This is a year ago okay. The. Introduce yourself a record you recognize. Thank miss chairman carl silver bureau legislative research i'm he's presented december twenty twenty three revenue report. As of december twenty twenty three you have four thousand and ninety two million dollars in our gross revenue christian revenue collections which the decline of fifty two point three million dollars from last year as we are take the adjustments we're gonna have a total of three thousand four hundred twenty nine million dollars which the decline of five for sample last year and one hundred and eighty two point one million dollars difference there for less you should this year as we move to page number two we'll see a cumulative deviation from what will be expecting them to forecast we're gonna see a increase rate here from one forty four two two sixteen for this year so that's a increase when you look there are in the month december the biggest increase you have here in the past few months in debbing falling some of the transfer would have seen the other states having increasing cell stacks collections but this also declined some other things they have made some adjustments throughout the year as we we follow along here you're going to see from. Good morning christie patnem secretary department of human services good morning jane at may and deputy secretary of programs and medicaid director member thank you for having us here today to present this report and as directed by section fifteen about two thirteen of twenty twenty two i'm reporting to alc the status of our efforts to increase reimbursement rates under the living choices assisted living waiver dhs is continuing the work necessary to implement act one ninety eight of twenty twenty three which authorized dhs to establish cost reporting for medicaid funded assisted living facilities. To date all cost reports were received and they were forwarded to myers and staffer as previously reported for inclusion in analysis. The analysis for rate setting is actually concluded and the letter that we sent to two lc chairs. At the beginning of january indicated that the analysis was under way but it has concluded we previously provided myers and stuffers cost reporting methodology and their anticipated timeline for completion both to alc and to all living choices providers and associations on december fifth twenty twenty three. We also requested myers and stopper to provide a draft report for review by all stakeholders which was provided prior to completion of the final version. In addition dhs's division of aging a don't behavior a whole services is updating the living choices provider manual to reflect the cost of reporting requirements of act one ninety eight these changes have been submitted for internal review with an anticipated submission to alc an early twenty twenty four the cost report with the fun of the final draft of the cost report was posted and shared with all providers and associations january sixteenth which at the fifteenth whist the deadline it was a state holiday we did provide at the very next business day. As of today no comments have been received on october first we posted for public comment the intent to petition cms for approval to implement the current appendix k waiver rates in use for alfree imbursements as the permanent rates for the duration of the current living choices waiver these rates are eighty one fifty nine for urban facilities and eighty five sixty seven for rural the amendment for these rates was formally submitted to cms october thirty first in addition were continuing our broadbased review of the entire medicaid system to assess for longterm sustainability of the program assisted payment assisted living payment rates are part of this process we look forward to sharing additional information with alc when this process is concluded. So members i'm going to. I'm going to allow questions but I want to make you aware of something without objection because of testimony not being taken place in legislative council so women session here we don't take test money from the public we're going to ask to refer this to the alc hospital in medicate subcommittee to take public comment on those rates and report back dalc in february and also grant the subcommittee the authority to meet outside of alc regular week so you you're welcome ask questions but just know there will be a father meeting where there will be public and a very broader opportunity for questions to be answered so if that are recognized sooner rise. Good morning I jigary director of the arks on division of emergency management. Good morning jody lee deputy director of recovery and mitigation at the arkansas division of emergency management. I just stay yeah kind of a a quick update of everything we all know what what occurred during the the storm season we went from tornadoes in the morning to art it snow and and I said afternoon and now we're dealing with flights so it's been a pretty pretty couple weeks I know most of the conversation was concerned is is regarding the water missions I will say that uh in total and through this particular event we had about ten different water systems around the state that were reported to us and I want to clarify those who are the ones that were forty two s and that we worked with to get resources out to assist them I am aware that there are some other communities that had some issues but their local jurisdictions they either had the resources and did not need additional resources are those tian that we deployed resources to all with the exception of one other systems are our backup and running and they're they're doing uh doing well at this time the one that we are still working is phillips county helen west hill on a community uhm. And I will kind of back up just a minute when when we know storms like this are coming in we start doing coordination calls with our locals with national weather service and strong trying to determine what needs maybe are what may be needed when when the storm hits we also had a briefing with the governor before the storm came in also present during that breaking was national guard in the secretary of dps are we discussed with possibility what the possible needs were be would be she. Declared a state of emergency this freedom some money for for my agency that we could use to respond to paper to respond when things happen so we had that in place so we were able to start getting resources out pretty quick this past sunday with the information that we got from from phillips county and hell in the west element facilitated that the request of the governor facilitated a coordination call with the state agencies that were involved in this and also local authorities that was on sunday afternoon I believe it was included in that was rule water association. And our natural resources try the the purpose of that call was so that we could get all the players count on one call to get a good idea what all was was taking place within that community and what the needs were since then we have through donations working with our non profit organizations that we normally work with there's been quite a bit of a water that has been sent down palace of water truck loads of of water I think uh the first few days was like four truck loads that went down some of the latest staff we have additional resources in route actually we had delivered last night additional pallets too hell in a western palace of water we've got