There are four discretionary grants for the department of healthalth. the first is a400,000 dollars federal grant tobaptist Health Medical Center and it is for funding for public access to the breastfeeding support line? and then items 2,3 and4 are all grants to three separate vendors for the operation of the 988 suicide andrisis Lifeline they're Arkansas Foundation for

Thank you Katie. Any questions for Dan? d2 with that objection these items stand reviewed itemtem E one thank you Mr Chair. Over
Speaker 16
12:12
to item E. these are the contracts that are presented for the committee's review this month. you'll see the beginning of item E there's a letter from OsP director Miss Jessica Patterson stating that all the contracts
Speaker 20
12:23
presented for review this month were found to be
procured in a legal manner they also mention on the bottom of page one the contracts that were procured through through traditional RfP method and the most advantageous proposal method and then finally I want to just want to draw your attention to page two. you may recall that due to some legislation during this session, OSP has been working with Eoso to revise their procedures and how they procure and so as part of that they're required
to provide a monthly report on their progress. so you'll see on page two of our letter it says that they have completed their work with Aosso to review and revise portions of the Arkansas procurement
Speaker 16
13:09
rules and they're currently under review by the governor's office and they're beginning the promulgation process of those rules so that is submitted for the committee's information
Speaker 20
13:19
today. Next we have ratifications. there are two for your review today. The first is on item E page3. This is a ratification from the state
Department of Public Safety statelice. this is a request for ratification of services provided by Wittenberg Deloney and Davidson. and according to the letter and the corresponding documentation that you'll see in the next 20 pages the state police had a building that was taken out by a tornado in Harrison and in following the reconstruction the state police used the same architect that originally
Speaker 16
13:59
designed the building to move forward with rebuilding the building and there was a misunderstanding about the threshold for reporting they were under the impression that the threshold was 25,000 but they later learned that the spending threshold was actually 20,000 and so they've come to this committee to report that they have gone over the threshold of $20,000 and they're asking for ratification of this action That takes you all
Speaker 16
14:32
This is a letter from the department of Public Safety . This ratification is for this committee to review the lease of vehicles that has occurred between the commission on law enforcementandards and training they received some vehicles from the Washington County sheriff and through a self- audit of the agency they discovered that they don't technically or legally have the capacity to receive donated vehicles and so in response they have set up a lease for these
vehicles for the commission to lease the vehicles from the county sheriff for dollar per vehicle per year and the commission assumes all liability on these vehicles and so this is just to make sure everything is technically and legally sound and this is for the committee's review today. These are the ratifications, Mr Chair. thank you Katie. Any questions? if not,

Kylecunningham state forester department of agriculture so got a question on the soil fumigation so I've been farming right up here ' ve been farming for30 years. Tell me what we use s soil fumigation
Speaker 75
29:34
for the contract so we grow anywhere from6 to8
million tree seedlings atalham nursery every year and about three quarter of those are hardwood ceilings and in order to successfully grow hardwood ceilings you pretty much have to sterilize the soil initially and that's for nematodes and seedheads and things like that and soil well I just I had I had to ask
Speaker 68
29:54
because usually it's in an orchard or something like that and they didn't know you know that you do that in a row crop situation for some of our yeah we tarp and glue and make sure it stays where we put that's
what I'm saying if you you know unless it's a controlled deal so all right thank you very much sorry to sorry to come up but I had to ask. Oh no that's fine thank you senator John Representative Eaes thank you have

the record and who you're with Courtney Salis ford Department of Education. g re g rogers department of education Darrell Smith Department of Education thank you all for being here. I have a question on item four for the Cleo it's a contract amendment adding additional funding for private school grants, application fees and reporting. can you just tell me what we're doing there, how much we're spending what we're adding to
Speaker 88
31:12
well I can speak to what we're adding to and so basically what the now that we've gone to universal we've got over4546 1000 students in the program which is gonna and we anticipate over500,000 applications or invoices that we're gonna have to review over the next year and so what we're looking at now is a process and a program that's gonna allow us basically to detect irregularities enforced spending limits monitor vendors those types of things like realtime monitoring for highrisk spending activity flags transactions
that would meet or exceed defin thresh old track the spending for students vendors schoolle type anomalies look for identified vendors with suspicious activities and strengthen just a n some of our vendor accountability. So basically what we're looking for is anomalous activity within the program to make sure that it is transparent and we have a lot of integrity with the spending so are you saying those safeguards are not
Representative Les D. Eaves

32:05
in the current contract? well at this time this this
Speaker 88
32:08
program did not exist at the time of the original contract which program?
the one that we're talking about now the one we're expanding to it's lass wallet did not have this program available and the numbers that we were deal dealing with were much smaller and they were primely or just private schools so that the ability for some of these anomalies weren't there when we were in the initial parts of
Speaker 93
32:31
the program Representative Eaves if I can add it so a lot of what he's speaking
Speaker 95
32:35
to has been done by individuals both within our agency and atlass wallet, um, because to his point it was manageable to do that since
the inception of the program as it has expanded Class wallet has improved their program and added these additional features which will aid the individuals that are already looking at those things, um, and help them identify them more easily and if I could also just add that while that is one component of this expansionlass wallet is also administering some of the school safety grants the the50 million set aside that you all did. and so not all of this is going just for the addition for the EF
A portion. it's also for our literacy tutoring grants and

for the school safetydministration. got it all right thank you for
