Senate bill to sixty four so with that I will need to turn the chair over to Senator Elliot. Senator but are you ready. I let me know when you're ready. Well the first one is to sixty four you're ready for that one. So Senate bill two sixty four and Senate bill two sixty five do go together and so I know that this is I'll also start with Senate bill two sixty four but like I said this one and two sixty five kind of go together so of what sixty four does is it changes really a title from the and on page one and lines thirty and the corrections school system into the Arkansas correctional school district and really this is what this bill does is restored really just changing names and that's references and in in this part of the statute the two sixty five bill and they were not on that one that they go together because the department of corrections is really what they're doing is they're merging their programs together to create more of of a integrated as school system and school district for the abilities to teach the inmates everything that they need to teach them and so they actually are consolidating these add to programs which is in the other bill and so to sixty four is really just a name change bill. And if there's department of corrections folks here yes when it come up it may I have a Solomon graves come up and he can explain this a lot better sure anybody has any questions or issues. So unless unless people have particular questions We we can ask the questions and then if we need to present something then we will do that to me go ahead and and and sit down I'm just just checking to see if people have questions or concerns yes sixty four is kind of the aftermath of two sixty five. Senate bill sixty one it is just at a. It really is an exciting opportunity again on the career coaching program and and what this bill particularly is going to to really address is expanding the career coach cutting programs it was launched in two thousand and nine and is set to assist middle school and high school students and preparing for and press secondary education employment or military service and so in the first five years of implementation the program met and exceeded college readiness metrics and improved overall state level outcomes I'm at the conclusion of the first five years it expanded with first restructuring of group of the performance measures to include college and career readiness metrics and it has continued to just demonstrate that it's been successful over the past ten years and helping those students really prepare for their next step and so currently only half of the counties in the state of Arkansas forty nine point three percent of them have access to this great opportunity for the program's intervention so we want to make sure that the program grows to meet the needs and assist in education and assist in the communities in which these career coaches are located within their school districts in the state to meet those goals for improving educational attainment workforce development the career coaches This is through the Division it will support the Division of career and technical education and expanding this program and the goal is to try to get it into all seventy five counties and to update the measures of success for students closer by career coaches to include the following different things increases in college going rates increased ACT scores decreases and remediation rates increased applications for financial aid and a higher percentage of students that are gonna be participating work for work based learning experiences so that is what the dip bill does and if you have questions we have folks from the agency. Thank you I have a question to Chesterfield. You're in thank Senator Irvin for the deal I'm not opposed to it but what is concerning when we have this legislative days and In the public schools and I ask these youngsters whether or not current credit or getting all the services in the answer's no. And I'm wondering Rev State Farm can help me with that why is it that some schools seem to be more aware more woke as the case was state on this issue. In other school districts. Is there a reason is being applied statewide. Is it just for some keys. The Department. I will tell you senator Chesterfield You know whenever I was in high school here and we had somebody who worked intensely with every single statement and it was so great because a lot of parents don't have that same level of understanding and knowledge I mean college in the hired the next level and ACT classes and taken in ACT course it's complicated you're going on the. One why school rights yes I understand compared to my mother I'm I'm the second person my family greatly. And I had to walk that walk. But it doesn't make sense to me the children today who have all of this ability here all of this stuff available. I'm not being made aware of it and I don't think is centrally the say it's being intentionally done in order for this to work there must be intentionality and when I Hickey it's nine three taking concurrent courses when I don't even know what I don't even know what I'm talking about yeah in this part of New to mills university studies. But do I thank you so much for the question and so I believe that when we are looking at what the bill is able to do that's going to begin to address one of it which you're asking because currently on the look at Pulaski County we are not in all schools and ask you County so we mention meals high school that is not one of the schools that we are currently able to serve that with Parkview high school what I will say is that we have one career coach that's there but our desired ratio per student is one correct because for five hundred students but due to current funding and doing to to current opportunities were not able to have that level of correct ratio for part you so I do feel like that with the bill that would begin to address a lot of that because we will be able to expand have more staff in place to be able to spread the word because those students that are receiving the touch to get that information but unfortunately because we don't have the ability to fund those positions because of the restricted dollars we're not able to get to as many as we like to is that the same a concurrent courses as well. so you're asking or is it a matter of they are not the counselors and I'm doing it what is what is going on with that why is it that some schools seem to be more equal than others in their knowledge of the availability in making that availability a parent to the keys that they're supposed to serve so I will say that part of what we desire to take place with the group because program is that students to receive information about concurrent credit and other opportunities be on what they're gonna be doing at the high school level so there is that opportunity for them to share that information but I I can't say whether or not that that's because the school counselors have been able to deliver that part I would say that is just a part of what they all are able to do. Thank you. Are there any other