you If you would go ahead and explain your amendment, Representative. Yes,
Representative Robin Lundstrum
Unverified
1:15
sir. Um, Pretty much this is when you have a contract with a landfill, if you are a host city, you
usually have a host city fee or if you're a host county this simply doesn't change the fee at all. It just says it needs to be voted on at your city council meeting or at your county meeting and it has to have a start date and end date. It doesn't change anything else but
that, but that has become an issue and this fixes that. It's a pleasure committee. I got a motion
do pass. All those in favor say aye. I opposed, I have it. You can present your bill as amended. Thank you, colleagues. That is my bill. It's
Representative Robin Lundstrum
Unverified
1:54
straightforward what it is. If you have a contract, this renews the contract every 4 years, has a start date, end date. You don't have to change anything else, just keeps everything straight and even and up front in front of the public. Any questions for committee? herbs enriched in you reckon. So, so Representative Blunster, why,
Representative R. Scott Richardson
Unverified
2:15
why do we need? Legislation to say that you got to start an end date to a
Representative Robin Lundstrum
Unverified
2:25
contract. Um, you would think we wouldn't need that, but unfortunately we do because sometimes these contracts are just signed on the back of the tailgate of the
pickup truck and there's no ending date and it's just a good old boy handshake type thing and that is not what a contract is. It has to have a start date, an end date, and this would be renewed every 4 years instead of leaving it open-ended. But don't the 22 parties agree? I mean,
Representative R. Scott Richardson
Unverified
2:49
that's the reason for having it in public at
Representative Robin Lundstrum
Unverified
2:52
the city council meeting so that it is
not something where a mayor just does it on their own and goes cowboy. OK. So
Speaker 22
3:10
I'm reading this bill correctly. It says Line
28 page 1 says host fee. kind of walk me through what a host fee is. Yes, and then tell me about why online.
36. I guess I'm lost in your amendment on page 1 line 26, we struck that we didn't want anybody to think
Representative Robin Lundstrum
Unverified
3:41
it was a fee increase. We didn't want any fee increase. don't care what they do, that's their contract. We just wanted to have a start date, end date and do it in public. Um, and to answer the first part of your question, and how
does that tie into the contract the host fee is what a county or
Representative Robin Lundstrum
Unverified
3:58
city negotiates with the landfill for they get. So many cents off the landfill some more, some less, but what they use that host for is their roads? And their fire and police ambulance service
that type of thing roads right now, obviously everybody knows how expensive they are those dump trucks do a whole lot of damage and so the host fee is to help compensate that city for the damages that are caused. So we're not going into what that is. What is the
What is it, what is the reason for the bill, I guess, what's the target? I'm, I'm, I'm lost in why we need the
Representative Robin Lundstrum

