Chairman, we're on item C1. Committee members, items C1, C2, C3, and C4 are all related to the Department of Commerce. These letters will transfer positions

and appropriation across multiple divisions and create additional appropriation sections. However, there's no additional positions created, nor is there additional appropriation requested. So item C1 is a governor's letter, governor's letter 30, and this is for the Waterways Division of Commerce and includes the transfer of one position into the division. C2 is Governor's Letter 31 for the Insurance Division of Commerce and includes the transfer out of five positions to Commerce's Shared Services Division and a reduction of $340,000 in regular salaries and match that will be spread out into the other divisions. Item C3 is Governor's Letter 32. This is for the Shared Services and Arkansas Economic Development Divisions of Commerce. Shared Services is receiving 32 positions from other divisions, while Economic Development is moving 15 positions out to the other divisions. The letter also transfers a number of other sections to SB 39 as part of the Workforce Services Appropriation. And then Item C4 is Governor's Letter No. 33 for Commerce's Workforce Services Division. It transfers a number of positions into new bill sections and appropriations, including DWS reemployment, Workforce Connections, Manufacturing Extension Network, Office of Skills Development, Adult Education, Rehabilitation Services, Services for the Blind, and Workforce Policy and Innovation. These new salary sections will be accompanied by

through C4. Okay. Without discussion, or with discussion, if you have any, without any discussion, we'll batch all these together. We'll ask Mr. McDonald if this committee's desires Secretary McDonald to come forward and explain what they're attempting to do. If you come forward, Mr. Secretary. Since this kind of involves a reorganization, we'll let you identify yourself and then your associate. Yes, good morning. And then you can have the floor. Good morning, Mr. Chairman.

Hugh McDonald, Secretary of Commerce. Tammy Williams, CFO. As many of you know, we have been doing quite a bit of realignment within the Department of Commerce over the last year, and these changes effectuate that. The first one is really just adding a position to waterways from two to three. We've found you really can't run the Waterways Commission very effectively with just two people. The director position is vacant today, which that job is posted. The second one, C2, that is moving positions from, five positions from Department of Insurance, four of them are HR positions, one is a security position, and moving them into the Department of Commerce, shared services, correct. the third one let me see here yes this is providing the transfer of 32 positions um including five from insurance 12 from arkansas rehabilitation services four from arkansas economic development commission 11 from dws and it reflects the realignment within the department of commerce to centralize some administrative functions again no no overall change of of head account within the Department of Commerce, moving them to reorganizing, getting like functions together, for example, in Workforce Connections, which is the new organization includes OSD, ARS, Division of Services for the Blind, Adult Education, and also moved some of the functions from AEDC which were workforce related Arkansas manufacturing Solutions also into that group Again, no, no overall change of headcount On the back

Representative Jim Wooten Unverified 18:42
Okay. Any questions from the committee? I have one, Mr. Secretary. On the insurance department, how many positions are you moving out of there? A total of five, yes. Five? Yeah. Well, they've got a new additional responsibility as it relates to overseeing the PBMs and that type of thing. Is this going to interfere with that, or will it keep them from being more effective? We don't believe so. Okay. All right. Any other questions? All right. Seeing none, all in favor of batching, and you'll be voting on item 1, 2, 3, and 4, as outlined by Secretary McDonald. Do you have any questions? Seeing none, do we have a motion to approve? Second. Second. All in favor, indicate by saying aye. Opposed, likewise. None. Motion carries. Thank you, Mr. McDonald. horner head of human resources okay mr williams the reason i call all to come forward is because of the fact these are these are relative high paying positions and I wanted you to explain to the committee exactly the need for and what you were up against as it relates to being

Speaker 54 21:09
competitive. One thing we've been evaluating is the the backlog of cases at the crime lab. And, um, one thing we've seen is, is, uh, uh, as most of, you know, a huge rise in sexual assault kits coming into the laboratory. And, um, when we were, uh, uh, you know, given new positions, very thankfully given new positions to work in our DNA section, um, at that time, we did not necessarily hit all of the other areas of the laboratory that would be affected by that, physical evidence is the the section of our laboratory that actually evaluates all of those kits before they go into DNA our evidence receiving section now basically has one staff member that works a lot with the sexual assault kit trapping tracking and so we we did not have any additional staffing in those areas when we have that huge influx of cases. And so this is an attempt to get us at the correct staffing level so we can make sure that not only can we keep our sexual assault kit backlog and turnaround time at a great place, but also be able to focus on all the rest of the types of cases that those sections get as well. Any questions from the committee?
▶ Play Suggest a correction Report an error

I have a couple. What is your backlog? How great is your backlog? What is your turnaround now? And if you're able to fill these three positions, what will the salary range be for them? So for the
