Thank you Mr chair the first items that we have on the agenda will be our methods of finance under item B. one is the letter from DFA accounting of on the next page page two you'll see the actual methods of finance that we have on today's agenda the first one is for Arkansas tech university Williams hall
renovation during their renovation of Williams hall there was a fire that occurred that caused severe damage so they are having to shore up the front facade due to weather is ation testing cleaning of their mechanical electrical and plumbing of some fire protection of those kinds of things that and they note that now they have insurance settlement proceeds eighty eight percent and natural cultural resources grant to cover the additional costs that
may be incurred northwest Arkansas community college number two is for relocation and construction of a new physical plant three million sixty six thousand one forty for the agency has a bank funds as well as capital cashing capital millage reserves to use you a fait it bill this is for construction services this is an amendment to their existing of method of finance for various projects they know they have
reserves to cover it UAMS has the next ones the first one is for a new nursing simulation lab at their Northwest Arkansas campus that's a million two forty four seven forty four and they know they have university reserves to cover it as well as critical maintenance and may in minor projects various chiller replacements electrical infrastructure up replacements and that six point five million dollars that too's covered by university research and then you have you a Monticello or re
roofing project the they're re roofing the Taylor library memorial classroom building and a portion of their visual and performing arts. In our building all on the U. A. um Monticello campus four hundred five thousand dollars and they know that they have tuition and fees to cover that that's today's methods of finance on the agenda. All right let's see here. Okay. Okay this for Arkansas tech yes Sir without objection we're gonna hold that for Friday and so I represent come August count on you to get with whoever Arkansas tech and try to our. Okay forty five I don't know who's in C. forty five representative Meeks you're recognized for a question Sir Mr my question that maybe for staff the the question I have is when I look at the initial cost estimate total in the current revise like on number three this started out as a six million dollar project and I got asked image of fifteen million into a
nineteen can you kind of explain what's happening with those three the difference isn't I know the same thing number two we went from a one million dollar project to a three million dollar project. When they initially turn in a method of finance they estimate what the projection on those methods of finance will be we capture that information at that time on that initial MOF but when they're revised of. For various reasons a lot of times they'll submitted and that
the finance initially and get architectural input and then find out how much the building is actually going to call so there go out and sell bonds or raise the money or what however they're planning on doing it and then they come back and revise it now the one for you a fait it bill this is a method of finance to go along with what we call their own call contracts basically so this is just a a method of finance that they have out there so that as they have projects that come up they've got a way of covering those
projects that's gone before the legislature and so I'm sure that rather than doing a new one they just have continued to continue to do the same one add to it as their projects bill but of that for the most part is why we see a change and we don't track if they change their projection we don't track from the initial of MOF that we receive okay so as not to the a single project is
suddenly doubled or tripled in cost this is first and they've added to and so we've got multiple projects under the same yes Sir and and like this one for you a fait it bill started back in two thousand eighteen okay so it's when they've been adding to and using for sometime okay all right thank you thank Mr thank you. existing grant tied to work to continue to decrease the burden of prostate cancer in Arkansas number two is an amendment to an existing grant or a implementation of the personal responsibility education program it's an evidence based program for at risk youth ages eleven to nineteen in schools foster care in a giudicato you the third one is that amendment to a grant for establishing school based sealant projects to provide preventative oral health services to underserved children
numbers four through six on the next page you're all going to be the same there to contract with the licensed dental hygienist they provide hours in the community to establish contact with family practice and pediatric medical providers they deliver the fluoride varnish tool kits in office training training certification is required by DHS so that's four five and six number seven it eight are the same as number three that we looked at previously where there
establishing school based sealant projects L. in primary schools numbers nine through eleven are all going to be the same they are to participate in Arkansas's clinical transformation ACT project hi this is for clinic redesign identify and manage high risk patients that is nine through eleven number twelve as an amendment to a grant to continue to work within a organizations with private sector employees
and to expand coverage in English and Spanish to meet the needs of high priority population increase insurance coverage for the deliverable of the American Association of diabetes educators and then number thirteen on page five is to improve of provide improvement to twenty eight. Arkansas critical access hospitals that are labeled high risk and midriff the second group of grants see to our grants for the Department of Human Services numbers one
through eight are all going to be the same these of the grants that we provide to the triple A.'s throughout the state there are amendments to it is an existing grants to improve quality of life for adults with disabilities. That takes us down to number nine number nine to number eleven are all going to be the same these are the grants of for providing medication assisted treatment to an insured and under insured diagnosed with opioid use disorder number
twelve is an amendment to a grant of for certification testing this is for providing continuing education credentialing as Sam's for peer recovery support specialist numbers thirteen and fourteen the last two are both the same and they're both amendments to existing grants for early head start community hub assistance and those are all the grants on today's agenda. I know this is a discretionary grant commentary this state a hundred percent federally funded but it's going and all our communities so I was wondering on this evidence based program where that comes from. what's in it. And you know we're we're hitting a lot of areas with rex or have at risk youth and just wondering what's in.