a another truck load that is in route today and we're also precuring additional water that's ready to go down so what we're trying to do is keep a pretty good flow of water down there until they can get the system up in going to to get the water system going so we're trying to take care of those immediate needs we are also precuring uh empty containers because only I fail to mention this we immediately test the national guard to bring a water hip oh which is a large water tank and down there they're continuing with the national guards continuing to keep it sealed. We know that containers would be a an issue that some people don't have the containers to be able to fill up with water so we've got we had a large number of containers that were donated and we are purchasing additional containers there should be going down there are in the area shortly. In addition to that we are procuring a wipes maybe wipes and stuff so that we get down to kind of help the citizens also that we are also working on. With a vendor to the secure a shower unit uh we hope that could be an route here shortly and this is a large sixteen stall unit that could be deployed there have to be able get the citizens you know and opportunity to take showers and things of that nature in were also in the process of laundry aligned reunit your washing driver unit that we can deploy there and logistical things of course that we've had to work out with their have in an area to put it uhm finding you know first of all's finding the vendor but the governor is given us to go ahead to spend what we need to spend to get the resources down there to help the citizens until we can get the water restore so chairman i'll I will stop their opinion in any questions i'm sure I left some things out but i'll try to cover those if there's any questions. The there are a few questions. Representative recognize thank mischairman again do we have a route the do they have one in fort smith do you know the rope you the large scale water purification system that the national guard has they used to have a couple in fort smith. We I think there are we do have access your through some vendors for that app that's not what's needed in this they have the facility to treat the water they don't have the water the treat so we don't you know they don't need a treatment and a mobile treatment facility we've got to get the the water to the in the tank and in to the house so they don't have a call under anything I mean that thing cleaned sewer water make it drinkable but you know you just stick a hose and a ponder ribber or whatever it cleans at all so they don't have access to something like that but we have water in in the hippose so we were for cleaning it that doesn't get it to the houses is my understanding and i'm going by what's what's been requested there from the locals and what the need from thank mister just feel you recognize yes thank you thank you mister cheering thank you being here I would be remissive I didn't say thank you for all the work you did in my district during the tornadoe that came through i'm very much concerned about hell on a west and I appreciate all that you sent but there is steal a tremendous infrastructure issue. In that area I know we send a hundred thousand down there for some mitigation some time ago but at the end of the day if we don't do something to create an infrastructure that allows them to have a water system that serves its citizens wish deal going to continue to have this kind of difficulty is there anything being done. To create a firm infrastructure we've got all this infrastructure money coming in is there anything being done specifically to address not just the the emergency but the ongoing needs of the individuals and help in the west yes ma'am so I will attempt to to answer that kind of in two parts because we're not we're we don't control that that part of it but I will take you that you know the one of the main purposes of that coordination call that the government put together it has got the you know the state people that do have that expertise arksaw real water is down there on the ground natural resources is very much engaged they could better answer your questions for us what is is needed on the long term but they are currently working through that I know the last report I got was the tank was filling up they've got some of the young areas shut off that were the lakes are cause that really that's kind of the other weather the frozen pipes a leaks is what's your it's increased the problem is there are it's a fragile system in that is it has made things even worse so they're they're going through the process of getting the legs fixed which brings a water pressure back up and they can they can then push that water out so the last report I got is that's looking better but I i'm not the one that can give you a timeline from that those long term fixes when my agency makes is really concentrated on is that immediate needs that take care of our citizens the best weekend to get that stuff following your again yeah I have I feel for all the citizens there and they're going through a lot with this it's it's none of it is going to be pleasant to go that long without water it's a letter basic need so we're just trying to get that immediate immediate needs fill the best weekend and work continuing to pick your you know water so we can try to keep that that flow of water going down there. And and once again thank you so very much for there is arkansas rural water and who else is working with a natural resources I know they they work with them before they've got and again they're they're better to speak on this but I will have grants long sister you know ways to assist mister chair yes i'd like a request for use I would like to know where the infrastructure money that is arkansas has gone or if indeed some infrastructure money has come in from the federal government because I know it was supposed to deal with pipes of supposed to deal with brown band that sort of thing I would like to know where those resources have gone. Apparently nothing was done to remedy those issues and that is the main reason why we the city finds itself in this situation now. I've had some people from that area contact me they don't seem to have much confidence in the administration and the direction of the water department and have actually recommended that that being taken over by the state to. Fix this problem do you have any comment on that or is there anybody from natural resources or the real water association here that could answer that so I can't answer the specifics again on how the system is what that long term plan is I know we are back in the summer we did respond with some resources down there so I am aware of some previous incidents but other than that I couldn't I would not be the one to answer that. I may be covering some of the same ground but it was it's my understand that we sent a significant out of money to hell in the early in the year to figure out where they were at to study it and they chose to do something different with that money. Were you aware of that no sir I don't have any information on that okay yeah it is my understanding we sent a significant amount of money there they chose to do something other than what they asked for the money for and now they found themselves in a really bad spot thank you. I will attempt to answer some of that based on the information that it that are going from the the coordination