4:35
bill in front of a city council voted on by the city council, signed by the mayor and renewed whenever every
now? On the back of a pickup truck at times. It's not done very professionally. Some cities do a great job with it, some don't.
Speaker 31
5:02
Any questions for committee Representative Pilkington. Yeah, I, uh, I've received some.
Local Can you hit your mic? There's something, uh, it was messing up this morning too,
Representative Aaron Pilkington
Unverified
5:20
is it good now? Um, I received some pushback on this bill from some of my uh locals who, you know, they say, uh, Essentially this is getting some of the other communities landfills served or out of the contract. So you've got the host
city is doing the contract, but if you're like me who lives in Knoxville, but yet the closest landfill is, is Clarksville, um, they're not part of this process in any way, shape or form. So can you kind of talk to those concerns if they don't have a host fee and don't have a contract, they
Representative Robin Lundstrum
Unverified
5:48
have nothing to worry about if they do have a contract, it needs to be renewed every 4 years, and it
needs to be done in front of the city council and with the vote. And the mayor signing the whole nine yards, that's, that's all that changes it. It doesn't interfere if you don't have one, you don't need to worry about
it. It doesn't it doesn't bother them, OK. And then the
Representative Aaron Pilkington
Unverified
6:09
other one and you know, we talked about doing this 4 years. I mean, I, you're in real estate, you understand sometimes you can have a 5-year lease or a 10-year lease, the longer the term, you can get sometimes better rates. And so by having this to where it automatically ends and or renews after 4 years. I mean, does that not prevent the ability to maybe get a better rate on this if they did a 10 year or 15 or 20 year contract. What would happen in 15 years with the cost of
Representative Robin Lundstrum
Unverified
6:31
roads if you did a contract 15 years ago and had to replace roads. This just brings everybody to the table. They
don't have to change the contract if they don't want to. That's specifically there. They don't have to do anything. If they're happy, pencil whip and go on down the road, just do it at a city council meeting. I that didn't really answer my question, but
Speaker 40
6:49
that's OK. I'm sorry. Representative Perry, you recognize. Thank
Representative Mark Perry
Unverified
6:58
you. uh, thank you, Mr. Chair. So representing, I'm reading this, I'm trying to say it says a solid waste landfill on online
Speaker 45
7:07
page 133, make sure we didn't delete that. We did
Representative Robin Lundstrum
Unverified
7:12
delete lines 33 through 35. OK. And replaced it replaced
it with an agreement or contract for the host fee shall expire in 4 years, so they can renew that then. All right,
Representative Mark Perry
Unverified
7:27
but they, the host community is required to pay a host fee. No, the landfills required to
Representative Robin Lundstrum
Unverified
7:33
pay a certain percentage off of the dump or tons they get, it
might be 77 cents, um. But that's what the community uses to cover roads and fire and police. OK. So like in my community,
Representative Mark Perry
Unverified
7:48
we have a waste management manages two pine landfill. How would that pertain to this if they don't have a contract, there isn't anything to. And if they do, they
Representative Robin Lundstrum
Unverified
7:58
would just need to renew it every 4 years. Mr. Chairman, can we ask if someone from Waste
Representative Mark Perry
Unverified
8:06
Management's here to see how that would apply.
Representative Robin Lundstrum
Unverified
8:13
I have no issue with that. I've been talking to them. They're the one requested 4 years if that helps you any just
Speaker 22
8:20
to keep it. Is there anyone from waste management here? Do you mind answering
Speaker 56
8:34
the question? I'm Jamie Vernon with a WM. I'm a public sector manager, um, uh, you asked the question again. So, uh, with 2 pine be subject
Speaker 57
8:45
to this host fee. So right now we do not have a host fee with
Speaker 58
8:48
Jacksonville, City of Jacksonville. We, we operate inside the city of Jacksonville, the two pine landfill, um, if the city of Jacksonville wanted to negotiate with us on a hosts fee, they could do that. Um, we've worked with Jacksonville in the past to do some things in lieu of a host fee uh and continue to do those, but it wouldn't affect, you know, current agreements in place. That that I'm aware of again, not not an attorney.
Representative Mark Perry
Unverified
9:16
So this would not require them to have a hose fee if they don't have a hose fee. I
Speaker 58
9:21
haven't seen the formal amendment, but the, the written amendment that I saw it, it looked like that would be correct. OK. All right, thank
Representative Dolly Henley
Unverified
9:35
you, Mr. Chairman. Representative Henley, you recognize. Well, I'm from Southwest Arkansas. Thank you, Mr. Speaker. So I, I just believe that my landfills are owned either by
the city or the county or I, I, I don't know, I don't understand the host faith thing for sure. So are, are all landfills not owned by the city of the
Representative Robin Lundstrum
Unverified
9:56
county? No, they're not, and not all of them have host fees, so if it doesn't affect them, they don't have to worry about anything. Can you give me an example of one of those with a ho, a community with a landfill with a host, um, tiny town. Arkansas has a host fee and um It is used for
roads and repairs that are normal wear and tear
that would happen when you have a landfill, so this bill is just. No, there are no, there are quite
a few other cities and counties that have host fees, Washington County. Uh, I can't think of all the different counties up in Northwest
Arkansas that would have it. This doesn't affect the amount or anything. It only asks that you vote on it in public and then renew it. Don't have an open-ended deal. Just. Bring it back to the table. Thank you. Thank you. it
So what happens if the city comes in and says, we want a host fee of X. And they've been paying B, which is quite a bit lower than X. And waste management or whoever comes and says, we can't meet those demands of X. And they're expiring this contract, and then they had this huge landfill out in town and the city says, we're not proving it until you, until you figure out how you're gonna pay us X. What's, what's the resolution to that story? They'll go into
Representative Robin Lundstrum
Unverified
11:19
negotiations just like you would any other issue. All right, Representative Richardson, you'll recognize. Uh
Representative R. Scott Richardson
Unverified
11:31
cities who do host fees that are having this issue that you're saying because you said they're doing this on the back of a truck. Do you know any other cities that are having an issue like Tinytown. There have been a few, but they're not as extreme. Which is
Representative Robin Lundstrum
Unverified
11:44
why the bill is kept very simple. I don't want to get
in the middle of somebody else's things, but there have been a few but. So So
Representative R. Scott Richardson
Unverified
11:55
currently, though, in order to sign that, would it not be if a mayor is signing it, he's got a The board of directors don't approve that. I mean, they don't hold him accountable for signing that contract.
Representative Robin Lundstrum
Unverified
12:09
This will, this will force the force it to be at the city council and they approved the actions. It'll just be
done in public. That's the biggest thing is to Make it clean.
Representative Kenneth B. Ferguson
Unverified
12:20
OK. Representative Ferguson, you reckon. Thank you, Mr. Chair. You've answered, um, you asked one of my questions in the second question is to the gentleman with waste management. Is there a whole fee agreement with the Jefferson County with the city of Pine
Speaker 58
12:42
Bluff. So Jefferson County is a little bit different. We lease that landfill from Jefferson County and so that's. One that I'm a little concerned with how this would affect that
because we have a lease payment that we pay to the county based on tonnage if I understand that correctly. Also, just a
Speaker 85
12:59
quick follow up. So, uh, the uh Garbage that you collect
Representative Kenneth B. Ferguson
Unverified
13:03
within the city of Pine Bluff. It goes to that landfill. Not to the other landfill that I thought you guys on. So the, the
Speaker 86
13:13
waste that is collected from the city of Pine Bluff is disposed of at the Jefferson County landfill that
Speaker 58
13:22
y'all lease correct and there's no host agreement. There there's a lease agreement, so we, yes sir, we pay that based on tonnage if, if I understand correctly, I
Representative Kenneth B. Ferguson

