Thank you Mr chairman of representative Jack Ladyman district fifty nine. The Committee. I have a bill today that the the purpose of the bill is to protect people in some small towns where they have a major state highway that goes through the town and intersects with a main street that has a very low speed limit. Now how does it do that has going to protect those people if a city has a four lane divided state highway going through their town. And the speed limit does not reduce so in other words the city doesn't have a lower speed limit is the same on that highway all the way through the town this is a four lane divided state highway. Similar to the highway sixty seven is two twenty six if you've ever traveled on that road. So right now if you'll recall some of you that were here last session in twenty nineteen we passed a bill that affect the speed trap law. And it took water and sewer cost out of the formula where the auditors a calculate whether a town is the speed trap law so they cannot get more than thirty percent of the revenue. from tickets so if you take the water and sewer out of their total income. Then that obviously changes that formula in some cities some small cities like the one that has a problem in my county fifty percent of their income is from their water and sewer because a very small town okay. So what's happened because of that law that we passed in twenty nineteen this town. Could become a speed trap because the way the calculation is done. the revenue is going to be greatly reduced and they do write a lot of tickets because they have a four lane divided state highway going through their town that intersects with their main street so the speed limit on that four lane highway sixty five the speed limit on their main street is twenty five. And I go out there quite a bit in the pull out of that main street on to that for the road. It is hazardous I'm sure there are other small towns that may be in the same situation in Arkansas so what the bill does. Is it four ACT who has the situation of four lane road. And does not reduce the speed. Limit so I ask you a couple of state troopers about speed traps and they said well the definition of a speed trap is if ACT immediately drops the speed limit that city limits. So they can catch people when they're still on the highway speed. This kind of definition speed trap the city does not do that they do not reduce the speed limit. courses two ways you can be a speed trap number one if a certain percentage or tickets are written for less than fifteen miles per hour over the designated speed limit this city in particular has only written like nine tickets last year. For that less than fifty mile per hour over the designated limit so the majority of their tickets are for more than fifty mile per hour over the speed limit so that means people are going down that four lane highway eighty **** eighty mile per hour or faster. Because among the majority their tickets are written for fifteen miles per hour over sixty five. So all this bill does is it gives those small cities in this situation a new calculations so that they don't get designated as a speed trap and had the deal the negative connotations to their city that affects that city. And that's basically what it's complicated I've had a number of people ask me well what is this bill really do I hope I have explained it to you in a way that you understand what I'm trying to do here but I'd be happy to take questions on that hopefully I've explained to twenty understand. What would happen to that a representative Jack is it sixty five in there now. It's too highway two twenty six is sixty five miles per hour all the way to sixty seven all the way through town so what would it do to the that portion that you thank yous is too low what is it doesn't change any speed limit it just allows them allows the city of cash and other cities in the same situation to use the water and sewer income. When when the auditors are calculating whether thirty thirty percent of tickets are from thirty percent incomes from tickets. represent more okay. President Levon thank you Mr chair. So. I want to understand this so. The street let's say going north and south the sixty five miles per hour east and west is the main street through the city. Okay so. The tickets are being written just when they cross that one St. Those tickets are being written on the four lane road sixty five mile per hour road yes but just when they cross that one main street that's twenty five miles per hour right well I don't know along that this is only about a mile to that city I don't know exactly where they're riding on but there's only a small section there. and maybe half mile on each side of that main street does that help. I mean I don't know exactly where the right to take its it is it for follow up follow up. Visit for going more than sixty five. I'm trying to find out where the the ticket is coming from. Is it exceeding the sixty five or is it when they get to the twenty five mile per hour no it's exceeding the sixty five okay okay thank you representative Brian to recognized. So hopefully what I think I'm hearing is. Is this bill will allow the smaller cities to writing more tickets in the speed trap area because they're they're making calculate more revenues and. It will allow them to write more tickets cities that do not reduce the speed limit in their city. That has a four lane divided highway yes it would allow those situations to write more tickets for a follow up follow up I wasn't I didn't look for research the history of the speed trap law that wasn't that the intent of the speed trap laws to keep. Reduction of the cities from being able to write a lot