Doing a non charge like twenty six other states on the fifty million for the second quarter experience ratings so it's my understanding the governor to do that by executive order even why are we choosing to take this money out of the carriage act funding now and move it over to the unemployment trust it is center right up apologize I'm not the person who can answer
that question I defer to the department of commerce or for services if there's somebody in his or someone here probably the commercial work for services. session and offer to fix in this is specifically for the second quarter of charges it doesn't make up the difference in the trust fund essentially be kicking the can down the road because eventually those funds are gonna be have to be made up by the businesses at some point so at some point the future those businesses will re experience some type of rate increase to make up the difference by transferring this the additional fifty million completely satisfies that second quarter and allows us to not to the the same. You mentioned the other states
on looking at the one two three four six eight nine ten eleven twelve thirteen fourteen additional states have done with Arkansas is attempting to do here and that is make up the difference by using cares funds proportionally looking at Alabama dated three hundred million I will four hundred and ninety million Mississippi hundred eighty two million the list goes on and on South Carolina five hundred million part of that is to be in I think we're fortunate in Arkansas that are trust fund is in a good
position that we're able to do this and offer this is an option to our businesses have we not carefully budgeted thanks to the legislature and throughout trust fund we wouldn't be in a position to do that and those states that issued the non charge at some point they're gonna have to make of that those funds with the be a borrowing from the federal government or charging that back to the businesses. So what is the balance in the unemployment trust fund as we sit here today I'd do not look at it this morning and looking back we can probably get you an
exact number I'm gonna say somewhere around seven hundred million maybe give or take we can probably look that up pretty quickly though we weren't six hundred twenty five million when the legislature approved the an additional hundred sixty five million so we've already added a hundred sixty five million you say that eventually the businesses would have to make it up the legislature as you know the legislature could fix the statute and essentially make the non charge permanent for second
quarter but we're just making a choice not to do that right we are choosing to spend cares that money even though we have a huge balance and are you I trust fund that's what we're we're making a choice to do that as opposed to doing other things like health bars and restaurants or help teachers or help others other things that are in great need support our schools were choosing to do this well I'm not I'm not trying to make it and you know you have to do this or that are fitting you know one one group against another this is. What we would need to do is a
state if we would want to issue a complete non charge and not have to wait for the second quarter of twenty twenty and not have to worry about the business is picking up I don't want to make this you know the of business trust fund issue versus some other you know very worthy cause out there these are the factors is related to the trust fund this is the recommendation that came from the care steering committee to transfer the additional fifty million. But you agree with me that we could choose of the governor could choose he has the
authority to issue an or an executive order have the non charge put in place and then the legislature if it's so choose can come chose can come in in January and make sure the businesses are not there in spirit experience ratings are not increased that could we could do that the you could do that but that does not take care of the issue of the funds available in the trust fund eventually it's going to have to be made up I mean businesses will be charged for the rest of the year going into Q. three the numbers tropic it's significantly better going from
about two hundred ten million to about ninety million in Q. three so it gets better but is this addresses the issue of actually funding the trust fund and keeping that balance a stable balance into our trust fund. By going that alternative route it does not address that what's the highest our trust fund is ever been right in the last couple of years Senate about where we are now at the would would have been free pandemic I don't know what what point in history or point out waving around eight hundred million
probably going up a little higher than that. this up in January of Mister president of the even though that were maybe a a hundred million down from a high water mark over the last. At least four years we have been in such a a positive position. in our unemployment trust fund that we have actually cut the rate to employers in this state correct yes Sir. So I have enjoyed and certainly
the hard work that you have done in bringing in jobs in and and retaining jobs the state all lead to that but the but our businesses have have enjoyed cuts in unemployment insurance over the last few years I think we need to think of carefully about the use of this fifty million dollars because in some ways I see this is we're right
here at the end and this is the easiest thing to kick in and to and take advantage of instead of thinking through it and utilizing it for of things that we might not be able to again we can fix this problem in the legislature and it is Mr president so that the governor has the executive authority to wave that second quarter and we can take it up of hopefully the pandemic is is will be over next year and when
we can take this up in the legislature and fix this of would you agree Mister president. Thank you center yes I I agree that the legislature has the ability or the governor has the ability to do the executive order to issue the non charge and then to center bonds point they could go back in readily actively do it the difference is that does not make up the the funds in the trust fund I'm looking we did the projections would be at Q. one twenty twenty one based on the current spend