13:33
haven't reviewed the entire agreement. Yes, OK. Thank you. Thank you, Mr. Chair.presentative, Thank you, Mr. Chair.
Representative Denise Jones Ennett
Unverified
13:37
Um, I have a question, do you, what about Pulaski County, the same question that representative, um, Ferguson asked, do is at least or is it a house fee for Pulaski County. So the city of Pulaski County's waste.
Speaker 58
13:53
Um, portions of it go to the Jacksonville, uh, the landfill, the waste management landfill in Jacksonville and then portions of it also go to the city of Little Rock landfill, so we do not pay a host fee to Pulasi County that I'm aware of. Thank you. Thank you,
Representative Kenneth B. Ferguson
Unverified
14:13
Mr. Chair. Representative Longford, I think, I think, I think my question is,
How this in terms of the lease agreement.
In my county. How does this bill affect that lease agreement? Are you saying that Now when they renew the lease agreement, it goes before our county court. Where's that? Excuse me, I'm sorry.
Representative Robin Lundstrum
Unverified
14:37
We're staying out of the lease agreement. This is about host fees only. It's a certain amount. I think the highest one I've seen is $2 the lowest I've seen is about 77 cents. So we're not going to the lease agreement. That's a whole new kettle of fish, and I'm not touching that. Um, this is just
the Host agreement or host fee, OK, OK. All right. Thank you, thank
Representative Kenneth B. Ferguson

