This is for the Shared Services in Arkansas Economic Development divisions of commerce, Shared Services is receiving 32 positions from other divisions while development is moving 15 positions out to the other divisions that are also transfers a number of other sections to SB 39 as part of the workforce Services appropriation. And then item C4 is governor's letter number 33 for commerce's workforce Services Division. It transfers a number of positions into new bill sections and appropriations, including DWS reemployment, Workforce connections, manufacturing extension network, Office of Skills Development, Adult education, rehabilitation services, services for the blind, and workforce policy and innovation. These new salary sections will be accompanied by appropriation with each, each section. Mr. Chairman, that's items C1 through C4. OK.

As many of you know, we have been doing quite a bit of realignment within the Department of Commerce over the last year, and these changes Eff effectuate that. Um, the first one is really just Um, adding a position to waterways from 2 to 3, uh, we've found you really can't run the waterways commission very effectively with just 2 people. The director position is vacant today. Um, so, uh, we're, uh, which that job is posted, um, the second one. Um, C2. Um That is moving positions from 5 positions from Department of Insurance, um, 4 of them are HR positions. One is a Security position and moving them into the Department of Commerce. Um, shared services, correct? And the Yes, this is providing the transfer of 32 positions, um, including 5 from insurance 12 from Arkansas rehabilitation services for from Arkansas Economic Development Commission. 11 from DWS and it reflects the realignment within the Department of Commerce to centralize some administrative functions. Again, no, no overall change of, of, uh, headcount within the Department of Commerce, moving them to reorganizing, getting light functions together, for example, in uh workforce connections, which is the new organization includes OSD. Um ARS division of services for the blind. Uh, adult education and also moved some of the functions from AEDC which were workforce related. Arkansas manufacturing um solutions also into that group.

You know, given new positions, very thankfully, given new positions to work in our DNA section, um, at that time, we did not necessarily hit all of the other areas of the laboratory that would be affected by that, um, uh, physical evidence is the, the section of our laboratory that actually evaluates all of those kits before they go, um, into DNA, our evidence receiving section now basically has, um, one staff member that works. a lot with the sexual assault kit trafficking, uh, tracking. And so we, we did not have, um, an additional, any additional staffing in those areas when we had that huge influx of cases and so this is an attempt to, to get us at the correct staffing level so we can make sure that not only can we keep our sexual assault kit, uh, backlog and turnaround time, um, at, at a great place, but also Uh, be able to focus on all the rest of the types of cases that those sections get as well.
