the Minority Leader to the other one. So, Senator, if you don't mind, Mr. Chair, I'd like to have Senator Hester come and say a few words.
Senator Hester. Thank you. You know, when John first got elected, before he was even down here, I started getting feedback from people who said, Oh, Art, I don't know if even you can work with this guy. He's as far right as they come.
Like, you don't get any further right than John. You won't be able to work with him. And it was so interesting, and I even laughed about it recently with John, about you're here a month. And then people say, Oh, no, he's so left, you can't even work with him. Right? It's just so interesting about how we get down here and we work together and people draw their own conclusions and perceptions. But like Senator Hendren said, you know, there's a lot of people here that with a little bit of pressure from a few, you know, from individuals or groups will change what their beliefs are. But John can go home with his head held high that he voted exactly the way he thought he should vote every time and didn't feel like he was pressured into something he shouldn't do.
But John, we're going to miss you. We'll look forward to
the next seven months. Senator Hendricks, recognize him. And we've got another member who's really just a quitter, but I think all of us that have served with Senator Bond know what a pleasure it's been, how professional he is,

And I remember one member in particular, and a lot of y'all will remember that person too. We said goodbye to him three times. And, you know, for some in here, Will, they can't say goodbye to you enough, you know. But the great thing, Will has had a great distinguished career, not only with his family and in law.
He served in the House. He was head of the Democratic Party, and he came back to serve in the Senate. I think I certainly learned a lot when I had the opportunity to sit next to Will and saw his commitment, his compassion. and he would work from his desk till seven or eight o'clock at night, not only on his constituent services, but trying to balance a law practice. And not to put a plug in for
Senator Hendren and I, but I do feel these fiscal sessions cost us great people that have the ability to serve because of the added burden of a fiscal session. I mean, here we're doing something in five days that we've taken 25 or 30 in the past to do. But Will is a type of legislator that I think we all respect and certainly, you know, coming from a background where we grew up in the majority and we came to see things in only
one light and now experiencing in the Senate and being the minority party, I do understand and appreciate so much more that what makes our country great and what makes Arkansas work is respecting those viewpoints and taking the best of all ideas that are shared and proffered. And certainly, Will has never been bashful about his ideas and the things that he sees. And I think that our state, and particularly our Senate, is better for having Will Bond serve in it.

Okay, so Senator Hester drew first, so Senator Hester, you're recognized to address the body. Well, colleagues, about eight
years ago, the first time I walked into these chambers, I would say I knew less about being in the Arkansas State Senate than anyone in the building. And one of the first things that we did as a body was we decided to let another state
senator, Keith Ingram, pick his chair before anyone else got to pick. And I remember sitting there asking, why are we letting Senator Ingram pick his chair before anyone else? And at that time, I learned that he was asking to sit in the chair that his brother had set in and that his dad had set in for close to 50 years prior. And in that very moment, I realized two things. I felt woefully inadequate to be here and then number two we treat everybody in this body regardless of tenure regardless of party with equal respect and I none of us would be here
if we weren't hard workers and hard fighters right and so learning a little bit of lessons I take off into here and that's what I knew to do and that's what I was doing I was probably a month into my session when Senator Cecile Bledsoe pulled me aside she said Bart you know I care about you. Bart, you know that I want what is best for you, but the fights that you're having aren't the best for you long-term here in your long-term success, and those people that you're taking guidance from are not best. I think you should look this direction, and you need to start
fighting the right fights and working with people that can give you some better guidance. Well, it's arguable
that I'm a slow learner, you know, so I continued down the same path. Senator Malik is laughing. Him and Cheatham shook their heads at me many, many afternoons. We got towards the end of session, and there was a bill that I worked really hard on, as many of us have been there. It was really important to me, but I had 17 votes. So 17 Republican votes. I had all the conservatives.
I had a few of the moderate votes. You know, Jim Hennerin, who was going to be with me. But I needed one more vote, and I couldn't get it. So I did what every wise Republican does. I reach across the aisle to Larry Teague. I walk up and say, hey, Larry, I'm going to need your help here with this boat. And Larry proceeded to give me the toughest lesson of my session. He said, Bart, I've read your bill. I've got no problem with it, but you're not going to get my vote. And he said, you're not going to get my vote because you would never show me the same courtesy.
So I was frustrated. I walked back down and sat in my seat, and I was angry about it. And the longer I sat there, I said, Larry's right. I would never show him the same courtesy. And so I went being frustrated to thinking through, if I'm going to be away from my family and I'm going to be down here, hopefully for years, I've got to change my behavior and my philosophy on how to be successful down here. Sure enough, later on, a few hours later, we come, we have the votes. I got 17 votes, right?
It's up, the chair's calling it. anyone want to change their vote up or down? And Stephanie Flowers stands up and gives me a thumbs up for number 18. I could have fallen out of my chair. You know, so when it was over, I walked back to Senator Flowers and I said, Stephanie, why did you vote for me there? She said, I didn't vote for you. I read the bills. I happened to support it. And she told me a story about when she was a young girl, there were property taken from her family by a governmental body and how harmful that was to her family and her father's law practice. And again, I realized
in that moment, you know, a young lady from Pine Bluff had a completely different life experiences than a young man from Carroll County had, who had very different experiences than a young girl growing up in cotton plant had, who had very different experiences than a young man growing up in Arkadelphia or Hot Springs had. But the uniqueness of all of our upbringing is what makes this body so special. We all bring a unique perspective. We all bring a unique thought and life experiences to help represent everybody in the state of Arkansas. You know, I've got a funny
story even along that lines. It wasn't long ago. Senator Flippo and Senator Hendren and Blake Johnson and Matt Pitch and myself were all five in a truck, believe it or not, and we're going out to see Ricky Hill's hunting cabin. We get going down a dirt road, and there's this huge cottonmouth out there, and somehow it offended Senator Blake Johnson, so we had to pull over. So we pull over, and we get out of the truck, and we're going to do something about this huge cottonmouth. Well, I learned something quickly, that there's only one man that drives a truck
and lives in Baxter County that does not have a gun in his truck, and that is Scott Flippo. so here we are like we're all out of the truck what are we going to do blake johnson takes off after this snake into the ditch into the water after this and comes out with a dead snake i'm trying not to have a stroke but the reality was again i realize what unique skill sets every one of us provide we all come from different backgrounds have he has a skill that i could never have right and so what it tells me is um we we can work together that's what makes this body work
that's what makes us respect each other and do a great job you know we were all elected the same way and we were all elected to represent 85,000 people and so every all 35 of us expect to be treated equally all 35 of us respect expect to be treated with respect and fairly and all 35 of us want to be heard when we've got something to say. And if you will let me lead you over the next two years, I promise you that you will be treated equally, that you will be
treated fairly, and when you've got something to say, you'll be heard. Thank you.

next weeks and months to do that but we still need to refine some of those processes we have proxy procedures for budget committee but we need to look at that for ALC and standing committees and so on as well because we absolutely will probably have to make some provisions for some remote participation in committee meetings as well either via zoom or other technology that we're working on so I guess what I'm saying is give us a give us a little time now we've got this behind us to work on some improved procedures my hope is that we can get ALC subcommittees standing committees able to do their work
shortly but also safely so that is I'll pass you more news as we get it sorted out and I also have to of course work with this the speaker and make sure that the house is good with this because most of these are joint so that's all I have We'll have time for announcements. Senator