of tickets is B. trappers well that's the intent but. The city's small cities in particular that have a similar situation it's a balancing act you've got to protect your citizens so if you have a hazardous situation like this. The you know somebody's going over a minor you the right to take. I mean you need to. So nobody gets killed at that intersection. When I was mayor Wilkins we had a similar problem. because we had highway sixteen going between the high school and the elementary school. And if people are going over twenty five miles an hour through this section I told our officers to write them a ticket I don't care within the speed trap or not. Because I don't want a kid getting run over going to the cafeteria and this is a similar situation because you got elderly people trying to get on to that main road to go in the Jonesborough. Any other coming off a twenty five. And it's it's hazardous and you know it's a balancing act in cities you've got to protect your citizens but you don't want to be designated speed trap. Okay a representative hope you're recognized. We go of thank you of Mr chairman of president Ladyman I come through cage seventy seven a is speed limit sixty five already sixty five I mean that that's kinda where its hat out there if they're moving there's a service station I don't see I'm trying to figure out really what we're trying to do that may seem like we're just trying to get around that the speed trap law that we just passed I mean can you can you clear me up on that I mean your bill reimburse. Well no that's what I tried to target this bill to just a few situations like the one in cash because you've been to their represent all come so there's a gas station there is a road coming out on to that and then the main street they're coming out on to that and I mean a lot of people I'm not saying you do but a lot of people go through their eighty ninety miles an hour. And you know if the policemen police officers are seeing that then they need to give them a ticket because it's highly hazardous to that intersection. calendar follow. Yes well I I I know that in We we pass this law because of places a lack of bone and rock port and places like that and the I know that there's an agreement that can be made between the municipal and and state highway with the with the director where they they can patrol that I mean and they can they can write tickets on that on that area If if someone's breaking the speed limit so is is that something they thought about maybe a or or or. You know I just a when that after so I don't know you term it was state troopers yes yes I don't know that situation where they have or not just in that Kate representing the group you're recognized. Thank you chairman my question was in the small towns like this and a I guess I don't understand why don't do they not have the authority to go out and change that speed limitations coming into that town. No they don't want to reduce the speed limit. that's for speed trap comes in is if the if the city of hacked Cash went out there and reduce that speed limit to forty five and sit there and picked off people then that would be a speed trap. But the the situation here is they don't want to reduce that speed. But they have to enforce. The sixty five mile per hour limit. You know to protect people at the intersection so that's why this bill is so narrow it it only affects those towns that don't reduce the speed limit. Hey and follow up one of the questions again and also have not research with that be trapped bill is so explain to me how this is changing as a change in that thirty percent is a change in a percentage or has a change in it from the way it is now to what it this will be okay the only the it's kind of hard to explain it but the only thing that it does in twenty nineteen we passed a bill. That. Change the speed the speed trap law as it was. Two were cities could not use the income from their water and sewer operations. In the form below where they calculate. Whether thirty percent of their income the city's income is coming from tickets. Okay. So in other words you use when you calculate that. Before you could use all of the income but in twenty nineteen we change that and you cannot use water and sewer income. So that change that formula tremendously especially if you're a small town like cash of three hundred people you've got the water and sewer there that your income from that water and sewer department is more than fifty percent of your income. That the answer your question and then yes thank you but I think there's a misunderstanding here and Mister chairman. They're not asking to reduce the speed limit. This this highway that is the only intersection on that main road. so the highway department doesn't want to reduce the speed limit either because they even look to put in a cloverleaf in there but it was too expensive. So they got a main road they're going out to sixty seven that they don't want to. Reduce the speed on they want to be a good road so the city doesn't really they're not pushing to reduce the speed they just want people to slow down the sixty five when they go through town K.. Thank you and I I think I kind of was address their by I represent a group but it sounds like you're not really trying to get around the speed trap law as much as you are trying to make sure it doesn't apply where there's not a speed trap because what you're saying is if we don't reduce the speed limit and in this town it's not a speed trap is as you know as we understand it right well that's true and and I don't know maybe you all know of towns other towns I don't know that cash is unique in this situation. But most towns as you all know they