rate in the trust fund down to six hundred thirty seven million dollars if we do not make that transfer so well it's been in a good position we have been able to you know cut cut the rates in years past on on businesses there is just so many impacted during that second quarter of of twenty twenty I guess making the case you're not for for the businesses you know twenty six thousand of them had experience claims during that second quarter this little out all those businesses to not have any
experience charges which to the senator's point can be issued however it would not make up the difference in our funding in our balance in our trust fund and I don't want to have to come back in you know next year when we we don't have cares fund or anything available to say we're gonna have to eventually make up those funds and raise the rate at a future date down the road this will allow us to completely satisfy it for that twenty twenty Q. two now we can continue to look at ways that we can fix it for for Q. three because there's no guarantee
there it could go up into Q. three so you know regardless I think of what of what is the decision on this and and making the transfer we do need to address that for for Q. three and beyond because centers what we don't know when a pandemic is going to be over will we see another spike in unemployment we hope not hope we will continue to get folks back to work but is it mean even at six thirty seven we're bumping up against all time highs in the trust fund of some of those that are or that
have been around a bit remember when we. were two hundred million in their arrears to the federal government and worked hard to get this trust fund built back up and in the dead and in the did in such a manner that our businesses in the last two maybe three sessions of have enjoyed when we we've cut the of of the Mr president if I remember right. Haven't we cut the number of weeks of eligibility for unemployment insurance in the
state of Arkansas from twenty six to sixteen weeks. The. That's correct one verify that and whenever I find that that is also if I'm not mistaken the lowest in the country would would you see if you could verify that for me.

So so we've cut it to sixteen
and then the follow up was is that the lowest in this in the in the United States for a number weeks for unemployment insurance Senator Inc Ingram I'm not I'm I'm not. Of familiar with the number of weeks for other states to have looked at that in the past but I would be A I'd rather look to make sure I do not believe that we are the lowest okay well I believe that we are so if you check that the and we'll find that out gladly thank you.

Thank you Mr chair just to be clear on the non charge issue is that option that is afforded the states by the federal government or is that an option that was created by the stage and offered up to the federal government. So on the nineteenth of those states have that option to to do a by statute so we don't have the ability statutorily that's what would have to come back in the session to to change your legislation here.
And even though it's your statement that even though a state may use that as a temporary fix it's not a long term solution because adventure lead some point the government's going to come back and ask for the for the funds is that correct eight it some point yes those funds are gonna have to be made up in into the trust fund as I said we're we're down to six hundred thirty seven million and and Q. one and what's the.

What are the advantage what are the advantages to it being built up verses. By holding what we have or even allow it spend down what's the

The benefits that employers is that there anyone does twenty six thousand businesses that have a lay off and are expecting a an experience claim an increase in the rates I will for twenty twenty one will be capped at the current rate going into twenty twenty one. All right and do you know of the twenty six states that are using the non charge and then the other ones that are using their cares ACT money to address the problem because it it sounds
like it's a of a principle of philosophy as far as which what you want to go about addressing the problem do you know if there's any overlap that the twenty six states that are using the Kerr that non charge option are also using cares ACT money or the two totally separate groups yarn I'm not sure on the the twenty six that senator bond speaking of the the ones I'm familiar with the that are using cares money or Alabama Georgia Iowa Maine Mississippi Montana
Nebraska New Hampshire North Dakota South Dakota South Carolina Tennessee and West Virginia but you don't know if that's the if they have that option or not those are just the ones that we've looked at for that is used okay Mississippi is to involve. necessary and and there's I know it's been a five all the way through for the carriers that people do to find out you know where the best place to put money years but this this is something affects all way across Arkansas goes down the fact in an employee also we get sick checker week that we've kept employed by working hard at it drown keeper thank you. governor doesn't do a and no charge order what. Happens with the rate what what is it where is that currently and what does it go to. It's so it's do you ida rate is calculated on a couple factors one is the stabilization rate that is going to be held consistent for this year because we put the one sixty five and back and and September the second part of that is an employer base you I tax rate which is determined by the contributions and the claims experience that's we're going to run into the biggest charges
that you'll you'll see based on the charges and calculated for the end of twenty twenty second quarter so June thirtieth so the second quarter is going to have a significant impact to those charges so in all in that second quarter twenty six thousand businesses had about two hundred seven million dollars worth claims systems not done those claims charges will be made up to the businesses eight four twenty twenty one so in December when everyone gets their all the
businesses get their tax bill for you live for the next year those charges will be required to be paid for that quarter so if I recall you had to the the thing that we did with a hundred sixty five million. Saved it from going from a it was a point two twenty point three yes Sir but this one part of that is one part of it the other part of it where is it at now and what will it go to. As far as the that depended on upon each individual business okay so each one has their own