Okay so are and purpose of personal education responsibility I can't hear you I'm so sorry purpose are personal education Sorry personal responsibility education program and so basically the curriculum is dependent upon age and their medically reviewed their evidence based curriculum and we have one that's for ages fourteen to nineteen in its called love notes eleven to thirteen year olds it's called relations ship smarts plus and so this does have a component of an. Sexual
Risk avoidance there's also a lot of lifestyle skills and personal build up I have I'm just letting them to kind of on there so forth and so that they know that they can make a good decision right so are the teachers screen there are they educated that teach this program to the going to the schools I'm so over this program dago a lot of a foster their little foster children they can be in schools but they also go to certain like detention

the contracts appear on their face to have been procured in violation of the Arkansas procurement law the first group of contracts that we look at or construction related contracts Arkansas tech has won the first one for engineering services for H. back campus projects number two is a issue Three Rivers this is a contract for architectural services for phase two renovations of the rich the area in Malvern number three is correction department this is for architectural and
engineering design services for a new water treatment plant number for military is for architectural engineering services dealing with construction of an eight thousand square foot Berwick's facility and number five to number eight are all going to be for UAMS and these are all new on call architectural and engineering contracts for them those are all the construction related contracts on today's agenda. The next group of contracts or any governmental contracts due to beginning on page four. The first two were for career education rehab services the first one is to employed to licensed of education teachers
to provide credit classes in pre employment transition services to students with disabilities and the next one is to work to determine the current state of available program needs for individuals with disabilities are being served by their agency DHS has the next one will up to administer the substance abuse block grant number four for DHS to continue implementing learning events focused on us substance abuse prevention and
treatment issues number five is DHS and this is with arch Ford education services co op this is to provide the educational services for youth services at residential facilities and those are the inter governmental contracts on today's agenda. The next group contract Mister chairman or D. three out of state contracts beginning on page seven of the first one is Arkansas heritage this is one
forced to reduce service to worship services and control Barnes also want to know we're going to see some more these over an in state Arkansas tech has said amendment adding to impede the thousand dollars to existing contract for marketing and advertising services focused on student retention and brand awareness a issue Jonesborough has numbers three through six and these are all going to be for temporary staffing services for Arkansas State University I talked with the agency about
these they use these for athletic events like working the gate ushers at ball games are they also use them for set up and tearing down of the benefits of stagehands or concerts and they also use of temporary services sometimes for office personnel and number seven is department of public safety with AT and T. this is a little over seventeen million dollars for managed services of an emergency
services IP network number eight DFI a child support enforcement is for process server of or other contract for that we're also going to see several more of those as over under in state. Number nine is DFA revenue services for the turn key thermal transfer print on demand system produces our vehicle registration forms number ten and number eleven as well as number twelve these are all three for disabilities
termination these are for medical consultant to work with disabilities termination on making those determinations. Number thirteen is the health department the first one is for the care career services in the second one is for I. T. services and administration. Number fifteen is for Henderson state university for marketing and recruiting consulting services. Number sixteen on page eleven is
DHS and this is for preadmission screening and resident review assessments number seventeen DHS or program consultant number eighteen also DHS and original contract for Medicaid consulting service to assess the state's nineteen fifteen be waiver for home and community based services. Number nineteen is information systems this is a contract that they have for software for cost
recovery analysis number twenty northwest Arkansas community college has an amendment to an existing contract for additional hours for working for the student application of their cloud based ERP system work day parks and tourism has a new contract there where their completing work on an assessment dealing with their lodging operations number twenty two U. A. systems this is one that they have or implementation of their common platform for advanced
systems to include modules of four analytics and business intelligence and data enrichment and then also number twenty three U. A. systems for services related to financial planning UALR has to the next to the first one is for a contractor to study their scholarship awarding process and determine best practices and the number twenty five is to provide grant services number twenty six is you a B. B. and they have one to expand the university's virtual environment to own to offsite