reduce the speed right when you go in when you get the city limits it reduces but. If you have another town is like that that they don't want to reduce the speed but they don't want to be a Speaker at. So we're just trying to change the calculation for this instance. They're not real I don't think there's speed trap. They may appear to be one if we don't pass this bill okay thank you. Sections of the statute with the speed trap is for the city's take a state road in and reduce it with inside their boundaries. And this doesn't this doesn't reflect that this is saying if you're going to the state road sixty five and we leave it sixty five to the city. Is there really is not a speed trap why why wouldn't the city be entitled to all of its revenue generated off of that versus just thirty percent because the law we passed in twenty nineteen does not allow that does not allow you to use water and sewer this is an exception to that twenty nineteen law okay okay I'm there thank you representative Cavenaugh you're recognized. Thank you Mr chair I just wanna make sure that I'm understanding because that's from my area trying to you know my mom lived to cast for many years on Francis street by the way so main street is it yeah so my understanding is cash actually had a lot of publicity because they were speed trap and they were getting into trouble because of the revenue I mean around the areas it was it was it was known from residents that cash was the speed trap and they and I believe it was collecting a lot of its revenue based upon money it to again on fines for speeding. Will. You know that word gets out that you're speed trap if you give a lot of tickets but you may have a situation where you need to give out a lot of tickets and I think that's what cash the situation they're in and I mentioned Elkins we get a lot of tickets because we want to protect the schools on. And here were you know we're talking about people that's been going on for fifteen mile over the speed limit their tickets show that. That that these people are actually going fifty miles or or faster speed follow up Mr yes but I think cash particular risk was collecting about forty five percent of their revenue city revenue was coming from tickets. That's excessive is that after they took out the water and sewer my understand that was there today forty five percent of the revenue. I don't I was before after well there's never been a native they've never been designated by auditors as a Speaker at and again yeah I heard that same common to talk about but they've never the auditors have never designated them as the speed trap this would be the first year. That they would be designated. Because this is actually the well maybe the second year that are twenty nineteen law goes into effect. Jack which is we passed them followed Mister Sturch which we pass this bill because there were cities similar to cash that was making forty five percent more greater from tickets but those cities reduce their speed limit. And they didn't write all their tickets for fifteen over. That's a different situation. Okay. Representative right you're recognized. Thank you Mr chairman representative Jack at the present time. What what what is the percentage they can get off there you know what they're including their budget that split out that comes off the tickets. What percentage would be after if they should pass what what percentage would be then. Well they're allowed thirty percent yes okay. And fifty percent of their budget comes water and sewer. I don't know what they're at right now But. The income that they could use to calculate that thirty percent with double. In the formula. I don't know the answers your questions. Follow the place they would go up to sixty percent to thirty percent will. If they're at forty percent right now you double their income I think it would drop to twenty percent. That confuse you more than it helps I'm. in other words the I don't know should roll the formula down but is actually you know the income and then you you divide the ticket income by the total income to the city so if you double that city income this going to reduce your ticket income back. The mathematicians in here. That's the way I think this formula is. Any other questions. Seeing no other yes representative Bronson recognized so it was so when a city exceeds that thirty percent faced with the decision to stop citing. People are they they get penalized again well when the auditors go out not at their books. And and they do these calculations and then they designate them as a Speaker at and there are certain restrictions put on the city and I'm not up on that now used to be but and I did not ask about that but but there are restrictions put on what they can do I don't know what those are but. Okay any other questions. Seeing none. Is there anybody in the audience will speak against this bill. For this bill. Represent Ladyman would you like to close for your bill. yes I would and I know this is complicated and I have there's no known opposition to this bill the prosecutors were going to come and speak against the bill and when it was explained to them what we're trying to do with the bill. They're coming was were okay with it. Because they didn't feel like this was a bill to try to get around the speed trap law so there's no no opposition to it and I don't believe this would affect very many small cities but I'm sure there's more than one that this would affect and what this bill is trying to do is to prevent major accidents at that intersection in cash and I truly looking at the data I do not believe that there is speed trap. President hoping you're recognized for what I'm I appreciate represent