but this on rank by doing this this would cover all twenty six thousand businesses that the rates will be held the same that was last year. There's not right now and this would be if we did this this would help the consistent for next year so what they paid this year would be the same for next year it will go up otherwise okay will not this is one other thing I'd like to ask you the total wage base will go but. Dr Childress okay. At the taxable wage base which was asked about earlier all the taxable wage base will go up
from of five of what it had been previously from seven thousand to ten thousand is that right to me look at my notes just a minute. Yes from seven thousand to ten thousand and we did report on that earlier this year the taxable wage based is is calculated based on unemployment insurance right so that's the number of individuals that are on unemployment it's also based on the balance in the trust fund used to pay benefits an amount of payments that were paid the previous year so if an employer
at a total right at three point one percent and has one employee who earns a total of twenty thousand for the year and is paid five thousand each quarter then the amount due Total in those quarters for twenty twenty would have been two hundred seventeen dollars based on five thousand but it will are based on the taxable wage base being at seven thousand which it was in twenty twenty and twenty twenty one it will go up to ten thousand
because of the increase in the unemployment right. Okay is okay sorry I was speaking to a Representative rye don't worry C. okay well one of the question of do you think that if we if we don't county held on to the money that we have on the phone right now do you think it could cause a hardship owner employers. Thank you very much Mr chair I'm I'm just trying to understand exactly what we're talking about here and one I am absolutely for making sure that we have the trust fund where where it needs to be I've got small businesses I we've had to lay off people PPP did not last long enough all of those kinds of things but what I want to know is that when I'm trying what I'm hearing is that there may be other options
for this fund of other options FOR waste to replenish the fund as opposed to not having options FOR hazard pay for for Medical of healthcare workers in the midst of covered in that kind of thing so so the question I'm asking is it are we talking about really the priorities for the carriers act funding. Or are we talking about the fact that this absolutely needs to be done in the cares tech finding
is the only way it needs to be done or that it could be done. Also this is what will make the trust fund holders options to issue a non charge that would include an executive order that then we need to be followed on by legislative action that could satisfy a non charge but it will not do anything to make up the funds into the trust fund the only way to make of funds in the trust fund or to put these cares funds into it or ask the
businesses to do so by doing an increase on what they're paying so you know I. I understand there's a lot of other options in needs out there in the state in that and I do hate we're down to the last you know kind of scraping the barrel at the that cares fund and I don't want to seem like you know this is bill this versus something else first you know all these other worthy causes out there you know we've we've gone through the one point two five billion it just so happened now we're getting to the end of the line for that cares fund and
this is an issue that is now going to be coming up because the December tax bills will be issued here next month so we need to know to give our businesses ample time to understand what they're gonna have to to be made up and that is certainly the option to could be do be done. DO legislatively but there's not gonna be the funds into the trust fund. Thank you very much thank you Mr chair. Senator Irvin.
Thank you Mr chair and I just wanted to speak on the because of the issue was actually brought by constituents to Representative Ladyman and Representative Ladyman and I scheduled a small business owners as particularly the ones that came or from great clips they are hair salons that got their bills in the mail and not bills but the reports and the mail and from the second quarter which showed how much money that they were going to then have to
pay potentially in January so the phone started ringing I'm sure the you've already sent the but from our situation your we've been contacted to bar constituents and Representative Ladyman brought that to the committee to public health committee which and we held meetings on that so you know that was kind of unfolding at that time and so we recognize that this is going to be a huge huge impact to small businesses in particular expressly those who have been hit so hard because they had to shut down
like your hair salons like your gems and and restaurants and so you know for for those folks they didn't want to have to They didn't want to have to you know lay people off but that they had to and now they're going to have to pay a huge portion of that because of their unemployment tax rate and so to me this is this is absolutely what we should have done in the first place you know with the the amendment need for the
unemployment trust fund it came second you know after the initial point pot of money came in this came secondly but you know this this is incredibly important I think this is something that a lot of legislators have talked to me about as being on the cares committee years during task force and that something they were very very concerned about and so you know the initial amount of money into the unemployment trust fund and then this fifty million and how that's going to offset that second quarter unemployment hit
that happened and that they're going to have to pay for now on the backend and they're just not gonna be able to do it mass bottom line they're not going to be able to pay that bill so we I absolutely support this and I just hope that my colleagues I understand you know constituents of ours brought this to us and we did our due diligence of scheduling them for a committee meeting they came down here they testified and and and that just think it's the right thing to do thank you Mr chair.
