the process now working with building authority to to re locate natural resources proper from from downtown to a location that's a lot closer to where we are but the concept of shared services it is exactly as miss Katie indicated it's it's a fiscal was a chore to the legal all there is better working together so. in particular for agriculture a lot of a lot of our work can be seasonal so we may be dealing
with the you know what pesticide issue during certain times of the year were were focused on making sure fiscal H. or legal concerns are being addressed and that make shift so it it allows to be able to use the staff fully throughout the entire year as opposed to seasonal starts and stops but it's a it's working working very well for more in well Mr secretary let me let me ask you this question if Mr chairman of. programs within that division we use inmate peer leaders which places does inmate peer leaders in a position of authority within that treatment setting over other inmates going to that program which is not a recognized this this practice within the within a treatment center in a correctional environment so we are going to excuse me push the push that request to the second year of the biennium which would allow us to phase out our use of
inmate peer leaders within that division within the division of community correction a couple years ago we begin building out additional bids within the division of community correction at our at three different community correction centers that the east Arkansas community corrections center in west Memphis the southwest Arkansas community correction center in Texarkana and the northwest Arkansas community correction center in Fayetteville those
facilities along with the rest of our community correction centers are licensed alcohol drug treatment facilities. We are wanting to expand our capacity to provide services for those offenders who need that targeted alcohol drugs treatment that also meet the target offense eligibility within the with within the code for offenders who can go to community correction centers so while the yes the division of
correction has a sizeable amount of vacant positions that were actively working to fill in the positions that we're requesting to add are in the division of community correction which operates as a separate division has separates the. Security expectations from the division of correction. If you've got all those vacant
positions what she's issues those whether that in twenty three twenty six more a I don't understand the problem with reclassifying a position. We have a mechanism to do that without landing twenty six more positions total already bloated unemployment vacant positions down there well for the the Staff Wallace challenging staffing a correctional agency during this pandemic period the

to generate a certain number a certain amount of salary savings in order to pay our over time and and has it is I'm sorry we have to generate a certain amount of salary savings through vacant positions in order to pay our dues differentials to our correctional officers so while I would love to be able to say all approximately eight eight hundred of the seal ones and
corporals which are lower level security position and that I'd be that if I could feel odd I would feel them I have to leave a certain number of those taken in order to meet my payroll obligations throughout the department. division of correction and the division of community correction as a temporary measure until the reclassification that is before you this morning is room is approved as part of the legislative budgeting process because of unfortunately we had gotten to a point where an individual who wanted to work in food service could make more money working at a local fast food restaurant and they could work in one of my kitchens in a correctional facility
as in order to compete with the federal correctional institution for city which paid about ten thousand dollars. Use me more a year starting off we had to increase the differentials we were paying to staff at our maximum security unit in Brookings which is right outside Marianna about thirty five minutes or so from S. C. I. for city both the increase in labor market rate and the
increase in differentials and Ricky's total order about a half million dollars apiece total of a million dollars between both of those measures we've also as every department is having to do pick up a six six months of the increase in the employment contribution toward state employee insurance which in this fiscal year is going to be unfunded so between a differential between what I had to do to be competitive with our
food services positions remain competitive in east Arkansas with the federal correctional facility and the increase in the employment the employer contribution requirement for state employee insurance I'm only going to as of last Monday generate a half million dollars in salary statement this fiscal year so yes represent of will why we are generating a Philly significant salary savings because of our unacceptably high vacancy rate we are using those
funds those funds aren't aren't sitting out in being used for anti on an unintended purpose there being used to meet our essential pay roll up obligations. Mister secretary I appreciate that. But we're still missing my point. We're to forty million dollars and appropriations. Would up against income. Then that could be used in other
places in your agency love I'm not trying to take positions a way that feel that are vital that are important to your mission. funded that's my department just as probably the highest differential pay outs of any in state government but historically do do if differentials have never been funded for any state agency. over be six and going on to be seven the department of commerce and its divisions. At the top of the first report you'll see the FY twenty one authorized positions along with the agency request an executive recommendation some of these figures will stay the same and some of them will change normally a change would represent an increase or decrease in positions but I'd like to remind everyone that positions are moving between the
department and its divisions so all you might see a reduction or an increase in the division those are mostly just being located amongst the department they aren't necessarily being increased or or reduced they're just being re allocated so to speak. There are however two exceptions rehabilitation services is truly eliminating a hundred and seven positions and this is because of the hot springs residential training center it was converted to a non residential center training center due to a decrease in federal funding.
