Forum. Well For anyone who might be here for House Bill 1489, we are not going to hear that today. 1489 is going to be on a special order for next Thursday, the twenty-seventh. So if you've come today for 1489, we will not be hearing that today. All right, members, we're down to having 3 bills. We're on a limited time schedule this morning. I don't want to, uh,
short anybody, uh, having the opportunity to ask any questions or anything like that, so we're going to get started with that representative Joey Carr. If you'll come to the end of the table. Members, this is House Bill 1474, there is an amendment that's being passed out on House Bill 1474, so once you take a look at that amendment then representative car will pick back up with you. Sorry
But I I got I believe everybody's had an
opportunity to look at the amendment representative Carr if you'll recognize yourself and then explain your

amendment. Thank you, Madam Chair. Joey Carr, District 34, uh, 1474. It's an existing bill dealing with human trafficking. It's the hotline information and
uh this bill uh cleans up some language on the amendment, uh, you're, you're only seeing the, the portion there, uh, the term parlor is In the professional realm is being dropped and so that was the need for the amendment. I found out after filing that it now is a massage business, and it says licensed um. If you notice on the portion of the, the bill, it's licensed and then the continuance of that is licensed by the Department of Health.
Members representing cars explained his amendment. Do you have a motion to adopt the amendment? I have a motion to adopt the amendment. Any discussion on the motion, seeing no discussion, all in favor of adopting the amendment, please say aye. Any, any opposed say no. I have it. Your amendment has been adopted. You are now recognized to present your your
bill as amended. Thank you, Madam Chair.

With the bill, we've cleaned up some language. Uh, we've removed some that are obsolete and then we have added
a specific locations on where we want these we signified, I requested a quarter of a mile, but through BLR wording they wanted to use the term 1320 ft. So that's a quarter of a mile from the interstate and then we've also added. nail salon and massage businesses that are licensed by the Department of Health to include these hotlines posters as well. These, uh, speaking with Arkansas State Police. These are some of the new
hotspots that human trafficking that they're experiencing, so we wanted to put this information out so that if people see tendencies or patterns that might relate to human trafficking, then they can report that for law enforcement. Members, are there any questions? Repent Clanner, you're
recognized for her question. Thank you, Madam Chair. Representative Carr, I'm sorry I

The private club the AG's office and state police felt like with that being a, a private that uh They saw that there was enough restrictions and monitoring their that it was no longer necessary, but what I've talked with Arkansas State Police, I'm going to stay in collaboration with them. They're, they're starting to get a, a, a solid collection of data. We're going to follow the data of Arkansas State Police and so then as time goes on, this may be adjusted to

The eyes have it congratulations, you have passed your bill. Thank you, Madam Chair. Thank you, committee. Representing Betty We recognize to present House Bill 1511. Madam
Chair, I, I been informed that there's several members that have issue with the bill,
Representative Howard M. Beaty, Jr.

so I'm gonna ask to pull that down, not present today, and, and have an opportunity for members to communicate with me personally what their concerns or issues may be with this bill. Members,
you've heard um the request of Representing Betty without objection will allow him to move this bill to another time if you do have any questions or concerns or suggestions to make his bill better, get with him, uh, Representative Betty. I would like to, I don't want to
put things off too much so we don't get clogged up, so, uh, let's look at maybe we might could do it next Thursday if our special order doesn't take time, but you just let me know. Will you do that and let's do it that way.
Representative Howard M. Beaty, Jr.

6:50
Madam Chair, it's, it's all. For members to communicate to me what their concerns are, um, and if they will do that, uh, in a one on one, position because as of right now, there have been no members that have spoken with me about this bill with their
concerns. I'm more than willing to go to the table and hear an airing of grievances and hear their concerns publicly, but I would like an opportunity if they want to talk about and discuss it with me to make me feel better. I would appreciate that.
No problem. And let me assure you, you, I think this is your first time. on this committee. We are not wilting flowers in here, so I suspect you'll be, you'll be hearing from committee members. You bet, uh, with that, we're down to Senate Bill 169 representing Gazaway.
It, it's another technical correction, so. Represent gas why once you get to the end the table, if you'll identify yourself,
Representative Jimmy Gazaway

7:56
you're recognized to present the bill. Thank you, Madam Chair. Representative Jimmy Gazaway, District 31. Senate Bill 169 makes technical corrections to the Arkansas Constitution, specifically Amendment 51, Section 19. What
you'll see, uh, we correct grammar in section one and punctuation by the leading an extra and in changing a period to a semicolon. Section 2 corrects grammar and punctuation by moving an end. And changing a period to a semicolon. And section 3 corrects grammar and punctuation by moving an or and changing a period to a semicolon. That's what the bill does. I'm happy to answer any questions.
Remember there were any questions, any former English teachers that wish to question this. I thought I might get, I thought I might get representing McCullough, English teachers can find maybe even more that you could do. Uh, with all kidding aside, any questions, seeing the questions, we have no one who has signed up to speak for or against the bill. Representing Gasway, you recognized clothes for Senate Bill 169. Thank you, Madam Chair. I'm closed for the bill. I make a motion to pass. Members, we have a

motion to pass on the table. Is there any discussion
of the motion, seeing no discussion, all in favor of the motion, please say aye. Any opposed? Say no. The eyes have it. Congratulations you have passed the bill, members. We were all teed up to have 5 bills or so. We got down to 2 this morning. So we have some housekeeping. Get your pencils out. Here's what we're going to have on Tuesday. House Bill 1433. House Bill 1434.
House Bill 1452, House Bill 1465. So that's 1433, 1434, 1452, 1465. We have several more on our, um, calendar, but members have asked me to hold some of those while they're working on some amendments as I previously announced earlier, House Bill 1489 will be a special order next Thursday. And if we have any bills that I think that we can run if we get
finished with that special order, then we'll fill that time with that because as you well know, we're gonna start getting backed up if we don't keep pushing forward. I did get yours representative Hudson,
Speaker 28
10:27
didn't I that I filed yesterday at 1527. Thank you.
Also members ad for Tuesday, House Bill 1527, correct? So add 1527. I forgot about
that. I appreciate you reminding me. Members, are there any of the rest of you that may have bills.
That you know won't take a long time. That
we might can put over Tuesday. Because I don't, I don't want us to get too much on Thursday just because we do have that special order, but we could take up a few smaller bills on Thursday if need be. OK, I think. OK,
when do you want, you want to do that on Tuesday? OK.
Representative Shepherd has House Bill 1508 that we were going to hear today, but he had
an amendment he needed to make so that amendment should be engrossed by then, so let's put that over, and I think that bill's just what, 300 pages? That may times 2.5, 600 pay 800, 900 pages. So, um, I'm assuming, why don't you just look that up on your own this weekend and read it. We're not going to go line by line on that particular bill unless y'all just want to be here for a long time. Um, anything else, members, appreciate you being here today.