Senator Bonior the last one in the queue so you're recognized for a question or a motion and may have the what's the lowest projection we have for the trust fund next year are what it what are your projecting not though I mean you said and first quarter of next year the trust fund is at six thirty seven six hundred thirty seven million dollars what's it in Q. two I'd have to get that number to you and I'm looking at you one number thanks for the legislatures concern we thank the trust funds going to be at six hundred thirty seven million dollars. We already added a hundred sixty
five. Now out of a limited pot of money to deal with cove and we're going to add another fifty million to a fund balance that we know is going to be six hundred thirty seven million nobody is arguing that the that the businesses should. Be punished for second quarter layoffs what we're saying is we have options to do this a different way and the executive branch of the legislature if we approve this is choosing not to do it a different way that's the issue.
And sell out I would move that That we approved the cares act request but for the request for fifty million. In the report remove the fifty million from the report and let a else the vote that separately. Artillery. The first item is for it's a letter from energy environment it's request to make a transfer spending authority from shared services to the division of environmental quality the letter knows the transfer will not increase overall preparation levels for the department the schedules on the next page show the requested transfers. On the six pages schedule shows the department request transferred a total two hundred ten thousand and spending authority from regular salaries
in mass on items injured services to the same line items of various appropriation sections throughout the division of environmental quality. The next item is a letter from the department of labor licensing its request to make a transfer spending three two shared services from various divisions within the department to support for positions and cover ran internet copier in associate expenses the weather state the transfer will allow the department to pay a vendor from one warrants as a position eighteen different payments to the vendor for totals owed the scheduling next facials
requested transfers. And all that pages schedule shows that a proper request transfer in a total of a hundred ninety four thousand in this building authority this is from various divisions within labor licensing to the department shared services section this year those are the shared services reckless any questions on these items C. three. The next request is on the following pages letter from the CFO Rick recommend a transfer of five hundred twenty six thousand
from restrict reserve fund to the Arkansas school for the deaf a similar to the last request this transfers also for IT infrastructure and security system updates and the next page the letter from the school with more details about the request. The next request is for the division works as the police this letter from the C. for recommend the transfer of two point six million from the restricted reserve fund to state police and this fund will be used to provide FOR motor vehicles for the division earlier in the agenda the division may request for

Representative Dotson thank you Mr chair this maybe staff could answer this sore or possible Mr believe I'm just curious about the status of the restricted reserve funds and. And if all these are approved what what our current balance is
and any plans going forward with that. The current balance board to a trombone just a is about twenty seven million cash is the treasury is that after these are approved and that's before that's the balance as of yesterday so. And have I have an added all these up what. What will be left and then. I don't have to tell you but I can find for you quickly okay Smith Mr believe if all of you
have that tally but. About nineteen million left and. What what is our plan on replenishing the restricted reserve fund. You're recognized to check the DFA office of budget when we put together the the RSA for this year you recall we had to cut two hundred and five million dollars we we in March six we presented a balanced budget the Kobe to hit two weeks later we had a fiscal session so when those three weeks we had to take the balanced budget as presented
and fine and cut to one a to five million. That led to the category D. cut where we. across the board five percent cuts. We ended up in a place where we had two hundred five billion dollars in cuts since and sixty million dollars that we had squeezed together to meet that we did that by cutting out the rainy day fund we did that by cutting out funding for things like state police vehicles we able to scrape together sixty million dollars instead of trying to distribute that sixty million dollars across the two oh five in making our best guess
we put that sixty million dollars into the restricted reserve so at this point every month five million dollars in general revenue give or take is deposited in the restricted reserve. And what we told the agencies is do the best you can with what you got and if you need additional funding that's where you can come and request the category de funding to be restored which is what you're seeing here today with the deaf school implied school. So so basically the the remainder.
