Members, as you know, the Arkansas 4H is a premier youth development program, uh, conducted by the University of Arkansas Cooperative Extension Service, the University of Arkansas System Division of Agriculture and through informal scientific research base and experiment experimental education activities for each participants gain knowledge and enhance life skills, enabling them to become positive, productive, capable, compassionate members of society and 4H is designed to prepare young people to step up to the challenges in their communities and provide The youth with skills to lead for a lifetime. Madam President, um, but still, I love this pill. I think it's a great bill. Uh, this is with the Department of Commerce and it's the rural community grant program is a matching grant program that's run by the Arkansas Economic Development Commission that allows rural communities to request up to $15,000 per project, so long as they match this amount fifty-fifty. Arkansas law currently requires that the match be made with either real or personal property. This is a barrier To rural communities that may not have sufficient liquid assets or land to meet that match requirement. What these communities do have though, and you know this if you represent rural communities in rural Arkansas, what they do have are skilled laborers who are willing to donate their time, their labor, and their equipment in order to realize a community project. This bill would amend the law to allow this donated labor to be counted as an in-kind donation to count towards the matching requirement of the fifty-fifty. Opening this program up to many more communities that are willing to invest in themselves, um, so for fiscal, I ran into this when we were working on our rodeo arena, Stone County is a pretty poor little community, you know, uh, county, but we wanted to redo the rodeo arena. Well, I can tell you there were so many people lined up ready to go and ready to dig in and donate their time, their energy, their labor, their sources, but we had to be able to use that to apply for the match to get the $15,000 grant. So this would allow all of that uh community involvement to be counted as in kind donation to qualify for this grant program. So this is exciting because for fiscal year 24, this program awarded $604,878.21 to 61 communities. Um, examples of those projects are baseball fields, softball fields, soccer fields, community centers, walking tracks, parks, playground equipment, pavilions, picnic tables, library, shelving and needed upgrades for all of their fire stations. So, um, this is a, a, a really, really great bill, if you look at, it defines without limitation, what those goods and services are, and that's exactly the resources you'll find in those rural communities and then those rural people. Thank you, Madam President. This is a non-controversial scope bill if if one does exist. House Bill 1213 is a bill that brings together the physical therapists and athletic trainers. These two groups have sometimes been on different sides of issues, but I'm grateful to say that they have worked jointly on HB 1213. This bill does a couple of things. It clarifies the definition of healthcare provider as it pertains to student concussion education. The term was previously previously not defined, and it created some confusion as to who, in fact, is authorized to assist student athletes to return to play after a concussion. The definition in HB 1213 makes it clear that physical therapists should be in that definition of healthcare providers. It also amends the definition of athlete. An athletic trainer Practice Act, currently to be an athlete, you must be part of an organized sport, like a formal league, school, or an association. When the house sponsor Representative Acor to Achilles at the House Senate basketball game two years ago. He wasn't technically an athlete because he's not. Well, no, he wasn't because it wasn't organized play, even though it was an athletic injury. The updated definition of an athlete is related to an athletic injury, regardless of if the injury occurs in an organized play. So even injuries for the weekend warriors are legislative sports injuries. Pray there's not any tonight. The new definition also covers athletic injuries that occur in the training of police, fire, and military personnel. This brings Arkansas more in line with much of the rest of the country. Finally, it updates how an athletic trainer practices in a physician's office. Allowing them to work under the direction or consultation of a physician. Currently, the physician has to be physically on site. This permits the athletic trainer to continue practicing under the direction or consultation if the physician is not physically present, which is how they are allowed to currently practice at their school-based training rooms. It's always nice to see professionals coming together in an agreed to bill that helps patients. And modern modernizes healthcare practices in Arkansas. recognized. Thank you, Mr. President. Members, HB 1369 really just clarifies the pro and streamlines the process for the changes in the maximum campaign contribution limits. Currently, the Arkansas Ethics Commission has to go through the rulemaking process to increase the campaign contributions limits to match the federal limits at the beginning of each election cycle. That's a 6 month process that typically once it's finished, that rulemaking process is done, then it retroactive back to the beginning of the cycle. This would streamline it to where when the FEC does the increases in their federal campaign requirements that Arkansas ethics Commission can adopt those at their next meeting or within 30 days, automatically and make it retroactive back to the beginning of the cycle.
