This bill was actually brought to representative height by a member of the police department in Prairie Grove in an area where there's a lot of country roads and curvy roads, older vehicles that don't have the automatic headlights like most of the new ones do. And so what this bill does is it just makes a quick change to the current statute, which previously said that those vehicles that don't have the automatic headlights, whether that be all-terrain vehicles golf carts cars whatever normally would have to turn on their lights one half an hour after sunset and they could be turned back off one half hour before sunrise and having a duck hunted with senator garner here it's still pretty dark a half hour before sunrise so it just becomes a safety issue for a lot of areas especially in in the more rural areas where you have you know cars coming around the corners and things like that so what What this has been asked to do is to change it. And also there was a challenge they said at times for people having to go to court and argue whether or not it was 29 minutes before or after sunset or sunrise or 28 minutes or whatever. And this just takes away all those things and says, if it's sunrise, you can turn them back on. And if I would turn them back off, if it's sunset, you need to turn your lights on. So that would fall into all those kinds of categories like cars and all-terrain vehicles and things like that. And I'd be happy to take

Do you know? From what the feedback I've gotten from several law enforcement officers, they actually normally kick on well before sunset. So, I mean, and they've said they've never had any of these, they've never had examples of at least this particular officer of where he had to pull somebody over and said they had the automatic ones and they didn't come on so I'm sure excuse me as the life goes on in those vehicles that might be an issue but in newer vehicles it's not a problem so usually they come on well before sunset okay thank you senator garner a comment

in a question typically the way it works for auto vehicles is there's a sensor on the dash that once the sunlight that goes out it comes on it kicks on based on that thing so if you look on cloudy days sometimes it'll kick on during the day it's based on that sensor if they don't have full-time lights to your question about duck hunting and the hours sunset typically it is fairly still lit outside that from my experience I mean it's it's enough that you could honestly walk around and drive without your light so I think 30 minutes afterwards is a very distinguishable time where it's much much much darker at that time what concerns me about this is I mean it it can be fairly lit outside and you not notice it and be get a ticket whenever I think 30 minutes after is to the point that it sees that there's no reasonable excuse where you could say I did not know it was after dark that's just from my experience of staying out after certain times in fact sometimes I have to look at my watch to know if it's sunrise or sunset depending on what it is So I'm a little concerned about a ticket. I have, my concern is I see a grace period in what we have at 30 minutes before and 30 minutes after and in this it's it's kind of like duck hunting with the hours you are strict sunrise sunset and that changes that changes by the minute every day depending on you know I mean it just you'd have to track that and it's one thing to track during duck season but it's another thing to track every day of the year when to turn your headlights on and off I think, and in the law now, it says that any other time when there is not sufficient light to render clarity within like 500 feet, that's like 166 yards. So, I mean, there's that in the law and that's staying in here under this. so I just I feel more comfortable with the grace period of the 30 minutes even though I see you know the where they're coming from on a set set time but it also could be abused in certain situations so if it was brought by one one enforcement officer I don't know that we have an agreeance upon those who enforce the law.
