it. Thank you, Mr. Chair. We're in section B. These are the various temporary appropriation requests. I just want to remind members that all requests on today's agenda except for Section F, are, uh, that's restrict reserve fund section are for appropriation only.
Outside of Section F, the agencies have sufficient funding for the request, but they do not have the required spending authority to move forward. If the subcommittee this morning
approves, reviews, requests on today's agenda, a report of the subcommittee's actions will be provided at the next JBC meeting. If JBC adopts this report, this will be the authorization to the agencies need to move forward. First item B1 is a letter from the Department of Labor and Licensing. This is the division of HVAC. It's for 48,400 spending authority. This is to cover vehicle maintenance, higher fuel costs, mileage, and continuing education is supported by license and application fees. Next item is uh B2 is a letter from the Department of Education Division
of Higher Education. This is for 5 million in spending authority. This is to fulfill scholarship needs for the military dependents. program and it's supported by the division's fund balances. B3 is a letter from the Court of Appeals is for 40,000. This is to cover the increase in attorneys' fees, uh, they represent indigent appellants in criminal uh criminal appeals is supported by the state Central Services Fund. B4 is a letter from the Department of Correction Division of Correction. It's for 10 million to spending authority. This is to cover additional beds, maintenance
maintenance expenses like boilers and compressors and food purchases. It's supported by General Revenue, but the letter notes no new funding will be needed. They will adjust their budget while maintaining uh their current allocations through RSA. Uh, B5 is a letter from DFA regulatory divisions for 40,000 spending authority. This is to cover the increasing cost of vehicle equipment, outfitting, fuel, maintenance and safety equipment. It's supported by special revenues from the permit and license fees to the Arkansas Tobacco Control Revenue Fund. Mr. Chair, those are all the requests in section B.

So we're gonna reallocate our line items accordingly with our appropriations, so you shouldn't
see this request come up next year. How would that affect you should it be that you, the salary savings is because of vacant positions you haven't been able to fill, or is it just, what, what is it that, and is this gonna be ongoing expense, this 10 million from

Our appropriation is for middle 50 million a year, so all this does is get us in line with what we normally spend. Uh, but like I said, next next fiscal year you'll see in the budget that we've moved this appropriation down accordingly so you'll see an appropriation of about 65, 67 million. OK,

something a little differently. Uh, we're in, I'm in communication with Secretary Wallace, uh, in the governor's office about that. I've also talked to our, our person at. are the American rescue plan appropriation requests. There are 8 requests to spend direct federal awards. All are
awards from the Office of Skills Development at the Department of Commerce. They use ARPA dollars to fund workforce development in areas of critical demand, such as advanced manufacturing and nursing. First item C1 is request from uh University of Arkansas Pulaski Technical College. This is for 2 million
in appropriation and to establish two positions. Uh, this is to develop and implement a training program focused on energy. infrastructure and utilities. It's just part of efforts to address critical workforce shortages and improved labor market participation. The onus will be on energy grid operators and cybersecurity experts. Next item is on page 4. This is C2 on page 4. It's the University of Arkansas at Fort Smith. This is for a little over 2 million. It's to upskill lower level professionals, expand nursing apprenticeships,
increased nurse educator recruitment retention, expanding clinical rotations, increased nursing program capacity, reimburse tuition, purchase equipment, implement simulation centers, and expand labs. The next item is C3 on page 6. On page 6 of C3, this is University of Arkansas Fort Smith again for 470,000 appropriation. It's to support the LPN program at the Western Arkansas Technical Center by addressing a budget deficit between the vocational center aid and the fixed cost of offering the program. Next item is on page 8.
C 4 on page 8 again, University of Arkansas at Fort Smith is for $4 million in appropriation. This is to support the development and implementation of the manufacturing academy and the Center of Excellence in Advanced Manufacturing, both addressing workforce needs in the advanced manufacturing sector. Next item is on page 10. C5s on page 10. This is South Arkansas College. It's 325,000 spending authority. This is to establish an industrial chemistry lab to support chemical, oil and gas companies, including lithium producers and
do pre-employment training. Next item is on page 12. On page 12 C6. This is Arkansas State University, 7.5 million in appropriations requests. It's to construct a workforce training center for advanced manufacturing, food processing, and steel industries. The 7.5 million from ARPA is a portion of the estimated 30 million costs of the facility. Next item is on page 14. This is C7 on page 14. This is, uh, University of Arkansas at Little Rock. It's for 969,000 in appropriation. This is to help
meet Arkansas healthcare demands through student retention specialists, scholarships for nursing students, upskilling nursing faculty retention and simulation equipment enhancements. The next item is on page 16. On page 16, it's CA. This is the University of Arkansas Community College at Morton. It's for a little over 2 million in appropriation is to support nursing, teaching positions, retention payments, uh, equipment and supplies and scholarships. Sharon section D. These are the infrastructure investment Jobs Act requests, the first one, the one is a request from the Department
of Transportation for 280 million. This is to cover construction obligated with IIJ funds for the next quarter. Pages 4 through 34 is an al alphabetized list by
county. The report, uh, and that report shows all projects along with the state and local match for each project. The next request is on page 35. If you
go to page 35. Uh, D2, Department of Commerce, Economic Development
Commission, is for 10 million in appropriation. This is to address identified barriers to enhancing digital opportunity. The next item is on page 55.
On page 55, this is for D3 and D4. It's a letter from the Game Fish Commission, uh, this letter explains that the commission requested 2 items, one for War Eagle and one for a national fish passage. That was in November using miscellaneous federal grant appropriation. The projects will actually be funded out of the federal infrastructure Investment and Jobs Act, and that requires this IIJ appropriation approved through uh ALC or JBC. So D3 and D4 requests to reallocate the type of appropriation that was already awarded back in November.

