And there's no there's actually no salaries increase involved in this for the state police and if I can just briefly explain it so you'd understand that the structure of the state police the chain of command is you have a trooper and after so many years just based on his tenure or tenure they go to trooper first class and there is a pay raise for that that's already built in and then after so many more years they based on their service to the Department and based on their ten year they go to what they call corporal which also gives them an increase and and pay. And at that point the ten year no longer really is included as far as any type of pay raises other than normally what they get in the course of a year the only way the real bad said to that would be you'd have to take the all all the tales to promotional days you had to be promoted to sergeant back when I was still working they came up with an ideal that you know there's a lot of people don't wanna be promoted I don't want to take those tasks and their their content and staying on corporal. So what they did they decide to be able to recognize those strippers that had went ahead and stay with the apartment and you have many years of service matter of fact twenty years of service at that point. They would be recognized as seniors senior corporals L. when the recognizes senior corporal servers there's not a pay increase. It doesn't give a munition provides real stories that would add to that had to be a sergeant or above and basically what it is is just a way for the department to say thanks you know thanks for staying with us thanks for your twenty years of service the only thing that changes is they are given of the age instead of saying corporal loaded it says senior corporal choice just wanted to have someone on the back recognizable and and applaud them for a job well done and that's what this bill does this was in place when I was working and for some reason it went away and course the state police been requested they bring this back so that those senior corpus can be recognized for their twenty years of service so with that I will take any questions. Thank you Mr Speaker colleagues like many of you following this past election I received concerns from constituents about election integrity transparency and security and so as chair of the technology committee and began to Mull over the idea how we can better use technology to ensure the integrity openness and fairness of our elections I came up with a couple of ideas and I took those ideas to the Secretary of State and they were intrigued by these ideas but unfortunately the complexities involved in implementing these ideas was more than we can get done this session I'll give it a for a for example so one of my ideas involved actually an idea that would make the voter ID almost a thing of the past the reason why we do voter ID's for to propose to general purposes one as we want to make sure that a person only boats once and we want we don't necessarily care who you are we also want to make sure your voting in your correct district. Right now the department of information systems is working on a master citizen address file the a very basic Function of state government is. If you were the DMB they've got her address if you've got a hundred registration card I've got your address the county clerks have your address please your voter ID you're definitely has our address for taxes and so forth so not if you move in you update your address with the Driver's license borough nobody else has that information and is blind to it so imagine if we had one central master address file where I as a citizen if I move I go to that one location I update my address everybody in state government gets it and it's a verified address so they'll be a third party that verifies that yes the address I put in is true. So how would this be used election so imagine walking into the voting booth instead of pulling out of order ID or anything you walk up to a machine they scan your thumbprint after they scan your thumb print a photo pops up so that the election Clerk says that yes indeed that that thumbprint does belong to Stephen Meeks once identification as been made about biometrics it goes out grabs my address so I think I'm grabbing my current address and then populates my ballot based upon my current address that's technology that currently exist the benefits are. You can only vote once you don't have to worry about somebody voting for you after your dad and we verified the you that you are indeed a citizen of the state of Arkansas and but as you can imagine to implement something like that is fairly complex and we just don't have time to work out any of those details so what this bill does this bill ask the General Assembly to authorize the state agency's committee in cooperation with city county local the ability to study how we can use technologies to better secure the integrity of our elections the first question that might come up is why do you need a bill to authorize a committee just to do something that they can already do this is our committee and they and it passed unanimously out of to the committee this is a committee making a. Saying we're gonna be dedicating to studying this issue for the citizens of Arkansas to make sure that our elections are safe secure and transparent so with that I'd be able to entertain any questions. Call it is extremely important I know a lot of you've been kind of wonder what we're going to start the process is for is reviewing the constitutional amendments so we've got time set aside to do that you'll be contacted B. by bill are some of you already have been is for scheduling scheduling before state agencies to hear the constitutional amendments we're going to meet on Monday mornings in here the regular agenda we are going to start meeting on Monday afternoon you will hear or hear Constitutional amendments only then we will come back and not meet on Wednesday morning state agency members but we will meet on Wednesday afternoons and that at that time all kind of gauge the agenda to determine if we have room for regular bills or jets Constitutional amendments or a mixture of both so watch for those emails from bail or we need to move through these constitutional amendments no shell bills will be allowed it has to be filled in and it will make take the process from there Mister Speaker you have any further on an that just well I just want members to make sure they're paying attention to that so what we're doing in order to make sure there's time to hear Constitutional amendments as were freeing up time for state agencies to meet Monday afternoon and Wednesday afternoon as well as have a meeting Monday morning to take up their regular bills that the way we're accomplishing this is Unfortunately that that agriculture forestry economic development committee has an agenda that can be managed at least just at this point with one meeting a week which will now be Wednesday morning with state agencies having the afternoon meetings now that will allow them to have as much time as they recently need in the afternoons because obviously we've got a number of amendments and they'd be hard they'll be presented without a vote and then we will come back later in the session to take up an actual vote on on the amendments you know based on kinda where that where the interest lies there okay so just wanna buy to be aware of that if you have a good an amendment that you filed as Reprezent Tosh said we're not going to look the representantes not allow you to present the amendment if it hasn't been filled in so you're not good bill to present a shell bill and say what it could do we want the amendment filled in if you want to present but work with represents Tosh as far as scheduling goes all right everybody understand. Additionally Arkansas girls and boys state will take place the first week in June they're programs this year will be completely virtual at the house plans to participate in only the mock legislative sessions for both the girls state on June first invoice state on June fourth if you're interested in participating please see amber price or who will have sign up sheets a deadline to sign up is Thursday March eleven members unfortunately due to the nature of participating virtually we're gonna have just a limited amount of spots available and so you can we're going letter by sign up that's interested and then we'll based on that we'll try and get as many people accommodated to work with that but unfortunately we may not be able to accommodate everybody that wants to work with girls state boys state. Interop reminder I know that the bill was presented but just to reiterate that we have passed the resolution it will go to the Senate in that would allow us to take off Twenty third. Spring break week will be here Monday and Tuesday then we'll take off but just so everybody knows so you can hopefully plan accordingly and Hopefully the Senate will pass that resolutions well which I fully anticipate but just wanna make sure you notice that in terms of what we've what we've been doing scheduling wise all right.
