Thank you, Chairman. This bill was brought to me by the county treasurers, and it's pretty much a cleanup bill and updating language to modern times. It cleans up the treasurer's financial records. it gives the this is mainly for the larger counties the giving them an option based on savings and efficiency a way to outsource their payroll and jury checks and also in 1995 there It covers two bills, and it cleans up the language with those dual judicial districts in the county. Also their checks, the banking system is six months, and our laws say a year, so it cleans that language up to match the banking. It allows the disbursements of the county funds through electronic transfer for payments to the federal or the state governmental entities. Senator Hamer, you're recognized. Thank you, Mr. Chair. The bill before you, Senate Bill 154, is a bill to work on with the association counties, also with the county judges, and I'll hit the three high points of the bill, And then we have Saline County Judge Jeff Ferry, who is in the holding room, and also Mark Whitmore with the Association of Counties to testify if the chair would like to. Basically what the bill does is it establishes the fact that the county clerk or clerks, because some fire districts are in more than one county, is determined to be the official keeper and verifier of the signatures of the petition that would be required to be turned in, which is actually part of old language that's referenced on page one line 30 it talks about the number of signatures that would have to be gathered in the event of fire department wanted to convert to be a fire protection district and so it establishes the fact that the clerk is the keeper of the official records then over on page two lines 17 through 19 it establishes that the quorum court that once those signatures are presented to the quorum court that they shall have a public hearing in order to discuss no less than 30 days no more than 60 days historically there's been a problem throughout the state in some areas where a petition has been presented and it's just laid dormant and last legislative session we tried to address that and this is a modification to that process but it does require in law that the quorum court would have to hear the public hearing once the threshold of the signatures are presented and so it does provide for that public hearing then to take place. And then it strikes out some of the old language that would have allowed for a letter to be presented to the quorum court to be acted on. And so that's essence what the bill does.