questions. I have a question about the but a new language under section two where you have to shall jointly acquired with an institution of higher education the school district. To what extent is that it and equitable requirements. Does everybody have that opportunity how how do we measure whether or not. Yes but will for everybody to be able to do so when it comes to the partnership use your using the school district and the. You are the school did not considered sons of the school to participate in a school district shall apply jointly with an institution of higher education and education service at their other things he or she service co op or non profit organization shall apply to the Division of career technical education so that this joint thing when I'm trying to figure out support extent is that equitable for everybody to have somebody to join with to be able to make the application. so that's part of the reason why we wanted to make sure that we didn't just limited to at two or four year institution because there may be some schools that it may be at geographical location or just partnerships that they've established that they may be better for them to partner with an education service cooperative so that was our intent and that piece of it when we earlier had discussions is want to make sure that. The school districts have that opportunity to partner with someone outside of themselves because we've been able to find is that if there is a nother entity that is the employing body of that correct coach and they are the ones that got to work for that individual then we are better to make them better opportunities to make sure that the work is being done with fidelity would like for it to be done so that's what we set that up and that structure mmhm so in some areas it may be a two year college summit maybe or for media education and then if there's just not that opportunity we have opened it up a little bit to where there's a nonprofit that wants to help to support we feel that partnership really strengthens the program and allows for the correct just to be able to do what they're supposed. I'm because there that are you know you have the five hundred per coach ratio so and that's one thing and should be I wish it were smaller than that even but. Because it is limited if if there are I don't know three or four school districts within a coop area who want to participate. And they all say all right that would have I don't know five hundred students that's just let's just say two or three of under whatever how do you do to how would you go about determining since you can only get say one is is is there are criteria other criteria to determine how that coach gets deployed to which district. Yes ma'am so currently we do have some schools that are doing that through the current model we had majority them with the two year colleges and so we may I say look at a school that has a hundred and fifty students in this one has three fifty and so what those to school districts will do they'll share the cost what. And then we'll build them proportion out say you go to the school to have three fifty three days a week and you go to the one that has one fifty two days a week so that we're kind of sharing that responsibility there are no that number of students that are being served we're kind of trying to make a proportional to what that would mean. I'm asking supposes like a park view and the new southwest high school. And they both might have five hundred students who could. You know who could benefit from this how would you decide which one of them would get the call just when I'm trying to find out are there criteria to do that sure so so let currently in Little Rock we have one correct coach per school which is again what I would say we would want to make sure we can look at those numbers as we have the opportunity to reduce that down and so Pulaski tech isn't the whole site for those schools and they deploy a career coach to each one of those schools so that scenario we're not having to decide who goes where each high school has their own career coach yes but I'm really not asking just for little rock I really mean it to be and do not have a question concerning are going to be bigger than that. Yeah but but but you know if there is not a problem anywhere in the state that's fine I'm just trying to figure out because if somebody is eligible this is eligible to different schools we're going to hear about it unless I know well the reason they made that decision is this this and this last night saw yes Sir all right I just I was told that but this is the map right now just so you can see geographically of where in the counties are shaded in blue there is a career coach somewhere they aren't there isn't just. Members are really appreciate the discussion because when I went to to to Mountain View and there wasn't really that intense focus with the the students like Senator Chesterfield side a lot of kids did not even know to take the PS eighty and a lot of money on the table because they didn't take the PS I. T. and they could have qualified for national merit semifinalist or finalist and then the concurrent credit courses that are available to them to do is just such a great track to get them into higher education or into whatever they're going to see at the next level beyond high school so you know just such a it's such an important program and I think it's exciting that we are having the ability to expand its all counties so I just so appreciate a good vote all right I I did I did want to ask one thing if you would do on the other hand on page three letter H. fax line twenty what we will normally do in cases like this the increase the ACT scores some kids might be taken is it just the eighties ACT scores were concerned about or is it okay if it's the SAT or other kind of tests that we accept or is it just if it's not I don't want to belabor right now it is not I would appreciate an amendment there is so that we know exactly what we're doing and be conclusive all right for the motion to out do pass their second. Senate bill sixty two amends provisions of the Arkansas code concerning the right to read at. the bulk of this legislation passed in twenty seventeen and expanded and twenty nineteen and it has been implemented the state is actually received national attention for Rights Arkansas and the commitment to teaching reading based on scientific reading research the legislation revision only extends the original timeline by two years for an educator to demonstrate proficiency or awareness in the knowledge and practices of scientific reading instruction the revision this revision before you does not change the original intent or purpose of the right to read legislation all districts and educators are currently participating in science of reading professional development and this extension is requested due to covert nineteen and the cancellation of postponement of the science of reading professional development. All right of center Chesterfield. Senator did you visit with Senator Elliot about it about this amendment since it