calls that we had there it is a structure it is you know a week infrastructure part of it is one of the wealth I think it's well number nine that is either fail or they had issues with so that's part of the problem is giving that water up there they're on the original call they were looking at you know to get the system up and going was about two to three weeks or for one week into that i'm not sure exactly what any update from that you know i've heard that that things are progressing fairly well but I really couldn't give you a timeline thank you sinner betty do recognize thank you mister chair along the lines of. Along the lands of some of the questions that were asked earlier and you may not know the answer to this but only because i'm familiar with my neighboring city for smith they are currently under some infrastructure consent decrease with the feds do you know if there's anything like that going on now they're in west telena because that has some other severe consequences to the the those that use the services in terms of significant rate increases and so forth do you do you have any one there no sir I don't again yeah what my agency where what we're dealing with there's an immediately so somebody else would would better enter those thank you back. The. Sir hammer you recognize thank you over here based on the amount of money that's been allocated and your determination of the like the time it's going to take to get them sustainable are you gonna have to come back and ask for more money in order to get them patched over until some of these change can be addressed so what we're what we're working with is that original emergency declaration the money that was put in there and so that's what we're using to purchase the water and there I think at this point I think we we have plenty of money there to to take care those immediate needs now if this for some reason goes on you know weeks longer which are add on anticipated to there may be a need for that ever right now say that I think we're good with that or are you dealing with any other minus penalties that have water issues like this forthcoming have you been asked to help anybody else to magnitude that you been asked to have help west hell on a hell thank you so eyes I mentioned earlier we had about ten communities that reported us all of those with the exception of philips county or back online I do know sender I got a call regarding another community last night that that's having water issues we reached out to the ambassador they actually that county has their own portable water takes all they don't need any additional resources from the state at this time but we're we're trying to track there and and certainly any other systems but as of now there's those who they all want to do. Sender have a new record. Thank you at a first I just want to say thank you secretary and my cake are he personally drove a record for have I think where we had ten pallets of donated water then drove it up to mountain view and it was very icn I met him they are but I was just really grateful and I just wanted everybody to know that secretary had our personally drove a with a accrue up to mountain view to deliver that water for us and so just speak so highly of him as the person in an individual but an u and your department I just from on behalf of my folks and mountain view and stone county eastern source of county northern clever and county and southern israel county were out of water for a week and then some places for a week and they worked around the clock but with that being sad there's the measures I think that we need to look at to ensure that these systems are doing exactly what they're supposed to be doing and making sure that they're using their resources to i'm not I don't want to mandate it but you know we all get the phone calls even though it weren't it's a city owned and operated systems are or what have you worse sometimes the ones that get the phone calls and get the blame for it but you know they they went to work and they did a lie but I really think that we we as a legislature needs a really kind of think through this because we can't continue kind of repeating you know what we've been through I think this past minutes with all these different water systems kind of collapsing for various reasons but I think we need to kind of put our heads together and think about how we make sure that our citizens have water it there were a lot of chicken props that were lost because people couldn't water their lives. Stark there were horses that died and cattle that died and it it became a real problem we were out of school and because we were under a county order bull order and so they couldn't have school at some of our rule campuses I mean it's a tremendous impact that that in sears and so I want our legislature really think through that with your agency obviously in the department of hell thank you so much not gilmore and everybody so my purpose mr chairs really just to be thankful and and say thanks but I do think we need to put our heads together at some point as well thanks and considered thank you for those car means we yeah I say many times that were really our blissed in our console because all of the state agencies all of our are our teams work very good good together when we were had the pallets of water that we needed to deliver young state police was one of those resources and and and colonel stephanie got that delivered are dot department transportation they helped last night giving the pallets transported from a federal surplus property down to hill in a west alan so it it team effort with everybody through through the winter storm the adam team you know we had the state emergency operations interactivated I heard about fifteen people that actually spent two nights sleeping on the floor so that they could be there in things you know were needed we had the coordination call will be too of my four area coordinators were in hell in a west lane a wednesday myself and one of my deputies drove down wednesday evening we met with the buyer we want to make sure that that we were getting all the information we could from a local so that we were you'll make sure that we're meeting their needs and whatever that is so we had some great conversations with them and we're continuing. Thank you mister chair i'm not going to believe with the point I just want to echo with senator urban said and just say thank you to you and all our emergency responders and how they respond to during the storms my question is really more directed I think to the chair I don't represent philips county or hell in a western up but I have been hearing from folks on the ground there who mentioned to me there was about eight hundred thousand initially given to fix infrastructure needs it might have been used for salaries and other things so my question to this body into the chair is it possible that we can hear a report at some point in the future as to how those monies were spent and perhaps even get folks from the community to hear to speak to that. I think the proper way place to make that motion is either in late save on executive committee are in jpr cherry quest. Perfect thank you yes sir. Inquiry as he knows because their members have the city came in this pale subcommunity be meeting next thursday and I would certainly be glad since he's a member of he wanted me to add that to the agenda representative right would concur and we will make that inquiry I think that's.
