All right, members, we will call this meeting to order. Um, we've got 2 items on the agenda today. The first one is Senate Bill 392, the class and Um, we've got 2 items on the agenda today. The first one is Senate Bill 392, the class in comp, um, for state employees, the pay plan, so we had a conversation. Oh, yep. So, um, we had a conversation about this last week and ask questions, we'll take questions today if members have them, but first, we have an amendment that we need to adopt the amendment adds Representative Wootton as a
co-sponsor, to have a motion to adopt the amendment. Oh, sorry, we need to, we need a motion to suspend the rules first, to have a motion, a second. All those in favor, please say aye. Opposed no motion carries. All right. Do we have a motion to adopt the amendment. A motion, 2nd, any discussion? All those in favor, please say aye. Oppose no, motion carries. OK. We can move on. We've got OPM at the table. If members have any questions that came up from last
week or anything else they'd like to talk to, talk through on this pay plan. We're happy to, uh, take questions now. All right. Representative, uh, Jean, you are recognized. Thank you, Madam Chair.

OK, I'm over here. I want to verify now that This is the last version. We're
still at 139 million, correct? And I went through the bill like my calculator quit working. Do we have all 16,600 workers in this bill that on the positions. Yes, sir. OK, so we're satisfied that the bill is, is accurate, and we're in good shape. Yes, sir. OK. Thank you, ma'am. OK, I don't see any other

questions, um, I'd like to just thank the executive branch for all your work on this. I know it's been months and months in the making, um, and sitting in a basement somewhere with no windows, just going through thousands of positions and merging it all together, um, I know we appreciate your effort. This is something I know several people that have been part of the legislature for years, have wanted to do for a long time, um, and so it is not an insignificant lift, so. Thank you for all your work, and I'm going to turn it over to Representative Wootton for a few comments.

Thank you, Madam Chairman. I too want to join the chairman and thanking you, Miss Barnhill, and, uh, Miss Madam Secretary for the effort that y'all have put into this. It's not an easy task and it, but it's a historic day for the employees of the state of Arkansas. Um I know they appreciate it and I know that they have uh suffered just like a lot of our people have because of the inflationary spiral and that
type thing and then just the competitiveness and uh the, the market orientation of this pay plan is, is much here again overdue and it's appreciated and and then the governor's staff and the well the efforts that they made in working with OPM to be able to accomplish this. So it is a it is a historic day, and, uh, and I appreciate y'all's effort on it. Thank you very much.

thank you, moving on to item B2. Madam Chairman, item B2 is an amendment by Representative Wootton. The amendment, uh, replaces, um, One position with 4 for ASU Jonesboro. These are vice chancellor positions. These were inadvertently left out of the uh
budget manual during the fall hearings, they actually have 4 vice chancellor positions currently, and this just makes them whole to what they have currently. I'd like to say on

behalf of ASU they uh they just simply somehow omitted these positions and there's no increase in revenue or no cost associated with with them, they just, we just need to amend their budget in order to be able to retain or maintain the same number of employees. It's not 3 new chancellors, it's just these three positions. So we'll be happy to answer any questions if you have any. And I'd make a motion

that we adopt it. All right, see no questions, we have a motion in a second. Any discussion? All those in favor, please say aye. All opposed, no.
