uh, uh, technical error we made, uh, last session when we passed egg marketing bill, uh, basically, it did not allow uh X to be transferred from one carton to another, and yet during shipping, you know, you may have one egg broken and, uh, all this does is allow this to, uh, be changed. There's no objection to this bill. I'd answer any question anybody has. Anybody have any questions? Do we have anybody in the public wants to speak for or against the bill. CNN what's the will of the committee,
yes, go ahead, go ahead and can't let you get by, you might ask question it'd be you. Just, and I should already call this, uh, Have the same expiration date. Do, do we, is that exactly the way we want to, want to put it because that's that's why they I, I understand if, if we say exact, then it has to be the February 15th of. 2024. I just didn't know what we,
what, what, what you're trying to prevent is if you take a, a carton and egg about to expire, you transfer those over to another one. I think it's, it's more of a defensive measure then, then So it, it, it would, you, you would not want someone to put a expired egg into an unexpired carton, and I, and I, and I agree 100%, but what I'm saying is the way this is written, Let's just say that we had a, had a carton of eggs that expired on February 30th.
And then you had another one that was March 5th. You know, it looks like to me, you could take the March 5th out and put in the. In the February 30th. 0, there ain't a February 30th, February 20, excuse me on that, y'all. It makes me sound. What I'm saying though is this is going to require the exact date. So if you were to have a newer carton of eggs that you wanted to. Or excuse me, if you, if you want to take eggs are about to expire and put them into an unexpired date. That's exactly right what was
supposed to stop obviously, uh, I, I don't think anybody is going to be able to, to guard against that other than to tell on the front end. You're not supposed to do it that way. I just know it says it has the same, so it's February 20th, it's going to be February 20th, according to our statute. But I'm not, I'm, I'm sorry, I'm having a hard time explaining that. You're still, yeah, no, I understand, Senator Ley. We'll just To Senator Hockey's point, it
does look like it says or on that line, see at the very last line of page one, have the same expiration date, lock code or. Julian date as the missing or broken cartons that or give any kind of flexible, does like the lot code open that up to where it doesn't necessarily have to be the exact same date. And I guess Because I understand your concern and share that too, but I also get what the sponsors say. Right. Yeah, the last

Jack Ladyman District 32, uh, this is a simple bills cleanup bill, uh, Senator Boyd was going to run it this morning, but he's got another bill he's running, so I stepped in for him, but, um, just met me in the hallway out there, um, but this is simply a cleanup bill. If you all remember last session, we passed a bill to raise the
maximum, uh, expenditure on cleaning up an underground storage tank from $1.5 million to $2 million in that code. Uh, we missed one paragraph that we didn't get changed, was not in the original bill. So this just adds that, just changes that one section of the code to match what we passed last session. So I'd be happy to take any questions. OK, we want to have a question later.

Thank you, Chairman. Thank you. We're gonna pass over Senate Bill 218. I've got some questions on that. I spoke to Senator Irvin a little bit earlier. Uh, Senate Bill 224, Senator Stone. You at her introduce yourself
for the record you recognize, uh Matt Stone, state senator District 2. Mr. Chairman, I have a bill from the Department of Agriculture. Uh, in 1988 there was a law that went into effect and it was set to define and regulate in the manufacture and the sale of 100% natural organic fer fertilizer. Since that law's inception, uh, there has never been a fertilized product registered pursuant to this act, the current fertilizer law encompasses natural fertilizer
ingredients, the term organic has evolved to take on certifications and meeting not intended in this law and they continued existence of this law causes confusion for potential registrants. So we, we're asking today for this law to be repealed and I'll take any questions at this time. OK, committee, you want to have a question? environment this bill authorizes the oil and gas commission to um set up and commission uh facilities for a class 6 well to inject carbon into the ground. Uh, this will allow the oil and gas commission to apply for primacy in the case of these classics programs and uh and to remove that program from the EPA is to create a program that will allow the oil and gas, um commission to streamline permit to streamline the permitting process to provide a more
responsive program for industry projects and required initial application fee of $50,000 for computer modeling and require an annual wealth fee of $1000. And to create a carbon dioxide uh storage trust fund to ensure long-term caretaking function uh that they were the commission is funded for each ton of CO2 that gets injected into the ground to the pore space, they will collect 10 cents a ton, 3 cents of that, 10 cents will go to the oil and gas commission for
operations and then 7 cents of those 10 cents will go to a long term trust, uh, trust fund storage, uh, for the, uh, for the remediation of that wha when the. shut down. And I'm open to questions. OK. He, I won't let you read a minute. I see you're reading. Yeah, sure.

Members, um, House Bill 1412 goes along with the bill that we just, uh, passed out a committee is to, um, initiate a pipeline structure to get the uh CO2 pumped into the well site and it will give um Uh, um, primacy, uh, to the oil and gas commission to authorize those pipelines to be built and monitored and regulated, and with that, I'm open to any questions. Gilmore Just out of curiosity, um, thank you, Mr. Chair. Just out of
curiosity, why not, why weren't these just in the same bill? is there, is there a reason that you're aware of? Well, I think one of them deals with the well itself and how um the CO2 is gonna be injected into the ground on the pore space, and the other ones um is gonna fall under regulations of pipelines, we're just expanding that regulation to be able to monitor the transportation of CO2 in a pipeline. So once with the well itself and ones with the pipeline. of CO2 being pulled in, so two different code sections, I
believe, and so they had two different bills. Am I saying that right, 2 different federal agencies also the same Arkansas code, but uh anyway, well, let me spoke in two different agencies, federal agencies. Thank you. Anyone else? Yeah Very good, you good with the beer? OK.
