Thank you madam chair I don't know how I got this bill but I guess the fact that I was a poultry farmer for thirty eight years Pardon me. On the record. The Department bag asked me to run this bill the clean up this language it these the means of disposal of crop up carcasses on poultry farms is that uh they make that determination by rule in these that these items here
some of them is are outdated and we just need to clean up the language the some of my no longer used Currently I believe the only way is that are being used for composting and incineration is that correct the one week when I first started and there's been a you know it's it's it's changed over the years there was uh we had pets and then that was determined not to be
environmentally friendly we went to and that consideration was available on farm freezing I always thought was the best. Means for the farmer it was the easiest I thought it was the the most environmentally friendly because they that the integrators would pick up those birds and then taken to the the protein plant the rendering plant and then they would recycle that and so but. Currently right now it's the composting on the farm that can
be in the form of a composting shed or eco drum if anybody's familiar with them it to a drum proximally forty feet long about four five feet in diameter and it and it slowly rotates and the birds of compost and then they they they are extracted out of the other ran and then that's used as fertilizer but the. You're welcome to present the bill or house bill sixteen thirty six dresses a feral hogs we add some definitions and some clarifications and I appreciate secretary ward being here he can explain a little bit more about
what we're trying to do with this bill. I thank you Sir it thank you and your German the the feral hog legislation that's of four years is a product of the for all the revocation task force so that's or a broad group of of partners from within this state agencies as well as partner organizations throughout the state that have an interest in feral hogs and Service that task force continues to meet regularly to to work to read Kate for Aug throughout the state this your cleanup legislation is is a
product of of those efforts of of the group and the recommendations move forward in particular just a couple things to point out one is that a clarify some language but the probably the larger point is that I currently transporting feral hogs is is a criminal offense and sometimes that's harder because you have a higher burden a higher standard of proof in order to criminally prosecute grimly convict someone as to what this I think one of the main points of this is that it allows livestock and poultry commission to impose an administrative penalty if
someone is is breaking the rules regarding paralogs transport paralogs a little bit easier process to to enforce feral hog rules throughout the state it also to it will completely Fund for hog revocation efforts but those administrative penalties would be used to to further continue accreditation efforts throughout the state we we got ourselves of our partners that are here today as well as a or for all quarter for the Department but would be happy to answer any questions anyone might have.

some may remember that I actually mention this on our first day of session which was January eleventh that was the day after this and I made looted to the fact that that it was the hundredth anniversary but for for those of us from South Arkansas the discovery will really was is probably a large part regardless of what industry you're in what occupation you're in for probably most in south Arkansas it has had some impact on on our lives and the
communities that we have particularly in Union County Columbia County Washita county and the surrounding counties and so just given the impact that the oil industry has had on our communities our state and our nation I felt it was appropriate to offer this resolution and with that I'd be glad to answer any questions are there any questions.
