chair said beginning with item b of your agenda these are the methods of finance for your review this month you'll find at first a letter from dfa
certifying that these are the methods of finance approved for the month and then following that you have a summary schedule on item b page two you'll see there are 10 projects submitted for this month number one is with department of agriculture it is a new method of finance for an open-sided heavy equipment shed construction valued at beginning at $112,000. They're using federal grants for this project. Number two is with ASU Jonesboro. This is for their loop trail e-phones. This is a new MOF initially valued at $487,000 using 100% university funds. Number three
also with ASU Jonesboro is a new MOF for $806,000 for a bovine teaching barn. They hope to use university reserves for this project. Number four, also ASU Jonesboro. This is for an equine teaching barn for $789,000, also using university reserves. Number five is with Southern Arkansas University for athletic facilities. This is a new MOF initially valued at $11.5 million. They will use 80% foundation funds and 20% reserves. This was also mentioned in peer by
Billy, so just making that connection for you. Number six is with SAU Tech for the Arkansas Fire Training Academy various projects. This is amending an existing MOF, increasing it by $162,000 using federal ARPA funds. Going on to the next page, number seven, with U of A Fayetteville, this $19.8 million MOF is for the Maple Hill District steam to hot water conversion. You'll see this is also listed in the Alternative Delivery Projects section of our agenda today, but this is just the MOF.
They are stating they're going to do this project initially for $19.8 million, and they're using university reserves. Number eight is with ASMSA. This is a $4.2 million project for the ASMSA Alumni Hall and a new charter field. They hope to use reserves and general revenue reimbursements. Number nine with the University of Central Arkansas for Campus District Loop and Hydronics Refresh Project. This is initially valued at $10 million using capital reserves. And finally, number 10 with the University of Arkansas, East Arkansas Community College.
This is $499,000 for a concrete pad for their CDL program. They are using 20% plant funds and 80% hired grant funds

breastfeeding support line. And then items two, three, and four are all grants to three separate vendors for the operation of the 988 Suicide and Crisis Lifeline. They're Arkansas Foundation for Medical Care, NWA Crisis Intervention Center, and the Western Arkansas Counseling and Guidance Center. Ms. Jessica Patterson, stating that all the contracts presented for review this month were found to be procured in a legal manner. They also mention on the bottom of page one the contracts that were procured through the traditional RFP method and the most advantageous proposal method. And then finally, I just want to draw your attention to page two.
You may recall that due to some legislation during the session, OSP has been working with ACASO to revise their procedures and how they procure. And so as part of that, they're required to provide a monthly report on their progress. So you'll see on page two of our letter, it says that they have completed their work with ACASO to review and revise portions of the Arkansas Procurement Rules. And they are currently under

Next, we have ratifications. There are two for your review today. The first is on item E, page three. This is a ratification from the State Department of Public Safety, State Police. This is a request for ratification of services provided by Wittenberg, Deloney, and Davidson. And according to the letter and the corresponding documentation that you'll see in the next 20 pages, the State Police had a building that was taken out by a tornado in Harrison.
And in following the reconstruction, the state police used the same architect that originally designed the building to move forward with

rebuilding the building. And there was a misunderstanding about the threshold for reporting. They were under the impression that the threshold was $25,000, but they later learned that the spending threshold was actually $20,000. And so they've come to this committee to report that they have gone over the threshold of $20,000, and they're asking for ratification of this action.

have to review over the next year and so what we're looking at now is a process and a program that's going to allow us basically to detect irregularities enforce spending limits monitor vendors those types of things like real-time monitoring for high-risk spending activity uh flag transactions that would meet or exceed the fine threshold track the spending for students vendors school level type anomalies look for identify vendors with suspicious activities and strengthen just a vendor some of our vendor accountability so basically we're looking for is
anomalous activity within the program to make sure that it's transparent and we have a lot of integrity with the spending so

Number four, Department of Finance and Administration Child Support Enforcement with Pronto Process Services, servers. This is for process services. Number five, Department of Health with Arkansas Children's Hospital. This is amendment five to an existing contract to provide funds for the Arkansas Home Visiting Network statewide. Number 6 on page 57 with DHS, Division of Aging Adults and Behavioral Health Services with ERISA Health.
This is funding for comprehensive substance abuse treatment services. Also, contracts number 7 and 8 are also with DHS, Division of Aging Adults and Behavioral Health, also for comprehensive substance abuse treatment services for Catchment Area 5 and Catchment Area 4. That takes us over to item 9 on page 59, also with DHS, Division of Aging, Adults, and Behavioral Health with Harbor House Incorporated. This is for specialized women's substance abuse treatment services.
Contract number 10 and 11 on the next two pages are with DHS, Division of Aging, Adults, and Behavioral Health, to two vendors that provide substance abuse treatment services for Catchment Area 7 and Catchment Area 6. And that takes us over to page 61 of item E with Department of Human Services Division of Medical Services with CSRA State and Local Solutions. This amends an existing contract for services for transforming maternal health projects.
This is for patient-centered medical home provider portal solutions. Number 13, with DHS DMS, also with the same vendor, this is for program evaluations of the Tax Equity and Fiscal Responsibility Act. Number 14, DHS Division of Youth Services with Counseling Clinic Incorporated. This is to increase and revise the rate sheet for this program to include a community reintegration project and continued juvenile justice community-based reentry in vocational and career support services.
Number 15, Department of the Military with ATPC. This amends an existing contract for an anti-terrorism program coordinator. Number 16, Department of Veterans Affairs with T. Scott Simmons. This is to provide a medical director and medical fees for the North Little Rock Veterans Home. On the next page, University of Arkansas with Delta Pest Control. This amends an existing contract for pest control services for facilities management, athletics, housing, and Greek life. Number 18, University of Arkansas with Rock Dock, LLC.
This is for document destruction services, which include on-site hard drives, e-waste, and solid-state destruction projects. Number 19, University of Arkansas with Stevens Insurance. This is an original contract for risk insurance consulting and brokerage services. Number 20, University of Arkansas at Little Rock with Beck Davis. This is for janitorial services on the UA Little Rock campus. And contracts number 21 and 22 are both with the University of Arkansas at Little Rock. They are for two separate vendors.