Ladyman trying to take care of his district but you know we send millions of dollars on highway sixty seven to make that big blue I know we have been there for it's going to be it's gonna be a major highway going away Missouri before law and one of the major access is made a big look makes a further to get from Newport to Walt reads the way it is now because we spend all that money to make access to deliver with Collins yes the four lane road that we built all the way from access from sixty seven all the way in the Jonesborough office sixty five minor speed limit just to have good access there so so represent what I'm what I fear is that of that we are going to we're going to turn back into the speed trap because they're going to go out there and see it all the time and this is the if if somebody's running to mom hour five miles over whatever we're going to revert right back to the same thing we were before and the speed trap again I mean the they can be stopped for anything is that meets the summit testified we run the speed trap bill so I'm just afraid this is going to open the door and and and and and we're we're right back where we were with the speed trap fund will be set up after all the time stopping people for this any violation or anything they think might be a violation so I think we're just getting into dangerous territory if we do that and no fast representative Ladyman I just know from experience what's going on with me and small town so I'll be voting yes it thank you. Members I have a before you today house bill eighteen eighty four and I'll give a little bit of background on it so usable real estate in public records are no longer stored on ledgers and and plat books today we use readily available records on online platforms the real estate market as you know is booming in Arkansas and title companies rely on fast accurate access to public records before closing. Buyers sellers bankers and title companies all rely on information that is provided to them the a public record and access to the most up to date records are important port in this process so what this bill do is create you uniformity and fairness regarding Rick requested public records. By simply clarifying the format in which data can be requested and sent this bill will ensure that software providers who are already equipped will equip public officials with the ability to easily retrieve the data and I usable format so in the bill there's five important points and I don't via the bill in front of if not I'll just tell you what it does B. one adds the word extract so this is simply says that the county's administrative rights to the data include the ability to extract files for sharing. section see to be so that the council want to know what file formats are available for both downloads the software provider must tell the council what formats are available. and most of the file formats would be like excel CSV access sequel tab delimited comma delimited things of that nature just common database file formats D. one. I would state that states that both data can be requested in a format only if it exists in that format what that means it does not require a new format to be stored. D. two says once again clarifying in the code that the data can be requested in its original digital form and that the third party software provider must give the council the ability to access and share their own records in the form that it exists. The three says that it clarifies that redacted and exempt data will not be allowed to be shared in this book data download exempting audio and video file formats because they're not included in these types of requests for balk at real estate data that's essentially what the bill does Cities are it counties in your county clerk's the ought to be able to vote download their data and share it with whomever they feel like it's a public data it's public record and I don't miss before you want to add something to that. So this is I think you said cities this is in a county ordinance so this is really just referencing the counties so when. The the whole real estate supply chain relies on this information from being from your title to your real estate searches to your realtors they're utilizing public data from the counties that's from the tax county tax assessor office to the county tax collector taxes paid taxes though tax delinquency it also references as represent Eads mention the clerks county clerks and circuit Clerk so you're dealing with your information from anywhere from the land record database as things were filed in the circuit Clerk office and having access uniform and fair access to that information is as as an Arkansas citizen is already there for forty a but what happens is what this is trying to do is give full administrative rights to the counties that already states that but you're trying to clarify those rights a little bit more show the intent not asking for anything to be created or new it's to have the access to information ask that exist and some of the some of the issues that arise as I believe is as data expands and information expands and software You're interested in gaining the the tabular format where the format as it was created you don't want it created and something else so if you're looking for A. Clark file like a tiff I'm you're not wanting it in a JPEG or PDF and I know this is nerd talk over here going on but same with in the in the reference to the CSP in the type of format when when you're asking for it you know what exists in a in a file format for the state tell you exist in a file format that's what you're asking for so. Yeah I think part of the issue too is there are cases where a company will