Thank you, Mr. Chairman. Paul Childress, State Representative, District 83. Senators, what House Bill 1991 is, it's a bill to protect property owners' rights. This bill adds an exemption to the current state fire code. The current fire code, and I had some handouts for you to kind of give you just a little bit of understanding of it. What the current fire code says, if a landowner only has one entrance into his property and he decides to sell it or develop it for a development, they can only have 30 houses in that development, no matter how big it is, without putting sprinkler systems in each house. We've done a little research on sprinkler systems, and they can cost up to about $6 a square foot for a sprinkler system to go into a house. Currently, this bill is not really, this law is not really being enforced unless somebody calls the fire marshal. And then if somebody calls him, then he goes out and says, oh, you only got one entrance. You have to stop construction or you have to get a second easement. And what we have a lot of times in western Saline County is you'll have road frontage. It's been there forever. But you'll have a 40-foot easement going into a track of land that your family's on forever. But behind it is private land and private land and private land. And there's no way to get a second entrance. So what we did, we created this bill, and this bill will allow landowners to put more than 30 houses on their land without sprinklers or without a second entrance. It will exclude any land inside of city limits. It will only deal with rural property. I have a couple witnesses here, Mr. Chairman, if you think you all would like to hear from them. One of them is a real estate agent, and one of them is a home builder to talk about kind of what they're seeing around central Arkansas. All right,
