this is not about the report but I'm just curious because at our last meeting representative Beck made a presentation regarding class sizes in small school districts. And this is a question from either Mr. Silverstein or Ms. Brown. Did you all do any work with respect to the average class size in those rural school districts? I think we have 53 of those, and I'm talking about within the grades of K through 4.

talked a little bit the some of the classes data that we had is more it's every teacher in the school so it's not specific class sizes like like day versus first versus second.
So we don't have a level of detail. What we do know was, especially from stakeholder feedback, some of the struggles that those smaller rural communities have in meeting some of the guidelines and staffing in the right way when you have pretty small cohorts of students in different grades. And that's in part why we have suggested in the further adequacy study, really looking at a district size adjustment would take into account some of those economies of scale issues that the smaller more isolated

the matrix the staffing ratios for K through three based on both the information that you received from Pikes and Auden over time, all the research we could do nationally on academic research and other adequacy studies. So that would kind of be for everyone. Then we are also making a recommendation that there are some real economies of scale issues for your smallest districts. A big part of that is the factors that we found in really your smaller more rural communities having lower salaries to really offset some of the class size issues that we have. They
need more staff in order to staff what are tend to be smaller class sizes and so they tend to pay less to do that and what we're recommending is that like in many states you would actually adjust the per-pupil amount of funding for those smaller communities because they tend to have some of those issues like needing to have smaller classes is just based on having less kids in each grade. I think it was in kind of early November the first set of recommendations we

probably lacked some context around the processes you already have in place to try to get more teachers into a teacher pipeline and into some
of your harder to staff schools and communities. And so the recommendation here really is to leverage the systems you as a state Arkansas already have in place to try to address these discrepancies that we do see where you have lower qualified, you tend to have lower qualified staff and more non-certified staff in your more rural and your more economically disadvantaged communities. And so trying to leverage those systems that you've already in place, which include loan programs and some debt relief,
things like that to try to really focus those into these districts. So that's the change we made in two. We also made a little bit of a, just a language change in career readiness that is more about really showing that we're talking about getting everyone career ready with college being one of those options. And so it's that preparedness, and I can let Amanda talk a little bit more that and then we highlighted a little bit more in in recommendation one that
district size adjustment that I just talked about and a little bit more some examples just overall and report about how you might do that I think those are three adjustments where we say updated so we didn't change any of the recommendations one was a minor language adjustment in the career readiness we got a little bit better I think alignment with what's currently happening in the state in number two around teacher quality and then one was just a little bit more highlight on that district size. And we just shifted it to instead of saying on graduation, Arkansas students are career ready to Arkansas students should be prepared to take the next step. So we try to emphasize at that beginning a little bit more of the preparedness, as Justin mentioned.

I'm not sure where the statement is best placed and if it needs to be designated as a legislative statement rather than one from our consultants, but in the recommendations, I would like to add the following statement. Based on research and Arkansas case study findings at the schools who perform best especially with low income and el students demonstrate many of the
characteristics of plcs such as strong leaders staff school culture targeted data driven intervention and body highly recommends this body highly recommends the plc pilot program as currently facilitated by solution tree be considered as an integral component of adequacy and that the program be continued until all schools have been converted into a full PLC format. It further recommends that our schools of higher education incorporate PLC principles into their curriculum for elementary and secondary education degrees
and that the Department of Elementary and Secondary Education continue to make recommendations to the legislature for reasonable and proper implementation and maintenance of this program. and that's her statement sir ma'am that's her statement and she wants to add this to the

Madam Chair. Two things. One is when we were talking about the class size, I know
one of the discussion, well, the discussion I had is I was seeing a way that we might deal the class size um we've got the recommendation uh from the consultants but the way we could handle that because class size is dealt with in our standards that is something that we are not
we are not bound by this that does not keep us from doing anything about standards you know in this upcoming session because that is not something that is in the the um that's not in the report whatsoever as opposed to just discussing class size. That would seem to be the way to do it. What it would do, I think, is give some guidance to, or I think it'd be too strong to say a mandate. It would mean that when we fund the matrix, we would need to fund the matrix per the
standards, and that would be important to remember. And the next thing is, I guess, kind of a question to the chairs. The issue of the task force, which I think is probably one of the most pressing things we need to think about, is that, I just don't remember, legislatively, do we have any leeway in, if we wanted to go ahead and try to get started on at least looking at that, Do we have any leeway, I guess, legislatively,
in being able to do something with that right now? Because it's something that's so important. We've got to wait until this session's over and then the interim and then wait until somebody else comes back and says, we're going to have a point where that kind of puts us at least three to four years down the road in

I think that we do need to be very careful with sole source contracts, especially when we award a contract to an organization where the data has not come in.
because if we're not careful awarding those type of contracts, then what we're doing, we're entrusting them, we're entrusting our kids into their hands, and we don't have the data to prove that they've been successful with the work that they've done in the district. So I think what we need to do, I just think that we need to proceed with caution, especially when something has not been contested. Right now, what we have is an uncontested commodity because no results are in.