a reallocation of uh reallocation of resources requests from the Department of Human Services. If you flip to page, I believe it's page 6, it's a table that shows all the transfers.
Uh, for flexibility, special language allows the department to make 4 reallocations of resources in a fiscal year to respond to changing client needs and make the most effective use of the resources authorized. This is the 2nd reallocation for fiscal year 25. Uh, on this page, it shows all the transfers in the first table shows appropriation transfers within divisions and and it totals about 5.12 million. The secretary's office is transferring 1.72 million from professional fees and services to operating expenses for updating. audio visual equipment in
conference rooms. The division of age and Adult Behavioral Health is transferring 400,000 from the mental Health Services appropriation to Capa LA. Uh, this is for the purchase of kitchen equipment at the state hospitals, that's required to be replaced after results of the Department of Health licensing inspection. Any remaining funds will be used to replace other equipment at the state hospital or health center. The division of counting operations is transferring 3 million for professional fees and services, uh, with 2 million going to operating expenses and 1 million going to data processing. This is to better align the expenditures with maintenance and operation
categories, uh, due to increased operation costs and to support anticipated IT expenses. The division of Medical Services is transferring 50,000 from operating expenses to conference fees and travel. That's to support Medicaid-related travel for DHS and DMS leadership. The next table of transfers, it shows fund transfers, and it totals approximately 3.2 million. Uh, these transfers were being requested to make reconciliations for all the uh transfers described above. The next table of transfers shows 10 positions transferring between
divisions, 5 positions to the division of Age and Adult Behavior Hill. Uh, this is from the division of Provider Services and Developmental Services, and this is to provide nursing services at the state hospitals and health center, and then 5 positions to the division of developmental disabilities. That's from the division of provider services, uh, to provide more consistent healthcare staffing to the division's clients. Mr. Chair, that describes

section F. These are the restrict reserve fund transfer requests. This section is for funding, not for spending authority. Uh, past fiscal years have resulted in surplus funds. The surplus resources have been deposited in the restricted reserve fund. And then, and then allocated to various set aside accounts within the fund. Requests in this section to draw down money from these set aside accounts. F1 is a letter from the University of Arkansas for
Medical Sciences. It's a $2.5 million dollar transfer. This comes from the Food Inse and health needs set aside account within the fund is to develop and implement new family residency programs in South Arkansas. This will provide 22 new family medicine residency slots at hospitals and Crosset in El Dorado with one being a family of Seris fellowship. Uhining authority for this request will be later in the agenda in the cash fund section as item H5. Uh, next item F2 is a letter from DFA Washington Regional Medical Center. This is for 4.5
million uh transfer from the food and security and health needs set aside. It's to make a grant to the Washington Regional Center to address uh physicians shortage in the state, and again, the Spain will be requested in H6. Next item is F3. This is a letter from DFA for Mercy Fort Smith. It's 4.8 million in uh transfer from the food and security and health needs set aside. This is to make a grant of mercy for their graduate medical education residency program and the spinning authority will be requested in H7.
Next item F4 is DFA Northwest Arkansas National Airport. This is for $20 million transfer from the infrastructure grants matching set aside. Uh, this is to match federal funds for the terminal expansion and
modernization and for air traffic control tower improvements, uh, the speeding authority will be requested in H8. Do I have any questions on

It's for the Department of Education Division of Higher Education. The division has special language in their appropriation Act that allows an appropriation transfer among the financial aid line items to better match student eligibility. Uh, this is after a review by LLC or JBC. The division request transferring 3.6 million from the teacher opportunity, teacher education, and transition line
items to the National Guard law enforcement dependent in Arkansas feature