request a ball download instead of getting a digital file whether it's had to limit competent but it CSP or excel they get four hundred pages a PDF that they've not got to go re enter this public data into their system that's one of the issues we're trying to correct at this point so and we pretty much explained bill be happy take any questions right represented all you're recognized thank you Mr chair our cities and counties good with this bill the association of the county said their new John and I don't think they care either way. This this would be where what let's say we made a request for information or any request or any Arkansas citizen made a request for information that they can gain access to it you as a title company can make that request and that that's what it's addressing so that the counties have the ability to gain access to their own information because as it stands they have to go through third parties their electronic record provider their software vendor to provide the information who then may charge private party rates and again this is in the negotiation portion of the ordinance so what we're trying to do is negotiate in good faith with the county so you don't have to go deal with forty and requests in a fully situations that makes sense the bill more photo yes go ahead. So when. With respect to the data that you are allowing here. How detailed. Are the downloads if you're talking about typically when I look at an act that a screen I'm getting like the. Transaction most recent maybe a couple of others right in a picture of the property. So what are you talking about involves the same information just what is available they're not asking for anything more or less than what's at the county it's mainly if you're utilizing that system we get that information in a tabular format so that we can value add or provided into a system it and and database file format oftentimes some vendors will put the information in PDS and you'll get fifty thousand PDS and there's nothing you can do with it but it's a stack of papers basically and so would you would have to have someone go in key all that information to be able to search and it's already been done. Okay a representative right you're recognized yes Sir court is good to see you you too and you know Corey we've been doing this for twenty years and okay you know you would call me twice a year and you say John I need to download you remember that yes Sir and we put the front and back of the card and have all the real estate transactions that we have the land prices it would have the the last three appraisal what the value was on last rephrase. According to what that one and Harville you you we work together on that and and I can't believe that everyone's not doing that and we did in your your county did do that well when your county assessor some some vendors and counties at maybe maybe it's just not going to smooth as that. Okay. The representative branch you're recognized. I guess my my concern with this this language be if if a county is contracting that out uses because they don't have the staff resources budget to do it so the contracted out the lead in the third party recover their fees by doing that data manipulation with this bill would require the counties have to change how they do that in order to satisfy the language even if they really don't want to take on that burden. And I don't and we're not asking for any manipulation the data exists and it's already there what what you're asking for is if the software vendor has the format the file format and exist you're just asking for a file that it as it existed there's a part in there that it requires the contractor to provide the county official at his request with the written list of all the file formats so now that the request or any request or knows the file formats that are available then upon request you can make a request of that file format because it exists and the and that's what it's stating there often times when you make a request for information some of the elected officials will not tell you what the file format exist and that's simply because they don't know and I don't know and and I don't think anyone expects them to know so it's not I don't believe it's asking for a manipulation that I would have it followed yes yeah I guess just if if. The county is not required the third party to do it in that third parties like without I can't make any money on it because that's the information they want and they stay ballot out of providing the service to the county would you saying like data scout would would fill that role and take that data over with with the county have to regenerate that data that they would send a third party third party would automatically retrieved from their system into your system so my I phone you now If the third party has created a revenue source of the data and locks it up so the county can access their own data that's what we're trying to do here is give them the full administrative rights so if if the third party see this is an ability to make money. Of the county in the taxpayer's data. And then when you requested and that that third party software electronic providers making the money and nobody else can no other Arkansas taxpayer can get access to it title companies can't get access access to it real estate agents if they made those request Then then those third party providers are using it as the bility to gain a revenue source does that make sense they have made their systems that such that the only one that can gain access to them is them themselves not the counties and so this is all in reference to negotiation with the county you're trying to do it in good faith if