You're on fifteen fifty seven now fifteen fifty seven yes Sir go right ahead okay serviceable bill committee that it it's a publication bill really we had the storm here a few weeks ago the snow storm we had some energy consumption of situations that came up and the we had to will consume some energy across some flowers in various areas for instance for safety and energy consumption reasons there was some areas that were not aware did not have necessarily the the ability the capacity to the ticket altercation or understand what to do specifically are elderly and or are disabled some are more vulnerable in the community what is this what we would do our work in conjunction with energy on this is it will simply give notification two of the local authorities to states people like myself for yourself as well as our mayors and county judges say Hey this may be coming down the pike now we see in that we may have to do something we will let you guys know what may be coming so that we can identify those that we know what our communities that are most vulnerable to try to help me to get a warming centers or if it's in the summertime to cooling centers whatever we can do so as more but notification the communication and again yes it does all this really do all right are there any questions. Three an insurance department so that we have on that by me again I was just asking if something happens to the insured person and the beneficiary simultaneously as that is a fact state that issues settle them through a probate of the will process it would go to the will process okay all right okay thank you. Senator Leding which what are you doing six six four six six four if there's anyone here alarmed by the other two bills of mine on the agenda those are not running today Senate bill six six four you're recognized Senator Leding thank you Mr chairman try to be very brief just a few weeks ago action couple months ago I guess the by now we passed a bill dealing with extending coverage for a diagnostic breast exams thank you passed unanimously out of both chambers right as we get to the very end of that legislation there were some concerns potential concerns raised about health savings accounts but our initial feedback and interest apartment was there wasn't going to be an issue so we went ahead moved forward pass that bill in the law turns that upon further review there are potentially some issues with health savings accounts related that legislation My understanding is that the interest permit could have issued some guidance in that regard but we want to make sure I felt an obligation to to make sure that we fix this with legislation so that's what the first section of six four does yes I have these two amendments appear you're not gonna put them on what you need to is that right well rabbit I'm getting to that was section to look at so since we were having to go back to address the H. as a issue I was approached about adding just a little bit more language to cover just one more of diagnostic screening method for breast cancer that's want to catch it earlier we want to save expenses down the road and save lives so we initially were going to add biological laboratory testing we found out that language is a little too broad for innocent people so we did have some more narrowed language drafted that would be one of the minutes that we have here it would replace biological laboratory testing with non genetic clinical laboratory testing using biological fluid and if anybody knows what that means would love to know but it turns out that language still is a little bit too broad though preferable so um. We have a another member that would simply scratch the entire sections a section to and we would only address the health savings accounts so which one you want to put out. Well it. I would prefer to be able to add these other methods but I realize we don't we have been able to come to an agreement they're not on a cause grief so unless the committee felt compelled. To move forward as is I would be willing to introduce the amendment that would just scratch section to. All right for your wisdom galloping around here longer than I have. I thank you. There's the noon the technology is being developed that would allow people at home to test for brisket breast cancer using newspaper strips that they would then put their tears on the be able to send that off so it's a very low cost effective ways to detect breast cancer but with the language that we have so far we're free that might include more than we are willing to cover at this time and we have been able to come up with language that both sides can agree on is that because it's not genetic clinical laboratory testing could end up including something other than what you were mentioning here that be Mike yes okay understood so how about we just scratch section I'm I'm I think I'm. yeah all right so I do think that we have a motion to add yes Amendment. And the amendment that you guys just adopted was language came from all I think the City of Little Rock that they kind of clarified some some questions that we ask you to that it been asked in the process thus far and of it just clarified it and put it in open so I'm great with this amendment and I would be happy to take any questions and if the it's OK with the chair representing the group who is a licensed heat and air contractor and also license lecture shins and also owns rental property so he has a very unique perspectives he's here to answer any questions should the committee have anything technical like involving safety maybe Senator Ingram you're recognized of representative will not give me an example of how a property owner would be denied the right to repair his own property one example those brought to me and in discussions on other bills this session was a landlord has a one I think one of the examples a ceiling fan that had gone out and in their municipality they had an ordinance that you had to have a licensed electrician make that repair. And another example was along those same lines of all in the last weeks it gone but you know I could literally a dollar ninety five cent part and they were trying to force the landlord to hire a licensed electrician to make that two dollar repair which is going to cost him eighty five dollars plus parts plus whatever so that that's kind of how this was born. Okay I. I'm just dying to ask how they would find out that it you know so the the city would find out that's what I believe hello I can I can tell you from personal experience not with electric shins but with the with plumbing issues is is a licensed plumber drives by and sees somebody working on a property like maybe this is a piece of pop in the back of the truck or a. Being or a box ceiling fans are liable to something you know anything that would involve their industry and so then they'll call the CD and go Hey you need to go over and check this out that that's what's currently happening. Thank you share a scenario I'm in Little Rock I've got a house it's my house I want to work on it and I want to do whatever I want to do to that house do I I still need to comply with the codes of Little Rock but this would allow me is the owner of the house to do the work myself is that correct short of it yes Sir motion property.