Sher. We're in section 8, this is the cash flow and appropriation request. The first one is a letter from the Department of Labor and Licensing. This is Barber's examiners. It's for $33,000 and spending authority. This is to cover their Epod license platform, mileage and other
reimbursements. It's supported by license and application fees. H2 is a letter from uh UA Community College at Rich Mountain. It's for $12 million in spending authority. It's to construct an allied health building uh from a federal grant. H3 is Department of Education school for the deaf, 250,000 established a cash fund to allow payments online for activities like field trips. It's supported by student fees and donations. H4 is uh a letter from commissioner of State lands is for $4 million in spending authority. According to the letter, the cessation of activities as a result of the
pandemic led to the following years of increased expenses to make up for the lost time. Also, increased use of third party agents that assist in applying for excess proceeds from the sale of tax. Delinquent lands has also led to more spending. H5 is a letter from uh UAMS. It's for 2.5 million. This is to uh provide the spending authority for the fund transfer in earlier section. 86 DFA Washington Regional. Again, this is the spending authority for the fund transfer that was approved in the earlier section. It's the same for age 7. This is
the uh fund transfer for Mercy Fort Smith. This is a spending authority for that transfer and in H8 uh Northwest Arkansas National Airport. Again, this is the spinning authority for that fund transfer in H9. This is a letter from the Office of the Attorney Generals for 2 million in spending authority. This is to make grants from the settlement funds to the Arkansas Fors Health Research Center and the Arkansas State Police Foundation, uh, the latter is for barracks construction. H10 is a letter from the Department of Education, PBS.
It's for 2.4 million spending authority. This is to produce a new program for children ages 5 to 8 through uh PBS Kids. It's supported by a grant from the PBS Foundation and the Corporation for Public Broadcasting. Mr. Chair, those are all the cash requests. Are there any questions on any of these items? See

I. These are budget classification transfer requests. The first item, uh, number one is Department of Labor and
Licensing Accountancy Board. It's a $1600 transfer from conference and travel to professional fees. This is to cover cost of a quality review consultant fee, photographer and the Financial Review. Next item number 2 is labor and licensing, appraising appraiser's licensing and certification board. It's a $2200 transfer from operating expenses to professional fees. It covers costs of outsourcing inspections. Number 3 is again appraiser's licensing is 8800. It's again to cover costs of outsourcing
appraisers, inspections. It's a separate request because it's from a different appropriation section. Number 4, labor and licensing State Board of Barbor examiners, 3500. It's to cover the cost of Enterprise licensing platform.
Number 7 is geologist registration 2000. It's to cover postage, copy and IT charges. Mr. Chair, those are all the BCTs

J. Thank you, Ms. Cher. We're in section J. These are Miscellaneous federal grant appropriation requests. The first one is for the Department of Public Safety Division of State Police. It's for 298,000. They have a grant from the Department of Homeland Security for recovery, uh, for
recovery from terrorism or WMD events. The next item is uh J2 Department of Public Safety Division of State Police, 141,000. They have a grant for them, again, the Department of Homeland Security. This is for SWAT equipment. Number 3 is again, state police, 18,000, another grant from the Department of Homeland Security. This is for drones, for intelligence gathering, combating domestic extremism and terrorism, preparedness and response. Number 4 is Department of Agriculture. It's for 1.3 million. They have a grant from
the USDA to purchase dozers and transport trucks.

February review and they are they are detailed in the next few pages, on page 2 is ASUBB. This is new, using the hired state grant funding and cash for a metal building for their precision agriculture program that's for 454,000. Number two is the AU Mid South. This is new, using 100% mileage for 300,000 for foundation repair of their adult education center. Number 3 is a National Park College, new, it's 8 million using 75% ARPA funding and cash reserves for a new 12,000 square foot welding facility. Number 4, South
Arkansas College. This is new. Uh, it's 3.48 million using 100% cash reserves to begin the design of a construction of a new residence hall on campus. Number 5 is Phillips Community College of UA. This is a revised method of finance, adding funding for campus repairs and upgrades. Uh, the new value 4.3 million using reserve funds, donations, and federal funding. Then on the next page, it's page 3, UA Fort Smith, this is a revised method. It's increasing to 13.68 million for design and construction of the expansion of
the Wingate Art and design building using private donations and uh university reserves and the number 7 is uh UCA. This is a revised method of finance using capital reserves and projecting a total of 3.5 million for various property acquisitions of the university. Are there any questions on any of these

And then, uh, grants 5 through 7 and number 11 are amendments to existing grants for the partnership for Success program for substance misuse prevention and mental health support. It's also fairly funded.
And then grant number 9 is a new federally funded grant for evidence-based strategies addressing the opioid crisis. Mr. Chair, those are all in one. Any

It amends several contracts for transitional programs for formerly incarcerated individuals. These amendments all modify contract language to ensure compliance with the prison rape Elimination Act of 2003. The next item is on page 6, I'm
sorry, it's number 6 on page 24, on page 24 is uh number 6, Department of Corrections. It amends the contract to continue funding for third-party monitoring of patient health care for incarcerated individuals. On page 25, uh, number 7 and 8 are, uh, for DHS, uh, they are contracts from Marshle's language interpreter services, and then 9912 and the number 15 are for DHS age and adult behavior health and inends existing contracts for community mental health center services.
On page 26, uh, starts with number 10. There's a lot of them, 1011, 1314, 16, and then number 17. These are all for DHS age and adult behavior health for comprehensive substance abuse treatment services around the state. And then on page 31 is number 18.
