Wallis, Director of the Employee Benefits Division and Office of Property Risk. Good morning, committee.

You have two contracts before you. Both are related to the Employee Benefits Division. The first one in your packet, which is Exhibit B1, is with Datapath Administrative Services, also known as Ben Alliance. And this is our flexible spending account, health savings account, COBRA services for state employees. These were formally provided by Optum. This is a new contract, new vendor that the state will be working with.
The initial contract period, which is three years, is $966,050, which includes the implementation for those services. The total possible, if we were to go for the full seven years, is $2.3 million. I'd be glad to answer any questions. Thank you, Mr. Wallace. Any questions

from the committee? I don't see any in the queue.
I did have one question. So you mentioned that this contract was previously filled by another vendor. Did we just get to the end of the term of that contract and then put out an RFQ or RFP and, and the new one was selected or what's, what's kind of the, the background by that? Absolutely. We
Speaker 29
7:33
had exhausted the seven year term. This was an RFP that, that was bid out, um, and data path been Alliance one. Okay. Thank you.

thank you mr chair hey just had a question i know in previous experience we've had things if they've had the their the the money with the other company this comes in they're able to maintain that other company or if they transfer it in will they be required to pay a
fee to have that transferred no there will be no fees that the member themselves will be
Speaker 29
8:22
required we'll take care of that um transfer anything like that yes they could linger
on with uh the existing account if they wanted to so all of those options would be available but there are no fees anticipated that would be passed on to the member for making a

thank you mr chair senator love you're recognized thank you mr chair And in those same lines, so if, just say, for instance, you get to the end of your period,
an employee has, just say, a couple of hundred dollars left over. Now, I know that there usually is a time in which you, I guess, use it or lose it. Are we able to then transfer some of that money over? I mean, like, how is that going to work? Because I think I'm trying to just clarify what the representative just
Speaker 29

asked. Right. Y'all are both on the same track. And yes, sir, that they will, if there are funds that have not been exhausted as of December the 31st, they will roll over and we will be able to transfer those over to the new vendor to work, to use that vendor to exercise those funds.
They have typically until like March on some of these accounts. they usually have

like 90 days to write okay secondly is there is there any additional services that we're picking
up with with uh this um vendor versus optum i think you say optum had it no they're doing the exact
Speaker 29
9:54
same services we didn't expand or anything like that with this rfp we kept it to the base hsa fsa cobra okay all right thank you thank

as the state to all employees. It's the base $10,000 policy that you get. Employees do have the ability to buy up two levels if they want to do so at their expense. This is extending at one year.
We are within the time frame to do the renewal for one year, and there is no additional funding needed. The current amount covers going out for one year. we're still within that seven-year period so we don't have to do anything funding-wise and the plan is that we will be issuing an rfp for these services within the next year okay thank you mr