the counties in the electronic record providers of third parties don't want to act perhaps in good faith of the negotiation fails for whatever reason. Any request for taxpayer can then go to for you and ask for it and then it's the only river reproduction cost I believe is the weight twenty five nineteen one oh five reads and so then it as Mister I will knows it gets into a different level conversation that has to be itemized and it just gets to where the it's a burden on the counties what this hopefully is trying to do is give the power to the counties to get this information to the public easier verses always relying on a third party vendor to provide that for them or to handle. In a piggy backing off what represent Bryant was saying all this calls an increase to the consumer by using a third party vendor. At the So if if a request like myself request the data through the county. And let's say the third party vendor uses private party rates for their information to do what they need to do. For taxpayer data the county's data. When that if that comes to let's say the request during their providing value added information out to the public to gain access to this information because. I run a software company and I do not and cannot write sequel scripts okay on the operations I don't know if many of you in here can write a sequel script working right. You can okay so there may be more than one or two of us but if you get that information and anything other or if you get it in a tabular format not a lot of people can do much with that information right now so you you provide the value add if the cost let's call it rocks if the supply of the rocks goes up the prices to access to the information goes up does that make sense so that was a yes I don't think so if if yeah the following the gems Fund in the way it's currently done now. Verses the way that were you were be moving to with this would is more of a value add but the consumer would pay for that value at. That's why I understand. I think I think if the private party rates go up for the information the public information And and again this is a in the negotiation part so okay. I may I may be misunderstanding the question I'm sorry. The representative group you're recognized. Okay. And I'm I'll be the first to admit that I don't fully understand all it takes more but I am a real estate investor that bass and read out so I use act at a scale all the time and it's a service to the general public that is no cost to us to use so my question would be in any of what this bill is doing going to changes so that third party can get involved so there can be a charge for those services that are currently free to the public. So we license that service to counties so they provide us the information they license that service to provide it free to the public and so what this is trying to do is we provide a lot of information services to other state agencies utilizing data across the state basically breaking down silos of information to give value at one of the things we do is called a homestead credit finder so County assessor's utilize our data to prevent fraud of people claiming duplicate claims of homestead so we've taken the data use our proprietary algorithms to pair up that you can't have a lake home in beaver lake and live in Washington County so that the counties can know that there's a duplicate claim so access to this data is not just for the end user on on the real estate but it is for all breath of other reasons too we also utilize this data many tax collectors you utilize the information as we aggregated together to locate delinquent taxpayers if I don't get access or people tax anyone requested does not get access to this information the services go away that the counties are currently using. Follow up on our. And that. I'm still looking for the head for the answer is okay right now I'm thinking this is a source that the county to providing for us for any candidate use that Dennis brown I'm familiar that some dead Pulaski County does and I don't rightly but at it is a way that we use that service all they show up they got to where they could charge the council could make money on it currently can they charge. Is it and I'm I think I realize this doesn't affect that all this gives them the the data that they may be used in a different way mmhm but I'm I'm looking for that answer that this effect anywhere where they can charge is that already set up where they could or what's that situation. Where the counties can charge for the data. Yes then and this is this is in the negotiation process of the access to the information again so. The counties can charge they and and. When they do it can be very large when a third party gets and they may have their hourly labor rate and when they come in it could be a couple hundred dollars an hour will it if that third party says it took me three hours to provide information and that becomes. Six hundred dollars. A request and if you're wanting more updates to whatever data you're looking for to get the transactional histories and that cost six hundred dollars every time you requested the price does go up for the services. Corrigan's yes what when that first began back about two thousand three something like that I think that's when you were helping your day at. man Corey I remember very well we check in on what they what they should charge mmhm and basically they tried to charge us three or four hundred dollars one time okay and I tell you told me you said John that that can be done for eighty or ninety dollars mmhm so I call them I said we're not going to pay for this right you know now what all we want to do is make sure that it if your