Okay. Representative Beck. Thank you. And I may be just staying on the point. This is back to the PLC point. I think it's important. and I appreciate you saying that we should pull a solution tree out of that, but I would argue that we might want to take that a step further, and as opposed to that concept is a concept that's used in industry and other places.
It's just kind of the people did a great job of recooking that for the educational process. So my point would be in the report, we should probably say that we encourage the process driven by the PLCs, which means that that would open it up to other agencies or other companies if you wanted to do it. but also encourage that a lot of within, certainly within the business world,
a lot of companies take this on as a train-to-trainer type of thing and then go out and do all that. And I know that the PLCs have some of that in their program, but I like the idea. I think it's spot on that we ought to start telling our educators right now that our next generation of teachers need to come in loaded with the PLC things in there. but also let's recognize that we might be able to, instead of saying that we have to go out and buy this program, this program is not a unique program.
It's used in other, like I said, it's used in a lot of other business applications. It's just the collaborativeness of it. So I would encourage us to say that we encourage the education community to continue on with the process but not mandate that you have to buy a certain program. I mean, it's very well that you could have a program that is adopted. You know, after the PLC is actually done in the school, it's pretty much self-sustaining. It doesn't require that you have someone else come in there.
So why couldn't we take that program and really extend it out to all of our school districts? My point is, if I want to boil it down to this, is we don't need to say that you have to buy the program. you could actually generate the program ourselves within our schools.

I hear what you're saying, Representative Beck, and I think that's what a lot of schools were trying to do before. It wasn't working. Once we evolved Solution Tree and really got them on board, they have a really unique PLC setup, and I know a lot of you have them in your schools in certain areas,
and they have worked and are doing a fabulous job at changing things, as some of you all heard the testimony on it. And I just want to make sure we don't promote them in this as far as being a sole source only. If you put their name in there, then that's who it looks like you're trying to promote, and I don't want to do that. It seems in our last meeting that there was a discussion of all the different approaches on, like, recommendation one. but I don't remember there being a recommendation at that time that we would take the hybrid approach. So it seems like that's an update, but I guess the question I would have linked to that is, are we not already doing the update? I mean, we used the every two-year study, and we just hired a consultant
that could fit into that every, whatever it says, every five to seven years. I mean, is that not really what we're already

I think we see the studies that were done by PICUS and Auden as kind of the more full-fledged look at using an adequacy study approach to look at all aspects of the system.
And we are recommending that you would add at least one other of the approaches. We are not saying which one you would use, though, in our recommendation, we are saying we think using a resource based model like evidence based or professional judgment with something that's more data driven, like cost function or successful schools would be important. I don't you know, we were explicitly asked not to apply any of those approaches in this study. that was part of the the rewrite of the RFP so I don't think we would say that the approaches have
been applied in in this review though we've reviewed all aspects of the system and I'm not sure that BLR applies approaches every two years they do review what's happening in the system and they definitely do adequacy work but they don't in in the way we look at them don't kind of apply the the approaches themselves and kind of go through the full re rework of an adequacy study that that some that you've done in the past so i

up there that we're talking about. Just historically, a reminder that when we first still started working on adequacy the um the legislation said that we shall uh that we would
have a study you know in the every two years and in 2007 that word study was changed to review and so number one is in concert with the way we changed the legislation in 2007 so the use of that word review is really important. And so what we'd be talking about seems to me, unless there's some other intent, we're talking about strictly what is done by the Bureau
because that is literally a review per legislation. So I just want to confirm that
with our consultants if that is the way they are viewing that. Senator, the way we have

four approaches, but especially a full evidence-based review or a full professional judgment review or a full

cost function, it's a big lift.
And it can take in and of itself a year, a year and a half. And what we've seen as really best practice is that in that kind of six to 10 year window, you undertake a full set of study. And we would again suggest that it include at least one resource based lens and one data driven lens. So we probably don't see it as feasible for BLR to undertake a full cost function and a full evidence base every two years, both financially, that's difficult.
And we don't know if there's a lot of kind of return on investment in doing it that frequently. OK. with any organization or company or whatever, be it affiliated with a consulting firm or a university, or a private nonprofit or whatever, but listening to those teachers that came up here almost with tears in their eyes talking about how they'd help these kids, I became a believer in this. I think it belongs in the report, and I believe with all the smart people that have already straightened out the language to everybody's content, I can go along with it.