Yes the remainder the surplus from the the general I'm not reserve fund that we put into the Covert funds that ended the end of the fiscal year. That when we end of the fiscal year we're now using restricted reserve funds for those requests they're coming from agencies. Yes we had a cold and rainy day fund the we went in the last fiscal year we pulled all that money now we put that there to offset any kind of. Bad thing happening the reality was last fiscal year our
revenues state stronger agencies were able to absorb it we worked through it now moving forward with instead of using that cover nineteen rainy day fund were really using the restricted reserve fund kind of in a similar process and then finally Refresh my memory on on the proposed budget going forward or how much of that general lot more reserve fund read going to be putting into restricted reserve going for.
My recollection is that we do not and the governor's recommendation is not to provide any additional funding into restricted reserve the reason for that is two fold one once we were able to work out the budget and figure it out all of the agencies category D. request that had been asked for were filled in a in the guard balanced budget so that in our mind kind of excuses the need for the the additional funding for the restricted reserve the other thinking is that. The sixty million we have budget
in there now we don't know what the rest of the the year may bring but it's very likely they'll be something left over that will carry forward in the next year there is only nineteen million left out of that sixty rent correct but with every month will be adding five more okay so it's a growing balance throughout the year yes that sixty million that we we presented the RSA that'll be spread out across the entire year perfect that that makes more sense now thank you. Section II begins the miss lance federal grant requests and the first one is for the office of
the prosecutor the to request for thirty six thousand three hundred forty five and appropriations been federal funds they have a green for the department of justice to repay student loan that for those who chose careers as prosecutors in public defenders and to continue in that service this item is a hundred and fairly funded. The next item is easy to for development finance authority and this request for three million appropriation they have a grant from the US department of housing and urban development to construct the sensation center rental housing for extremely low income Arkansas
veterans and it is also a hundred and fairly funded. Next item the threes division of career and technical education it's request for two point nine million appropriation and they have a grant the US department of education for an increase in funding for operations and for awarding grants to sever Sabaeans. The next item the fourth department of health it's request for two point one million appropriation and they have a grant from the CDC to support state and efforts for ending the HIV epidemic statewide.
Next item the five department of parks heritage and tourism this request for forty one thousand in appropriations in federal funds for the Arkansas arts council they have a grant for the national endowment of the arts to increase allocation for funding for state grants in operations. E. six is for the purpose here just once more this is request for one point one million appropriations been funds for the parks division they have a grant from the department of interior of to allow for sub granting of the federal land and water conservation funds for outdoor recreation projects.
Number seven is department public safety it's request for three hundred ninety thousand appropriations been federal funds for the Arkansas crime information center they have a grant from the department of justice to pay for a new sex offender registration system. Item eight is for the department public safety it's request for two hundred sixty three thousand an appropriation this is a grant from the if made through the court a coronavirus emergency supplemental funding program to create an update the department's website and purchase laptops printers scanners and other equipment
needed for essential employees to work remotely. Item nine is for the department of health and this is a request for for the department of to establish eleven positions the department has sufficient spending authority from a previous MF G. request the positions are part of a grant from the CDC to respond to go in nineteen outbreak ale see review the positions for title in grade tomorrow during a personal report. department health and similar to last request this item is to establish another eighteen positions for the department spent thirty was reviewed the previous image the requests and again the tiles in grades will be on ales he's agenda tomorrow. the next three items eleven twelve and thirteen for the department of commerce the request total four hundred thirty five thousand appropriation to spend federal funds for the insurance department they have a grant from the private health and Human Services to provide assistance to people likely to be eligible for the low income
subsidy program and all items are hundreds in federally funded so moved item number fourteen for the department of health. And this is a request for three hundred thousand appropriation they have a green for the department of health and Human Services to improve minority health using descriptive descriptive statistical analysis and it's a hundred civilly funded. Item number fifteen is for the
department Human Services its request for seven hundred sixty seven sixty three thousand appropriation spin funds for the division of aging adult and behavioral health they have a grant from the department of health and Human Services to implement the Arkansas prescription drug opioid overdose prevention program. Do any of these funds go toward educational. initiatives to try to Get people aware I mean we we granting are we getting information out there to try to prevent on the front end people from comp contracting the disease.
