It makes two adjustments in classifications for the existing positions we have. And it reduces the appropriation authority by 10% over the current appropriation.

Buddy Johnson, I'm the parliamentarian for the House of Representatives and Coordinator of Legislative Services. I'm in my capacity in the latter position. I have placed on your desk a copy of the Accountable Reimbursement Plan.
It's something that we've had in place at the House of Representatives for about 30 years. And Amendment 70 to the Constitution authorizes members of the General Assembly to be reimbursed for certain expenses related to their jobs. And these reimbursements are made within the limitations provided by law. To guarantee compliance with the Constitution and with the Internal Revenue Service guidelines, the House of each new General Assembly adopts an accountable plan for the purposes of reimbursing members.
And this one has been reviewed by our tax council, and it is something that we have been advised to formally adopt every two years in recognition by the membership that these are the policies used by the House to reimburse you for your expenses and that they are in compliance with, or our processes are in compliance with the state constitution
and with the IRS. Any questions from the committee? All right. Let me ask one question.

years ago? No, sir. No, sir, there are not. So this has stayed the same for a long period of time. And, you know, when there have been changes made to it over the years, for instance, when the voters approved the constitutional amendment creating the Citizens Commission, it resulted in different processes in place for reimbursement of members for their office expenses, mainly.
And so that went through some changes then, but the gist of it, you know, has always remained the same. What is reimbursable, what is not, and it gives pretty good commentary about why that's the case. Any other questions from the committee? Mr. Chairman, I think the appropriate response for the committee would be to endorse the accountable plan and forward it to the membership

of the House. So, the FBI and Homeland Security, I think, among others, have done some evaluations
in the past about ways to better improve their operations for the Secretary of State. One of those, among other things, the thing that we're talking about today was they needed to move their police offices, capital police offices out of that location there by the tunnel where it is at now. And so they've explored several possibilities and what we, through Chairman Wing's careful and conservative assigning of offices,
we've been able to come up with a space in the basement that they will be able to utilize for other office duties down there that will free up some space in the basement for their Capitol Police offices and duty stations and all such as that. So, with that said, we felt like that we should come and just make this—it's not something we've kept secret,
but we kind of wanted to get formal approval from House management that we are seriously considering making this move with your approval.

When Secretary Thurston took office, we had access to records at that time where the FBI and the Department of Homeland Security had done a survey back in 2003 and had recommended that the where the current police state capital police office is and there and the that dispatch area there be moved from the front of the building because it's vulnerable
okay so we also had had the same people come in and with different agents and did a different evaluation they came up with the very same thing and so it is for security plus plus uh with the addition of the the additional 10 officers that y'all approved for us to have we're absolutely totally run out of space on first floor so it's a combination of security because that puts us in a central location and it's underground and it gives us space to be able to to store equipment
and, and it gives the, gives, there's lots of logistic advantages to that. They've got direct access to the, to the outside through the, the basement door. They have, the way that that particular, the way the capital is structured there, they have some very, very secure areas where we can store armaments and ammunition and, and equipment, and it gives them a central location to operate from. So it is all for security.