So this is a private landfill. That the cities and counties pay into to to pick up their trash and distribute it to the landfill. Is that right? Um, waste management
is, but there are a large

different configurations of landfills. Well, I I just

feel a little strange that that we're talking about one area and not the whole state. I mean we don't have these concerns, so I'm just wondering why can't they just work this out?
Representative Robin Lundstrum

15:55
Well, that's that's a legitimate question, but this isn't just one city. This is a number of of counties and I can't tell you I think there's 6 or 8 and just in the landfill area we have. Counties counties. Yeah, that's about right. OK. Um, so 6 or 8 counties that have host fees as well. I don't know how
Speaker 71

the whole so not not. The OK, hosts fee for Washington County and for Tawnytown,

those other ones and they have to sign those. Is that correct? So the

Representative Dolly Henley

16:42
um, well, if these landfills are out in the county and, and, uh, they're not owned by the county, but there you're saying is fee is going to the roads. It's for whatever the city deems it's necessary for, and it's usually
Representative Robin Lundstrum

roads, fire, police, or ambulance, but roads are the big priority. So this money, this house fees is going back to the

I didn't mean to do that. I'm sorry. It's, it's all good. This is a, yeah, I, I, and I won't belabor the point. This basically just says the contract needs to be with host fees done in a city council meeting. It's just a transparency upfront bill. It's not anything else, and with that, I would appreciate a good vote. I got a motion do pass as amended, correct?
Yes, please. Uh, motion to pass this amendment. Any discussion on the motion?
Representative Jack Ladyman
Unverified
18:06
Representative lady man. Uh, I don't, I know there's a lot of confusion about this. I think
I understand what's trying to be done here. You know, there are city landfills, there are regional landfills and they're rural landfills. And I think what all this bill does, it talks about certain types of landfills, and I don't know where they are. I don't have any in my area, I don't think. But if they require a host a host community.
Then what this bill says is they should have a set time contract versus what I call an evergreen. If you, if you have an agreement and you don't have an end date, that's an evergreen contract. It goes on forever, but if you put dates on there, then it's a set time contract, and I think that's all this bill is doing is saying, hey, we need a set contract versus an evergreen contract. which does not renew it's just a handshake more or less. And I think that's what the bill
does. I don't see that it does any harm to any of the other city landfills that we've talked about here. So for that reason, I, I'm for the bill. Any other discussion? Members,
I would say that the only thing I see in
here that's concerning, and I do this from time to time, is I'm just worried about the landfill. Debts Been there for years now I thinks they're have to go get a host fee.
And then negotiations start and agreements can't be made, um. I wish there
was some type of language in here that allowed for more than that 4-year period. I just think that's hard to do on a permanent land field. Uh, but with that, I can't recognize you in discussion. You're not a member of the committee. I'm sorry. Um. So with that If seeing no further discussion, all those in favor say aye. All opposed.
I'm gonna roll the eyes have it. Oh, congratulations, your