was our bill. Good afternoon Stacy Smith Arkansas department of education The right to rebuild west Senator Elliott original bill I think four years ago and then I think last year we had I think Senator Irvin and Senator English actually made amendments to it so far as far as this specific date change I did not consult with Senator Elliot I just wonder because a lot of these bills and I'm looking at right now. Had a genesis with Senate grilling. And even though you don't have to it's got a nice sometimes if we visit with folks whose ideas we decide we want to change yes ma'am and I think that's just a courtesy. because Senator English nor senator Irving. read the genesis of this nor are they the reason that you brought the bill to them but at some point in time. So she's leaving your act like for her to get some of the credit that you do for the ideas issues brought to this chamber that's all I understand that thank you. If you senator or anybody else but I am just. I am concerned that the legacy that she brings to education is sometimes they need to know what lately. Yeah read the signs reading she. In think about community schools she. We start changing it she never ever get this question all consulting about any of it and it is annoying to me that this is happening so I just want to say that on the record. Thank you. Irvine you're recognized thank you so and as senator Chesterfield spoke and this is this is an an amendment to the community schools act and I you know the concept and and you can read the bill and I I know that they did reach out to Senator Elliot I believe That the facts or Thomas but I'm sorry what did you say I'm sorry I know that this was something that we are it's been a long going and process so again this is that an important approach to allow for the schools to act as a community school approach where all these different organizations can come in and really use that schools as an anchor in as a place for the community to come together and then do some great things for both the students and for the community itself and I know that we have some folks here that are here to testify on the bill as well. The committee members have a question and you want to wait till somebody else's your question when asked now senator would you rather wait until somebody who are I've got Cory Biggs as the first priority has become on this bill so come on up please thank you yeah. When he's coming about a doing a talk about a program that was implemented and Mountain View school district called save the children and we were able to to work three you know kind of this concept and just the impact that it has made on those schools and on those children and their families is just incredibly important and so and this is an exciting piece of legislation that I know that is expanding things that we've done already and I'll just let Mr Biggs discusses. I'm critics with forward Arkansas I don't have the time to and to the overview that Senator Irvin provided but just as a means to contacts this is it's a great idea it's been around for a while across the country so it's approve an idea it is fairly new to Arkansas it just in the last year has its first to school districts in Batesville in Little Rock who are implementing the community school model so it's here now and and I will say center Chesterfield this is an issue that Senator Joyce Elliott was one of if not the earliest legislative champions for and I'm proud to give her the credit for that this is really the bill is just designed to provide a road map for other districts and other schools across the state to do exactly what is getting started and Batesville in Little Rock and it defines what a community school is it really it also defines what the community school coordinator role is which is really the important piece you know that person is the the person who is ultimately tasked with. Reaching out into the community and forming these partnerships to bring resources to bear in your service to purposes with within this community school model one that takes a lot of the burden away from teachers and administrators so they can focus on academics but it also is a person whose full time job is to focus on getting the services to the students and families that are in the most need of those services said really to match that up and make sure that we're doing right by our kids. And I have to add my my dad was a graduate of Batesville high school he's a pioneer and and this is exciting to see that that's happening and Batesville I have family there and roots there and my dad being a graduate of their and but it's just exciting to see you know what they're doing and how they're just fully integrating all the different things you know for the students and for their families and and so this exciting exciting opportunity I think for all the schools in the state of Arkansas to participate in. And they don't have to recreate. The thing is in the form of a there was one of my first question I have and I want to be sure I'm interpreting this correctly because I think it's a good change part of the amendment the I want to be sure on Page three line fifteen The Amendment changes this to mean that it's not gonna be one or more but this means we're going to include all of the pillars all for the pillars and that's a really good thing because when we start talking about implementing this for the ality. We don't want to do it be doing things piece by piece and then wonder what happened on the the other the other question I have for your consideration yes I think community schools are a very good way to answer respond to some of the issues that we might have so I guess I'm asking Mr Biggs it sounds so strange the things to be X. here we are at least as big is not missed a big Hi I I noticed that it is for either public schools traditional public schools are charter schools which I don't necessarily have an issue with except that we know we have limited resources and that one set one school is set up for one thing and the other side of a wholly different way. So I would really like to see us putting the emphasis for community schools on the traditional public schools because that's where the vision is about how it would work because that's where you're going to how you're going to have most of the kids and that's where you're going to get the most I you know I don't mean it necessarily just bang for your Buck but that there is there is a matter of get into the most families get into the most kids and husband larger schools situated so that we can do all the things the community school that we wish to do so it would make sense to me if we would at least say in this bill that we will place a priority on the traditional public schools because that's what we're going to get the most out of what we are trying to do as opposed to you I mean we never envisioned to start with Charter schools to be in the massive kind of schools we have for although in some cases we like in Little Rock we create a whole brand new district I get that of charter schools so what are your thoughts about that if we