charge just a certain amount and we charge you know data scale out a certain amount it's just twelve moneys are is but you know anything up above that Cory this is they may be doing more it looks like to me that would be wrong right and that that does happen in certain counties I didn't know that thank you a representative Bryant you're recognized. Thank you Mr I don't think when I need to belabor this anymore I think I like the the intent of the bill because it seems like you're you're under cuffing some counties I think they. Being held for ransom my question is is you your data scale yes for for profit private company yes what's what's the win on this for you and your competitors as far as how we do it now to how we're acts asking to be have been done. The win for me is we continue to gain access to the data. When I make a request and I'll give you an example. I've made a request in a particular County I've been making this request for a decade. And then that county changes software providers or upgrade their software and then that county says they no longer can provide that data that they've been providing for over a decade and so this is mind blowing to me as a technology guy that you mean to tell me you could do it for the last ten years but now we get to twenty twenty twenty twenty one and you can only provide information to me that you are providing and Microsoft access so we can value at and now it is PDF only and so I now have a hard cost that comes in as as any other request or any other taxpayer for public data. It makes it it changes the game quite a bit significantly actually so allowing the counties to have a more direct conversations with their software provider being me as well we contract with other over two hundred fifty elected officials. So all of our software is a press of a button to extract the data immediately for the county official they can give that to whomever we're out of it out of the picture then you get into others where we're trying to aggregate this data on a statewide basis to provide back to state agencies county officials these products and. If the price goes up the price goes up on our licenses fees to them so they will actually not only if if we can get the access to the information they're going to get higher charges from our license fees for other services we provide back to the. Okay representing Warren you're recognized. Okay the one more question yes so. My concern. As a title company because there's a lot of competition people trying to do stand ups go to the courthouse search. I need to know that they're not going to be able to access and be able to download complete histories on properties in there therefore the plant that I have in multiple other title companies have come piled over years. Is now worthless because just go to act that a scout and you access the full history on each piece of real estate mmhm I mean because that's. That helps put me out of business sure. So I'm asking. When. They request information. I mean because what I've seen on act that a scout it's just a current picture right of that real estate. I want to make sure that we are not downloading entire histories with thirty year chain or anything on. A given piece of property. I don't want to vote for my competition I understand. So. What was there did you ask questions. What was the question. My question is does it. I want to know the the detail of what you're giving is it the history. Years of history on each property hello how detailed are they going to be able to get with what when they request put in an address you I mean you can go address name whatever on at that scale so. When they get that and find a property. How much detail are you going to give them on that specific piece of property so right now I could make a request under forty a for the entire database for the circuit Clerk which is where the land records exist and I can make that for the verifiable fees itemize it and we can have that conversation under forty. And. The reason that it doesn't make sense under a circuit Clerk where their information that you're asking about or sometimes the county Clerk at least in the State of Arkansas is because you get to files their label but you don't get the index which we don't receive because that's proprietary to the software vendor who's who's using that so we really can't do much with it and even if we did get it let's say we were able to use some technology and pair that up together. We still and I've I've had extensive. Discussions with title companies you're not gonna be able to search that on at the title plan at the way you want to search it if you're trying to find that chain of title thirty year history it's gonna be very difficult oftentimes a lot of these counties don't even have thirty years even stand of history so your title plan I think is in tact At least based on my conversations and title companies are clients of ours as well so we wouldn't want to. Affecting your business yes. So I guess the other follow up questions I would have then is other customers of yours are they people who are seeking to basically do the work of title companies that stand ups or individuals who want to get into that business. Perhaps they could to date I don't know of anyone that is utilized our data for a stand up title plan or or title company I'm not aware of it it could have happened but to my knowledge and I've been running this company since two thousand seven. Okay thank you. Are prescribed It does this bill right here level the playing field across the state. I do I think so I think it provides fair and uniform access to any taxpayer interested in the information. Okay any other questions. Seeing none.