Representative Robin Lundstrum
Unverified
20:35
You're reckless. Thank you, sir. Um, this is House Bill 1776, and no,
I didn't plan the number that way. It just worked out, um, this is another landfill bill and what this does is, um, A host community closest to the landfill is what it. It pertains
to and right now when a landfill goes for an updated permit. A host community
basically just says yes, we're going to give you our certificate of need, but
it needs to be done on a regular basis every 4 years. What's
happening now is a host fee or host, excuse me, host community will vote and then we don't hear anything back from it sometimes for years and then all of a sudden they will say no, we don't want this. This basically says we're going to do this every 4 years, a consistent. Agreement that you are the host community and that's pretty much it. What the sad thing is now we have landfills that will drag on for years and
Things will go well, and sometimes they don't, but this certificate of need needs to be updated that it has landed people in court. This just again brings everybody to the table, updates it. It does not stop any landfill at all. We put the language in here that says, and if you'll look at the very end, there's a specific line in there that just says it doesn't pertain to any current land, excuse me, it does not stop a landfill. They still have to follow all the information. Sorry, I was looking at the wrong thing, um.
They just have to update this every 4 years. With that, I'll take any questions. I know it's confusing. It's been confusing for me. I, I will say ADEQ is neutral on this, and I'm thankful for their help in doing this bill. Any questions from the committee? Seeing none, we
do have Jamie Vernon signed up to speak against the bill, if you would come to the table and introduce
yourself and you are recognized to speak against the
Speaker 55
22:49
bill. Thank you. I'm Jamie Vernon with WM. I'm a public
Speaker 58
22:52
sector rep, and I'm from Ozark, Arkansas. Um, House Bill 1776, while well-intentioned, uh, introduces provisions that could significantly delay the permitting process for new landfills and landfill expansions. The requirement for an additional supplemental certificate of need from the
regional solid Waste Management Board and a supplemental host community vote or minute order if more than 4 years passed, adds layers of bureaucracy that could extend the timeline of obtaining necessary permits. This delay could hinder timely waste management solutions and increase. costs for both the applicants and the state. Moreover, the bill's mandate that a host communities supplemental vote, while important for ensuring local input could lead to additional political complications. It's necessary of the necessity
of obtaining resolutions or minute orders from local governmental units may result in prolonged debates and potential requests for additional requirements from the host city. To the entity requesting the permit, furthering delay in the process. The subsurface and engineering analysis that need to be performed for these facilities is time consuming and expensive. Costing millions of dollars, adding an additional layer of political risk at the end of the process could discourage investment in critical waste
management infrastructure. The host community has already had opportunities prior to the initial resolution or minute order to negotiate host fees with the permit applicant. Review zoning ordinances, requests large cell development plans from the applicant and participate as a member of the Solid Waste District. In summary, while the bill aims to ensure through evaluation and community involvement, the additional time and potential political hurdles it introduces could impede the development of necessary landfill projects. Ultimately affecting the state's
ability to manage waste effectively. Um, an example of this, um, on May 10th, the solid waste district approved a certificate of need for Class 1 and Class 4 landfill. The 4 year mark would have been May 22nd. Excuse me, would have been May 10th, uh, 2022. That landfill received its draft permit from ADEQ on July 28th of that year, just past the 4-year mark.
So that additional 2 ish months. Before we receive that draft permit, we would have had to go back to the solid waste district, go through that process for a significant need, then go back to the city to request an additional vote or minute order. So an initial 3 to 4 months or more, possibly depending on what the city asked of the entity. So Well, I understand that it does take a long time and that the representative lunchroom and I
both would like to see the process expedited. I don't know that this is the best way to do it. Thank
you. So, Mr. Vernon, do you see this is some kind of attempt to stop any expansions at Toytown. In conversation with
Speaker 58
26:01
the representative lustrom, uh. I want to believe that, you know, she is looking at it in the best light possible and trying to expedite the process, um, and so I'll, I'll take her
word for that. Any questions from
the committee for the witness. Representative Perry, you recognize.
Representative Mark Perry

26:19
Thank you, Mr. Chair. So it says, In the
same manner as the certificate of need. What's what's entailed in applying and getting the certificate of need. So
Speaker 58
26:32
a certificate of need is requested from state of Arkansas, a significant certificate of need is requested from the solid waste district in which an
entity is applying for a solid waste transfer station or a landfill, um, a couple of other things and so you have to put the engineering and design together and submit that to the solid waste district and also show that the need for the facility is there in that solid waste district. So for example, uh. And Pulaski County, you would have to show that there is sufficient need for another landfill before the Play County Solid Waste District would issue a certificate of need.
And you go through that process. If I may
Representative Robin Lundstrum
Unverified
27:20
address one thing, um, cities are the host committees for these if this sporadic. During the process, it makes it much more difficult because when you stop, you have to go through the pollution control ecology board. There is untold amount of there's resolutions that are passed. That go against the certificate of need to reissue it, cities are in a really bad situation.
This basically streamlines this, um, and makes it every 4 years that you would update your certificate need. Jamie and I both agree this process is long and cumbersome, but part of the problem is when a city disagrees or passes erratic certificate of needs, it causes the problem to stop and start and stop and start. This basically puts it as part of that timeline every 4 years they will invest. visit the certificate in need. It doesn't stop it, but it does let the ADEQ know where is the city on this issue?
That's, that's all it is. I think we both agree that the it's cumbersome on the process, but this should make it every 4 years and not every time or every other year. We've had 3 resolutions passed at one city, so this just cleans it up, puts it as a consistent. Be it, you recognize. Thank you, Mr. Chair.