Begins. Williams. Department of health. I am representing Dotson these funds are used to target testing for identification of individuals that are HIV positive and then getting them link to care so it doesn't include a a prevention education component. Is is there something. Somewhere else within your overall budget that you do that
sort of work yes Sir we do that work utilizing other other federal funding streams but this one is specific for identification of folks that may not know that their positive and getting them linked into care. Then I have another one Mr okay the other is on I guess primarily number ten here and get to it. This is
I believe. This is the one that talked about personnel for contact tracing Refresh my memory if you will with regards to contract tracing in the overall strategy in goal of it. If I recall it was to try to the goal contact tracing is to limit the spread or contain something in a particular area so so it doesn't get out in.
I we kind of past that point this this point it's. It seems to me is if. Covert nineteen is kind of everywhere. And. I'm I'm not hearing great results from contact tracing what what is adding additional staff going to do for that. The question. So Contact which is still in effect at this point and still has an impact on the disease if we did
not engage in contact tracing at this time the spread of the cove and within our communities would be significant higher. While there are difficulties and has these have been noted they are being addressed and at this point there's no recommendation from the CDC or other agencies to to abandon current mechanisms for mitigation and identification of individuals are infected so we think that this is still a worthwhile
endeavor and we want to continue for with. So is this going to reduce the amount of time it takes for contact tracers overall to actually communicate with folks because I don't know about the rest of my colleagues but I students still here a lot of reports that sometimes it's taking. Weeks for someone to actually and in a they hear about it. Weeks after I mean by that point that are to be out of quarantine I don't know that that's
incredibly effective in in the goal of contractors right you are correct that when you are that far out it doesn't have an effect with the that is the minority of cases as opposed to the majority that we are trying to reach in a timely fashion and impact on their spread so the these individuals this funding will help support that this one to become even more important in the face of what is happening today and that is our numbers are increasing significantly we
are as I mentioned yesterday or in the past the we are getting ready to escalate into a logarithmic growth and if that happens then it's more important to to really try to get this under control we want prevent this from happening so having this this month these funds available now and for future use certainly will it will be useful in contact with and then finally for may when someone is contacted by it
contact tracer and the answer the questions or whatever then does the department health put mandatory quarantine on them or order them into isolation what what what is the current status of that and in I guess the the bat if someone's tested positive. Their families exposure and that sort of thing of what I've heard is they're released after ten days from testing but then family
members. Our fourteen days in quarantine after that so you're looking at. Over three weeks worth of someone being that may not if ever even tested positive it's so you are correct in that the individual that is the index case the first person that is positive big if it is a long complicated case ten days is fine the family or the persons are living with that individual may need to go into quarantine
fourteen days after that if if they cannot isolate appropriately within the family unit so if the home is large enough so that the index case can segregate themselves and avoid contact use appropriate measures that facemask sanitation of the bathrooms and things like that it is possible for a home environment exposure not to go for fourteen days after but that those those
situations are discussed individually with with the contact research in and the contact tracer makes that final determination I believe that's correct yes. Thank you. Senator hammer. Thank you Mr chair. I noted on this of requested represent Dodge was just talking about there's a lot of duties that are signed to these eleven individuals I didn't see the
total dollar amount on our break out she'd what's the total dollar amount on this one. Yes Sir the total dollar amount of the entry level salaries for all the positions they're requesting or one point seven million. In the interest paid duration of the federal funds is July thirty first of twenty twenty one. Twenty twenty two one of these grants goes to July twenty twenty two and the other one hands and October twenty twenty two.
Okay the sheet I'm looking at says July thirty first twenty twenty one so so it's going to go further than that. That's my understanding which will then tell. Of the eleven people that are gonna be hired. A how many are actually going to be used in the contact tracing. A area because it it seems to talk about them doing a lot of other things you. The the duties of these
positions more has a support effect for contact tracing so the epidemiologist collect the data and and make predictions about the disease and the incidents and the prevalence of the disease and so they they gather the information and then also some of these individuals we will be working with our congregate settings such as nursing homes and assisting with the efforts that we have there and then also in our laboratory some of these individuals will be working our laboratory.
