The joint personnel committee, subcommittee meant, um, jointly Tuesday and Wednesday, March 11th and 12th on Tuesday, the committee heard a presentation regarding the pay plan, we reviewed it and discussed it and and questions were asked and they were answered, but no action was taken on the bill. Sorry, sorry, world, uh, even before I do that, by the way, that's a very fine pocket square. Senator, yes, sir. All right, so next week, personnel is going to meet at 8 on Tuesday. Special language is going to meet at 9. Wednesday, peer review is going to meet at 8 and Thursday, we will meet at 9. this is for if I've got standing committee chairs that aren't in the room. It's happened a couple of times now. We've had, I, we've had meetings scheduled on the calendar. And then, uh, standing committees are then meeting on top of us. So we were previously scheduled to have some of these subcommittee meetings and chairs are scheduling meetings on top of us, which then we are, we are. I guess stepping back and then canceling those meetings. So if you don't mind, before if you're a standing chair, look at the calendar before you call a meeting to make sure that we're not getting ahead of something that's already been scheduled for days. So again, so next week, we have Tuesday personnel at 8, special language at 9, Wednesday peer review at 8, and we'll have JBC at 9. So just again, keep that in mind Thursday. All right, members that's gonna take us. our bills, we've got a number of bills that need to go to the personnel, uh, committee, uh, I'm gonna list those off. And then send those personnel without objection. So House Bill 8 or 1084. House Bill 1086. House Bill 1106. House or Senate Bill 40. Senate Bill 52. Senate Bill 54. Senate Bill 55. Senate Bill 71. And Senate Bill 72. Move we uh transfers those to personnel without objection. All right, and then we have 2, I'm sorry, 3 bills that are ready uh for due pass today. The first is House Bill 1246. You have a Community College at Rich Mountain. Do we have any questions on House Bill 1246. Aren't seeing no questions. We have a motion for due pass. We've got a second in discussion on the motion, seeing none, all those in favor signified by saying I, all those opposed. have going. Senator Stubblefield, yes, thank you, Mr. Chairman. Is, is there any way we can ask a question of one of the agencies. It's not on the agenda. Sure. All right, sir, uh, we can have

Chad from the Department of Corrections. Come up. If you could just recognize yourself for the committee and Senator, you'd be recognized for a question.

Chad Brown, Chief Financial Officer, Department of Corrections. I thank you for coming up. This won't take very long. I wanted to ask you a question about, uh, the timeline on when we were, uh, first told about this prison and when they first got some of the financial information about the prison, which from what I read, uh, in the FOIs it was uh in 23 in July of 23, they were given an estimate about what the cost was gonna be on this prison, is that correct? Senator, I don't,
▶ Play Suggest a correction Report an error
Speaker 32 11:07
I don't have a response for your question. I wasn't involved in those conversations, so I can't give you those, we

Senator Gary Stubblefield Unverified 11:15
have that through an FOI, so anyway, that came back and it came back as being short a lot short of what it was gonna actually cost to build this facility. And then a little later on in July. They got a bid back for a billion 200,000. Now, can you tell me if that, if that is just for the prison facilities itself or does that include, uh, the, the water which we're 22 miles from the nearest water source. It's gonna have to be bored through solid rock. There's no electricity. This is gonna have to be a substation or a major line. And then all the other

infrastructure does that and and the roads, does that include all that? Senator, unfortunately, I'm not gonna be much help for you today. Like I, like I previously mentioned, I haven't been involved in those conversations and a lot of the answers that would be for your questions. Those are outside of my wheelhouse on the money side of the

house and Department of Corrections. Well, why were we kept in the dark since 23 about this project. And they perceived cost of this project. Why were we kept in the dark that long?
▶ Play Suggest a correction Report an error
Speaker 32 12:29
Well, Senator, I know we've had many conversations, uh, between the governor's office and Department of Finance and Administration, and we're still having those conversations. We're still working through

Senator Gary Stubblefield Unverified 12:39
all of that stuff but you've left out, you've left out the very people who it's gonna affect the most and the representatives. I mean, we've got hundreds of people from, I'll be done in just a minute, Mr. Chairman. We've got hundreds of people when they build a sewage treatment plant. They're gonna have water that's been treated running out of that prison going into Mill Creek Mountain Creek, which runs all the way to Sebastian County, all the way through Lavaca with hundreds of people on wells. Now, if I asked you, would you want to drink water out of a well that had treated sewage even though the water's been treated, would you, would you want that in your well? I don't think so and neither with these people that live along that creek. And yet that's the only place for this treated sewage water to go. So maybe we can catch the rest of of you guys the next time and get some more answers, uh. Mr. Chairman, I appreciate you giving me that, that time to ask a few questions. All right,

and then this is a question for DFA and if I've got something off, Senator King, you let me know. Um, I think the main question is, are you, do y'all still believe that we're in line with the revenue projections that we have in place, so your revenue projections and then if you could get a report on that to Senator King and then Senator King, I recognize you to make sure I haven't missed

Senator Bryan King Unverified 14:05
something. Yeah, thank you, Mr. Chairman. The only question I have is I wish you guys email. Next year you project revenues have been going down. Next year, you're projecting revenues to go back up. And I just want to email response if you still expect next year for revenues to go back up and why? That's it. All right, all right, thank you. All right. Representative Luton.

Hold on. Department of Corrections. Is
▶ Play Suggest a correction Report an error
Senator Jonathan Dismang Unverified 14:39
that is appropriate? Well, I mean, I, I wish we could have had a conversation about what we're
▶ Play Suggest a correction Report an error
Representative Jim Wooten Unverified 14:45
doing, but I didn't know that this was gonna come up, but I think the question, I think it's irrelevant question that I have of DFA. If I may, what is the question? OK. The, the, uh The situation that we're facing nationwide economically right now with the tariff, the tariffs being put in place, the stock market falling over 3000 points in the past 10 days. Have y'all readjusted your projections or looked at that? Do you think we're going into a recession, and if we are, how will that impact our income at the state level relative to funding a project that going to cost a considerable amount of money.
▶ Play Suggest a correction Report an error
Senator Jonathan Dismang Unverified 15:37
All right, here's what I would like to do so that everybody can be prepared. We can have in another business next week discussion with DFA about revenue projections, that's fine. All right. Thank you. All right, thank you, members with that, we are adjourned. Thank you for your time this morning. I don't want to talk about
