We have Mrs Bruce Coleman. Over here who's been married to married fifty seven years. What is someone we know. But I just want to welcome you to the committee. All right. So representive Lowery.
You're recognized to present HB eighteen hundred. Concur in Senate Amendment you're recognized. Thank you Mr chair I think I heard someone say the longer I taught the more no votes and yet I don't think I can generate anymore no votes that I'm already going to get but. We'll see Members you know usually on the concur motion we don't go into great detail but I think it's important for us to talk about what this bill does it protects
consumers it's a consumer protection bill. And I understand the argument the representative Womack said to me very specifically that bad actors are going to be bad actors and we can't pass enough laws to protect people from the bad ones but you know this is this is one area where we can protect consumers the fly by night storm chasers that come in after a storm which we have all
have often in Arkansas will have to register and we hope that the consumers will be aware of that before they actually give their good good earn money away away No representative cloud was telling me that his father was victim to someone coming through and saying Hey listen you don't need to claim this on your insurance I'm going to give you a great deal on fixing your roof. But I need some money down to go buy the supplies needs so we took a couple thousand dollars
and never came back well this bill will help protect those consumers that are taking advantage of many of the people who really can't afford to lose their hard earned money so what you're concurring in as an amendment that represent of Perry helped me with to clarify that this is not a performance bond that would be required for each roofing job instead it's assurity bond which is good for a year fifteen thousand dollar bond that only cost a hundred
fifty dollars and then the other amendment was from the contractors licensing board they wanted until January one to be able to promulgate the rules and to be able to implement a registration so members that's about as much as I've got to say on this I hope that you will want to support the people of Arkansas to protect their their most valuable possession they have which is their home and to for them to not be taken advantage of so I appreciate
your vote for the concurrence. A. Any questions from committee. Representative when you're recognized representative Lowery did you make the amendments that we requested in this committee. Yes I I made that amendment and then there was a subsequently was represented Perry's Amendment he helped me and and drafting that and that in the the interim period the contractors licensing board came back and said well while we're making this amendment do you
mind if we can be given more time in the bill so those were the two minutes amendments on the Senate in and the Senate of course approved it the commission animus vote in the public health committee down there and that's what's coming before you so I'm you know I'm just asking you to concur with the amendments that you asked me to make yes thank you. Representative Penzo you're recognized for a question did the contractors licensing board have a position on the bill or
the amendment. Yes this is this is there a bill they came and spoke in favor of it before this committee they also spoke in in favor of it does very well I think Greg Crowe spoke here in Michael Langley spoke to the Senate committee did a great job and they they support the the the bill in its entirety and they also support the amendments thank you. Representative Gonzalez you're
recognized a Mister does DHS to the health department have a position on this bill the peers of their the only other ones in the room I wonder they showed up for this. I really don't know but I I would certainly welcome any input that they have if it's going to help me would you like to come to the table to give it but if it if the chair Laos. Warlord.
Please introduce yourself to representative mark what would the H. us I don't back down from a challenge shall just say I'll speak on the bill and I were filed with whatever you all decide. And any other questions. seeing none anyone here speak against the bill. the Amendment I'm sorry we're members were voting on the amendment at the bill and we're speak against the amendment for the amendment.