So not directly involved in contact tracing in the traditional sense but supporting that effort in making that more effective. The. The contact tracer. When the contact tracer gets involved. It starts with them getting the neighbor somebody that's had a positive test result correct. Correct. How do they know where the beginning of the source was. That you would.
You would put that either in a shopping center environment a church environment nursing home environment what definitive way do you have to know to sign where the source of origin was that the person started their journey with their covert nineteen diagnosis. I'll attempt in Dr Meryl can add but the initial the initial start to a case is that the case investigation so that's separate from contact tracing so that's when we call that positive case
and we do an interview and collect a lot information about you know who they've been around who are the close contacts to that individual that meet that definition where they've been then once we get those contacts from that initial case then the case skews me the contact tracing begins so you have to have that first step of interviewing that case before you can go to the next step of contact Tracy so those percentages that are put out the newspaper the reports that we get that say ex number percent
are attributed to XYZ are they is up is that information taken from the contact tracer or is that information taken from the investigative study the investigation with the with the positive case okay are thank you Mr. Senator Ingram. Thank you Mr chair of following up on Representative Dotson and also Senator hammer mention this yesterday. You know I've got really serious concerns about the money that we spend on contact tracing.
Of and Dr Romero to his credit he sent me an email at twelve oh six last night. I I head ask what was the metric how many days are. Or is there taking or are a what is taking in step one that was just describe their. And anecdotally. Represent Dotson mention it Senator hammer mention about a football team A in his district that it'd been nine or ten or eleven days since then there was
no contact whatsoever I'm getting those same questions from my constituents that there is no follow up from the health department and Dr Mauro said that that was a minority in if it is it's of vocal minority because we're all hearing. I guess my question is in what bothered me last night or this morning when I saw doctor Meryl's response to me was that he was going to have somebody to get with me with what the metric was.
I would have thought you would have known that off the top of your head if it was taken three point four days to contact in step one that's the most important step if it's nine ten eleven or twelve days every dollar we spend after that as far as I can tell is probably wasted on contact Tracy but let me ask again. What is the metric that we're using and what is the average number of days that this step one is taking place.

around forty eight hours or. So are we we your we your contact somebody within forty eight hours that's what our every Jesus yes Sir so bringing these additional people loan should bring that even down for I'm the staff will be mostly as the deputy director Oct on Adams mentioned these are supporters that these are epidemiologist of the case investigation stays more with armed nursing staff the epidemiologists or really those individuals to take that information and turn into something actionable so is
information that we can use to inform where we're going with our pendant. Well forty eight hours is certainly a lot different than what I think the feedback that we get anecdotally from people that have not been contacted of the but you agree with me that this first phase that if it's any further I thank at what point does it began to be worthless to have the contact tracers involved.
It is it nine ten eleven twelve thirteen days if nobody's been contacted in step one. I'm not certain that there's been an exact measure put out by the CDC I can really give it an exact but you are correct so that they're it there will come a time where during the course of persons on this and that there is no longer in at the you don't really any value to to do in the case of escape or the I'm sorry the contact tracing because they've already gone through their faxes period the
contacts Rhodia quarantine that is the minority of cases Sir we do keep an eye on that as as best as we possibly can. Do you feel like that forty eight hours has been pretty much the average the sense well let's just say the first of July do you do you think that that is indicative to where we are now the four year that we've been contacted people within forty eight hours that time frame is actually come down since July first week we keep has not on a weekly basis going back actually to July first and
beyond and then measure that forty eight hours has reduced since that time for okay thank you very much additional comment so the the other the other thing to keep in mind is that as this epidemic progresses within our state there will be more and more stress on the contact tracers and so these numbers are are a moment in time they may not hold true in four weeks but I think it's important to understand that we are continuing to monitor this on a
weekly basis as part of our Q. eight U. R. well I I don't I'm not as worried about the contact tracers is I am step one because with that step land being incorrect then is you just testified to the contact tracers would that make any difference so so that I'm worried about that step one that we that you referred to Mr Hankins. the same information I I got a complaint on Monday. From a constituent and she said here I was sick and contact tracers A called me I gave them all my information and then an hour later contact tracer be called may I get them all my information a couple of hours later contact tracers seat called me and civil somehow that's not entered into our system I might have discounted this except that I had the very same experience myself.
