Peyton, Penza, Patty, rice, Scott Stone, Stab afield Sullivan, Tucker, Wallace. Thank you, Madam Secretary. Now invite recognize Senator Bart Hester to introduce our pastor for today. Well, I'll introduce my uh son-in-law who's a worship pastor at Guyer Springs Baptist
Church here in Little Rock, uh, to say the prayer. Andrew. Would you pray with me? God, we thank you and we love you for who you are and what you've done. God the psalmist writes, Lord our Lord, how majestic is your name and all the earth. So before we start asking things of you God and asking blessings
over today, um in the coming meetings, we first want to acknowledge who you are and who we're asking these things from, and that's the King of Kings and Lord of Lords and creator and sustainer of all life here on this earth. So we ask these things in confidence, God, we ask. That this meeting is productive, Father. That uh the folks in this room would work um not for man's approval or to impress anybody else, God. But that they work with their whole heart.
And do everything that they do to honor and serve you, God. And we are thankful. For the people in this room, God, we are thankful for the differences. differing opinions and personalities and now you've created everybody as an individual, but we thank you for the unity that they all have to serve Arkansas the best way they can, and we recognize that you have appointed all of them in the seats that they're in right now. Yeah, we realized that you knew what we were going to do before
we even thought it, and so you knew that today was going to happen long before the world was even formed. And we thank you because we know that you're a good and loving God who has a good and loving purpose. God we ask also that those in this room would show respect and kindness to one another, God. As Colossians, as Paul writes in Colossians, it says, let your conversation be always full of grace. Season with salt, so that you may know how to answer everyone. Got us we said there's a lot of differing opinions and views in this room, and we are
thankful for that. It's OK to disagree, God, but we ask that people speak in love and truth and kindness like you've instructed us to. And like I said again that they are united to make Arkansas a better place to live. And lastly, God, we ask that justice and truth prevail. Yeah, the psalmist writes that your throne is built upon righteous and righteousness and justice. God and that truth and love go before you.
So may the same be said about the people in this room today. They sit and stand on righteousness and justice. And that love and truth prevail above everything else. So God, as we begin this session. We just say thank you once again for who you are and what you've done. We thank you that the trader and sustainer of this world, who sits on his throne in heaven is also living in the dwelling with us here today. God, you are good and loving God
and have all the power in the world, yet choose to care. About the people. So we thank you for that truth. We thank you for that hope. And we pray over this session this year. I want to thank my bride, Ashley and my family for being here. You know, once you have kids get married and go off to college and join the military, it's something special to have them all together. I want to welcome to the Scott or welcome to the Senate, Senator Jamie Scott. You're the only addition.
You're the only addition to this veteran experienced and effective body. We've all seen what's happening in California, and we can never control on a natural disaster hits us, but we can assure the people of Arkansas that we're prepared and ready to respond to it. Senator Caldwell, Senator Bryant and Dees, Senator Tucker know all too well the lessons learned from helping lead through a natural disaster. I think it's a heavy reminder to all of us the work we do and the priorities we make matter to the
people of Arkansas. Thanks to the leadership and guidance of former former protes Jimmy Hickey and Jonathan Dima, the state of Arkansas finds ourselves in a very strong position. I'd like to highlight just a few of those great things that have happened with leadership from this body. Thanks to the leadership of again of Senator dismay, Arkansas has a budget surplus of $3 billion and we've taken our income tax from 7.9% to 3.9%.
Thanks to the leadership of members like Terry Rice, Arkansas ranks #2 out of 50 in protecting our Second Amendment rights. I've got quite a few of these, but I'm OK if you clap. Thanks to leaders like Brianne Davison Learns, Arkansas has gone from 43rd in education to 38 in K-12 education just the past year. Thanks to
Thanks to the leadership of Kim Hammer and Jim Dodson, Arkansas ranks 3rd in election integrity, and I suspect when this session's over, we'll be first in election integrity. Senator Greg Leading led the push on rapid DNA testing, helping cut Arkansas wait time on sexual assault test kits from 8 months, just a couple of years ago to now under 2 months. That's good work. Thanks to the leadership of Ben
Gilmore with the Protect Arkansas Act. We're safer and our low crime in Arkansas is one of the reasons that Arkansas is the number one inbound state for migration in the country. Over the ninety-fifth General Assembly, we've still got plenty of work to do. Leaders like Josh Bryant and Missy Irvin will push Arkansas, Arkansas to be a national leader in protecting victims of human trafficking. While sending a stiff message to the traffickers that we're going
to find you and we're going to deliver the harshest penalties in the country. Senator Deeses will continue to protect our kids by making Arkansas a national leader in school, cell phone policies. No claps, no. Arkansas has the lowest cost of energy in the US thanks to Senator and thank you to Senator McKee for being la laser focused on this to make sure Arkansas has reliable dispatchable energy grid. What can be more important than that?
And finally, Uh, Majority Leader Blake Johnson has led and will continue to lead to keep China's influence out of our farmland and off of our college campuses. Thank you, Senator Blake Johnson. There's a reason that Arkansas is the number one state for in migration in the country, and it's because we are passing winning policies and people vote with their shoes.