Um, Representative Longstrom, how does AEDQ, what's the stance on this bill? What, what is there, what? How do they feel about this bill? They are neutral. They did help me craft the bill because

it was too cumbersome to begin with, and they helped me narrow it down to make it much more streamlined. They've been on the brunt end of other people, um, passing erratic ones, this would do it one time every 4 years. Any further questions from the committee, Representative Lindstrom, you're recognized to clothes for your bill. I

Type of structure, I mean under the ground. I, I have an environmental engineer that I hunt with, and he actually reached out to me and said, there will be no more landfills if, if that passes in that area with this house on this bill 176 1776. If, if a community is late and reaching that agreement and with that eliminate them from
basically having a certificate of need and not being able to reopen that landfill? No, sir. What happens is
Representative Robin Lundstrum

30:26
ADEQ has a whole recipe of what's going on. This is one part of that. If they both disagree, ADEQ has to
step in. That's already happening. We have that. This just makes it so there isn't a vote then a vote, then a about every 4 years, you would have a consistent vote, and the reason for a certificate of need is so that the host community can weigh in if they're happy and everything's great.
Groovy. If they're not, then you'll know then that there's a problem. It
won't be coming up every year or every 2 years, so it just puts it on a
consistent plan. OK, thank you. Seeing no further questions, you are dismissed, Mr. Vernon. Thank you for your testimony. Thank you. Representative Lunchcombe, you are recognized to clothes for your bills.

I agree the the system is cumbersome and lengthy. One of the clogs in that system has been cities coming back and
forth. This forces everybody to the table every 4 years, and
then they move forward. It's a pretty straightforward deal and with that I'd appreciate a good vote. It's a pleasure committee. Yeah motion to pass any
discussion on the motion? Representative Pilkington, you recognize. Yeah, I just, you know, we, we've spent so much time in
Representative Aaron Pilkington

31:40
this session talking about cost of living and and and make sure that we're not over regulating things, and I just, I'm going to be a no on this because it just seems to me like this process is so long and all this does is throw a wrench in
the ability to get more of these landfills and as populations are growing around the state, I mean, we're going to need more landfills, and I just would hate to see our costs of waste going up, our waste disposal going up because we've got city councils and stuff deciding that 4 years in they want to throw a wrench in and try to squeeze these groups for more money. So I'm going to be a no. I hope you will join me. Any
further discussion from the committee. CNN has all those in favor, say ah. All those opposed.

the family practice PA from North Little Rock. Uh, again, uh, we, uh, ran this bill once. I think we have have
Speaker 131
33:23
had some time to get a lot of your questions answered about some of this stuff, um, you know, once again, this is
authorizes PA to perform specified clinical tasks and delegate certain medical duties to qualified supervised staff, and there was a piece on the education like how much is a uh PA actually get. Um, they have in Arkansas, they have a 28 month program. They go through a lot of clinical rotations. Classroom instruction and they also had a bachelor's degree, um, I'm very similar to the amount of time that APRN has to go through schooling to get there specific medical
experience and be able to do things that we're trying to have our PAs do,
Speaker 133
34:07
um. Would you like to add anything? Yeah, thank you. Uh again, my name is Aaron Woodall. I'm the president of the Arkansas Academy of PA's, uh, where here representing PAs in Arkansas as Representative Gramlich stated, we are highly educated healthcare professionals, and PA schools on average 28 months of education that results in a master's degree that includes over 2000 hours of clinical education through rotations, um, this bill allows for PAs to
delegate simple tasks to medical staff, including medical assistants, emergency. and paramedics, uh, currently these tasks are only delegated by a physician, and HB 1131 passed recently, uh, which allowed nurse practitioners to delegate the same way. Um, again, this is allowing MAs and other medical staff to perform tasks that they are trained to do and capable of performing. This is a common practice across the nation and 48 states that we know of allow PAs to allow to delegate these tasks to MA's, uh, PAs are capable of
delegating these tasks to nurses and the staff are capable of performing them. when ordered by a physician. So again, this is just kind of streamlining that workflow, uh, reducing delays in care. We have no known opposition, we've worked with the medical society on this bill, um, as well as Arkansas Society of Medical Assistants and with UAMS who has supported our bill. And Harding