I was diagnosed on October the twenty fourth tested positive and I was called pretty quickly within forty eight hours gave all my information and then lo and behold about three hours later another contact tracer called me and I said I just did this and the response was well it somehow wasn't entered we need to do it all again what's with this one why is this still happening after all these months we should have some of these Kinks worked out.
I will say that it getting contacted twice it should be the norm because the unit if you're a case a positive case you will get a call from what we call a case investigator and then a separate person will call you as a contact tracer to keep your contacts so now the third time I can't explain I'm not sure and less there was just like you said some kind of malfunction but getting the case is getting contacted twice it is standard
process the case investigator is usually a nurse and does the interview of the case and then the contact tracer many times is not a not a nurse that's assigned to contact tracing follow up please is. Could that be made clear to the person who is being called because when I questioned why are we doing this again that was not explained to me. Yes will will clarify that with our our vendors that are doing the case investigation contact tracing I and our staff
internally to make sure that's communicated I think that would be helpful. Thank you. Senator rice. Following up from another. Kobe case. one I was contacted from the health department person a hike in Batesville only Boyce call initially after that I didn't hear from anybody other than I got a text.
I got a text ever day is that a contact racer. So for me that that is a part of the follow up that occurs after you have been entered in the system and and I suppose I assume that was so alert which is a system that looks to see if you have develop symptoms while you're being followed and and I have experience with that also through that they do call you and they should keep chat tabs on you for fourteen days was that the case your in
your situation part ten days yeah so it it has to do with that it's it's the it's the following and and. All contact writers what we've approved budget far in here are hired firms that do that. That correct. And how do you audit them how do you know. Somebody says I made fifty calls today how do you know that correct. Yes the contact trade we do have
case investigators inside the department that are working and then also some that we contract out but almost all the contact tracing now is done with our vendors and in our agreements with them in our contracts with them there's metrics detail metrics and the required report to that to us on a daily or weekly basis we compile that doubt data as Dr Seema said we meet regularly to review it we follow we're in constant communications with our vendors to address problems or issues
that we're seeing or where we feel like they're not meeting our expectations thank you thank you Mr. Senator hammer I have you back in the queue if you're ready and have a question yes yes Sir and and Mr chair thank you for the latitude because this is going to help make decisions Marshall thanks for the latitude Re educate me on something on the contact tracing so somebody goes and gets a test and the health department gets that
information that they've tested positive. Does the health department contact that person or do you turn that over to the companies that got the contact tracing a contract and it's their job to begin that. So it depends on where the test was done. So if if you go to your doctor's office and you have the test done is responsibility the doctor to provide that wrist that test to you and at the same
time communicate that results of the health department. If it is done at a pharmacy the same occur the pharmacy should inform you somehow of the result and then refer the result to the health department that lag that time in there we have no control over so again I'm not making excuses for why you here for about nine days or not but in some cases what we have found is that the test is being done by a physician. That position notifies the
patient but doesn't get that information to us for several days after that once we have that information then we kick in that forty eight hour clock now talking about our system that is your public health lab in your public health lab we have a positive test we then reach out immediately. Forty four forty eight hours after that test is positive to begin the contact tracing and I'll leave it to doctor seven to give more detail if if appropriate.
The committee you had every point. Does that explain for why some of our constituents and are not finding out till summer some are even get contacted at all yeah so so I I as I said before I don't wanna make excuses Sir but but that may be the reason why you're seeing some of these nine or ten days I I can tell you that we are the health department once we have a positive we reach out within that period of time right and that's also a metric that is the
time from positivity to the time of of of reaching out we have that test and and we try to do that within the forty eight hour period and shorted even more so I do believe that some of this is due in part because it's going either to a physician to the pharmacy or some other place and then that individual duly notifies the patient but the result doesn't come to us for several days after that. Because I'm a when we debated heavily about the two contracts
going out for the contact tracer part of the justification was that the health department could keep up with the demand load at the time as far as being able contact everybody so then it became necessary for the contact tracers to to be involved in my in my correct my memory on that I believe that's correct Sir. A I'm not aware of any request that they have but we're going to process now as I understand it reviewing all the funds that are out there making sure that they're not going to get spent that they are utilized effectively so my assumption is that the secretary Smith and others are constantly getting requests or looking at different options last night the steering committee approved a request contingent upon additional money being made available and additional time being made available so they are looking at some other options what was that