In addition workforce services is growing by ten positions mostly due to cope in nineteen. Again these are the only true reductions in increases that have a net impact on the department's total number positions and the rest of the fluctuations represent movement amongst the department and its divisions. Starting a first with the department level of commerce there is an executive recommendation for three new classifications which can be seen on lines nine through eleven of the first page of the report. They're ten title changes
recommended on line sixteen through twenty five the executive is recommending eight re classifications which can be seen on page two lines six through thirteen. In addition thirty three positions are being transferred to shared services from the divisions in those positions can be seen starting on page two line eighteen page four line six. Next we will cover commerce's divisions. Seven eight is waterways commission it has one title change on line eight.
On the next pages seven B.. Development finance authority has eleven title changes on lines eight through eighteen they're also transferring eight positions to the department level and those positions can be seen on page one line twenty three three page two line eight. The next item is seven C. the division of aeronautics and it has one new classification on line nine and their two title changes on lines fourteen and fifteen in addition there is a
reclassification request on line twenty one. Seventy as the next item State Bank department it has seven title changes on lines eight through fourteen. The next item is seventy state securities department there six title changes on lines eight through thirteen. Seven F. the next pages state insurance department has one new classification request online nine there twenty seven title changes starting on page one line fourteen and ending on page
two line eighteen. Pardon me what lines fourteen ending on page two line eighteen there is also one reclassification request on page two one twenty four. And the next item is seven G. rehabilitation services. There are two new classification request on line nine and ten Furthermore there nineteen title changes listed on page one lines fifteen through page two line eleven. The agency is seeking to eliminate those one hundred and seven positions that were
associated with the hot springs center and those can be seen on page two line sixteen three page seven line twelve. Therefore reclassification request on page seven lines eighteen through twenty one. Senator AT transfer request listed on page eight one five three page eleven line seventeen seventy eight of those positions are being transferred into rehab for workforce services to consolidate all the blind services positions and that's why they're they're moving in there with rehab.
The next item is seven H. economic development commission. They have won the classification request online nine third twenty nine title change requests listed on page one line fourteen three page two line twenty. two pole positions that the agency is seeking to keep and those are west on page two one twenty five through page three line five in addition there's a reclassification request on page three line twelve and they're twenty three transfer requests which can be seen on page three
line seventeen through page four line seventeen. And then the next item is seven I the division of workforce services. There are three new classification requests on lines nine through eleven there are forty title change request starting on page one line sixteen and ending on page three line eleven. The agency seeking to keep three miscellaneous federal grant positions and eleven pole positions that they gained in the interim those can be seen
starting on page three line sixteen and ending on page four line seven. Furthermore there thirteen reclassification request that can be seen on page four line fourteen three page five one six. And then there are the seventy eight transfer requests that span the rest of the report and those are the ones that we referred to that are moving to rehab to consolidate those one services up positions. At there are two pieces a special language both pertaining to workforce services and they'd like to continue their extra
help language that provides for four hundred thirty three extra help positions that if use would not have hourly limitations and the second piece would also like to continue their additional put that position language that states that the director after receiving the approval of opium and after seeking prior review of a a L. C. JBC shall have the authority to establish such new or additional full time positions as may become necessary to carry out the objection objectives of the program in order to meet the requirements of new and or
expanded programs where such needed needs are financed by federal funds provided that not more than two hundred persons may be employed in addition to those authorized in the salary schedule and the right page on not exceed those set out in the salary schedule for compatible positions the executive recommendation provides for these request and that concludes my presentation for commerce and its divisions. They're sixty one transfer request joining on page four line thirteen and continuing through the end of the report these requests represent the thirty six positions that were approved back in June to move up the shared services and the rest of the positions are going to the department level because the often a consolidated their
regulatory division in the shared services as well. There are five pieces of special language the first three pertain to the revenue services division the division is seeking to continue their extra help exemption language that state which provides that there are no hourly limitations for extra help positions the second piece of one which relates to the
authority to employ certified law enforcement officers in the division is seeking to continue this language. The third piece of one which has to do with contingent positions the division is seeking to continue this language and change out director with secretary as defined by transformation the language states that if the secretary determines the division cannot continue a contract with a private provider in the then the division may use contingent positions after obtaining approval from a healthier JBC. The racing commission would like to continue their extra help provision which authorizes extra help to work over a thousand
hours a year and last the child support enforcement division would like to continue their extra help exemption languages states extra help positions do not have our limitations the executive provides for this request and this concludes my print presentation for the department and its divisions.