were. Using our resources to target to get the most from the circles yes Sir you're right it it's written to apply to any type of school because we we would love nothing more than for every school in Arkansas to actually adopt the community school model and we should we should be so lucky as a state every school was doing this I think that you know we certainly recognize that the vast majority of our public schools in this state are traditional public schools and it's it's why when when this bill was coming together that was in the first section the pardon lies to the traditional public schools that comes before anything that's written to apply to the charter schools and as I just mentioned earlier you know I think the the key of making this whole thing you know is having that person who really focuses in on what the needs are of the students and families of the highest need and that's one of the ethos of the entire community school model so I can just say aye I would love nothing more than to see traditional public schools adopt this model and to see it really thrive in traditional public schools. Thank you for that and the other thing around that out less people think you know I'm I'm just being petty about this there are there some other considerations for us putting the emphasis on these traditional public schools. If a commuter school is going to work well it has to have community partners there are just so I don't care where you are they're just so many community partners to go around and what we'd like folk city thinking about is where you're going to see where you're going to provider services are where you're going to provide your support in a way that we get the most from that's the other reason that as a matter of policy we ought to be given at letting people understand this is what the best policy is from my perspective and this is how we'd like you to to join us in the effort because if you don't anybody can just choose whatever school to partner up with that and we might not and and and nobody said you can't do that but you might not be making the best choices for getting the most bang for what you're doing and we don't give them any can't afford you know of that kind of guidance in the bill so I guess the question Senator Irvin is Can we sit down and have a conversation before we take this bill down to the Senate and even if we pass I'm not trying to hold up the bill but I'll at least have a conversation discussing whether or not that amendment is something that you would entertain because I'm not going to try to hold it up in here today okay yeah I mean what you mean talking to to the house and. And on the house in if we can come to an understanding that that yeah I'd love to sit down and talk with you about it I mean I know what you're saying because I remember I mean you know we have limited resources for I mean I talk about my district office limit you know I have reached out to say you know we these kids need someplace to go they don't have any place after school to go they don't have a boys and girls club they don't have their have anything and and I reach out to to see if the boys and girls club could be bills but we just know the answer was no because you don't have enough donors and enough commitment to keep it sustainable I understand that but it still doesn't solve my problem but so I mean I think you have you know you definitely I definitely want to sit down and talk with you through it is going to be good about it if it's a community school even if to students to go to a charter school that a community school will encompass everybody you know this after school thing and so forth it's not saying you can't come to be served by community school sure but if you're making a decision about which one's going to be a community school that's the thing I want us to think about that okay are any further questions from anybody up front of of the of Mr critics. Partner with with a school to create a community school and they choose to do a public charter school with a bill to limit. Access to that too public school students. So I think there might be some confusion this this school model it's not a governance model it's just a it's a set of strategies that can be applied in a traditional public school or conversion charter or an open enrollment charter doesn't matter it's just setting aside a structure and putting a person within that structure whose job no matter what the type of the school is is to reach out to community partners you know put together imho use put together all of the things that it takes to get the services that whatever those students in that school need get that in there and they they look different every single one of those country looks totally different from the next one so it's very flexible it's just the set of strategies to adapt to whatever that's when the. Okay and I believe to you know this allows them then to also apply for the federal they're federal grants available there's all kinds of different things available so this this opens the door for a lot of that as well. Give us the flexibility to pull data from relevant sources to make sure that the student to get an accurate depiction of what the performance of that institution might be and then some of that just the first page we moved we did ask to move it from one section of title six to another from student loans to accountability just make more sense to go with that and that title so that change a lot of number in. Senate bill one fifty nine if you remember in in the last session Senator Davis I'm actually brought forth a bill similar to this to allow our public school systems to be able to implement a police department on their campuses to allow the people that they hired to go through the police academy training and and then implement a full department. On the on the On their school in a within their school district what this bill does just adds. Service schools that have that same option of. Got this language and in a consultation with secretary cook from public safety in the vision of law enforcement. And The information if you'll notice on page two of the bill a lot of a lot of information you're seeing is where they're just adding the word private school to the existing code on section two on page two sorry online for it says a law enforcement officer for private school is permitted to attend the Arkansas law enforcement training academy for training instruction and then it also Rick is going to require we vetted in they have to pay any nest necessary transportation costs and that they would reimburse the division of law enforcement standards for any training or instruction so it's gonna require the if a private school chooses to do this and I've had one in Northwest Arkansas contact me that they are interested in this what we reason why I wrote this bill to begin with they'll have to go through all the same requirements the steps that the public schools anybody else would have to send their staff through law enforcement training so I would be happy to take any questions are there any questions or center aims.