Gramlich. That was wrong. Hey, so he's break down.
So there is it, but you guys do the same similar hours as a nurse practitioner, but can you Give me some specifics. What's A physician's assistant and a nurse practitioner because
there is a difference, correct? So there is a difference, yes.
Speaker 133
36:03
So physician assistants, um, we first have a bachelor's degree and then go on to PA school before being admitted to PA school, you have to have um patient care experience, and so different from nurse practitioners where they're required to be specifically an RN, but we do require all of our applicants to have some form of patient care, so whether that's being a CNA or being a patient care tech or a medical assistant, they have to have demonstrated that they've had direct involvement with patients before starting school. Then through school as I said, it's a 28 month
program that involves over 2000 hours on our national average um of clinical education, nurse practitioner school on average has about 11,000 hours of clinical care. Now they have the RN experience ahead of that, but as far as clinical experience as a provider, as a nurse practitioner, the average is about 1000. Um, again, we have the over 2000 hours, as far as in practice, the difference, so in in in in our training, we're trained on a medical model, uh, meaning that this kind of res b ol s uh, the training that, uh, medical school is built on
as opposed to nurse practitioner school, which is an advanced nursing model. In practice, we are regulated by the medical board alongside physicians, um, and so again, still have that physician oversight. Any other questions from the committee? Seeing no, anyone else in
the audience speak for or against the bill?
Sir, you signed up Speak for against for 4, you recognize you would introduce yourself for the record.
Speaker 138
37:43
Good afternoon. My name is Edward Williams.
Speaker 139
37:47
I am a, uh, the program director and chair of the UAMS physician assistant program, but I'm here representing a rapa, a PA organization as the co-legislative chair for our legislative committee, um, and I wanted to speak just briefly, a lot was already said in context about this MA bill, but just to
give a little bit of context, with illustrating through my background. I served in the army for 22 years of those 22 years, I was a medic for about half, and then I was a PA for the last half before I retired. Uh, once I retired, I worked a short stint in primary care in San Antonio, Texas, and then, um, got here to UAMS, uh, in 2014 and been a program director since 2017. In that time, being here in Arkansas, I saw a vast
difference in how PAs are treated as well as a number of PAs from other states and even through the military. Um, we've been around since 1965 and in that in that time we've grown as a uh profession, not as fast as nurse practitioners because there's a lot more nurse practitioners and nurses and PAs, but in that time that I've been here in in Arkansas, I, when I first started here, there were about 300 licensed PAs in Arkansas. And that was one of the reasons that really motivated me to want
to be here in Arkansas and want to work in the PA education to train PAs to the best of their capabilities within the scope of their practice to go out and do good things for the state and to increase those numbers now if you look at the medical board statistics were close to 700 PAs here in Arkansas out there serving communities and doing their best to make a difference. Some of the limitations that we have been able to overcome through legislation has helped tremendously. The biggest impact that I have seen is
recent legislation like Act 303 that allowed PAs to be able to be rendering providers for Medicaid makes a difference in them being hired. There's a big issue that we have seen in our program with students, um, graduating that are in state and then they migrate out of state because Oh OK. Uh, because they, they can't find jobs here. This type of bill being passed for PAs will
help to make PAs more hirable and more desirable in the healthcare community and make a big difference, and I also can say, although I'm not representing UAMS here, that they do also support this bill. Thank you. Thank you. Any questions for the witness? See, seeing none, thank you for your
testimony. Anyone else in the audience speak for or against the bill? Seeing no, Representative, you recognized to close your bill. Uh, thank you very much for your time today and I would uh I