storage to improve security and business continuity in case of a disaster and then they also have the next one number twenty seven which is to renew their annual license cost and weapon are services for the university campus users UCLA has won for a refreshing the universities our role primary firewalls and those are the out of state contracts on today's agenda. It is it fair for us to have some kind of notion of what's going on and what's being requested. President Cavenaugh you wanna. Yes there are some questions dealing with the Arkansas governor's school and in addition there some questions regarding the way that they've handled their American rescue funds and those questions need
to be asked at the full I'll say meeting and and these are questions you've already of a proposed to them representative Cavenaugh that you're not going to be there are you aware of the the problems yes okay all right thank you. The final group of contracts are in state contracts beginning on page fifteen the first one is for transformation and shared services there state wide shared services and this is an amendment adding additional funding through the end of this year to administer the health health insurance administration the various programs with that number two is AG right apartment for their harvesting services numbers three through five are all going to be the same these
or the of Arkansas heritage their stewardship services the controlled burns that they do that takes us over to contract number six for the department of corrections this is for crop hauling services for the Tucker unit and number seven for their aerial application services numbers eight through twenty are all going to be for DFA child support enforcement these are all going to be for process servers I mentioned that there was one over in out of state and
the several more going through number twenty. In in state number twenty one is DFA management services dedicated services of maintenance and development for DMZ hosting number twenty two higher education department this is for database testing number twenty three DHS and the first one is a new contract for strategic program advisory services to support program delivery best practices number twenty four hi this is an amendment to an existing
contract that they have for drug and alcohol safety education number twenty five DHS's were court ordered substance abuse treatment services number twenty six is for contra of comprehensive substance abuse treatment for DHS numbers twenty seven through twenty nine these are also going to be of the same there are amendments to DHS contracts again for the drug and alcohol safety education program a Texas down to number thirty hi this is a continuation of
out patient and are residential substance abuse treatment services to DCFS clients number thirty one is out of a contract with psychological care if this is an amendment to continue their psychological evaluations number thirty two is at a contract amendment to provide support to the Arkansas coalition for obesity prevention as a partner of the governor's healthy active Arkansas plan. Number thirty three mid south community college this is for a
of second of title three grant awards if they have this company works with them on those grants number thirty four is state police this one is for delta dental for administration of their dental and vision insurance for the state police I uniformed health plan and then under thirty five also for state police is for it ministrations are reserved for the for the health plan. Number thirty six is to provide armed security services it Batesville FOR the U. a community college their base
bill are you a systems has one for original contract for consulting services or employee tax withholding requirements you APB has one for expanding universities broadband capacity in mitigating cybersecurity related threats and number thirty nine U. CA has one for employee benefits consulting services amendment to existing contracts those are all the in state contracts on today's agenda. Right that's a. Representative Tosh you have a
question Sir I do Mr chair going back to the D. L. Fite child support enforcement under process servers what was that was that number of ways well it starts like around eight number eight okay nineteen in each one of us got a process server the failure to patch to each where where the service I see some folks get ready come up here and hopefully answer your questions.

Under for five of these items on the DFA child support
enforcement I noticed there's quite a bit of Money being spent per process servers and I guess I was curious I am curious as to is that in the House process servers or are you contracting that out with the local process servers that law enforcement that our server needs a. Of these actions of service complaints these are all contracted with a private process servers the the way we we do process
service throughout the state is in plastic County we have in house process servers that that were allowed to use by statute in the rest of the state the the county sheriffs have the option to serve process in child support cases if they wish if they decline then we can use a private a process server and so we put these out for bed and in the different judicial districts so throughout the
state and we can except several different vendors so that we have more than one available to process the case one can't. That one is not available at one particular time or whatever then we have several that we can call on if we need to the announcmenet on here are Basically over estimations of what we might use we never know for sure you know where we're going to need to use one and so we try to come up with some sort of estimate on the high side so
that were covered but we never know you know what part of the state we're going to use one you know we have some history that helps those but you just never know from time to time which one we use and so in order to have enough available under contract we can overestimate the amount we don't use near this much you know an actual cost of and in fact the total amount spent in fiscal twenty one for private process servers only total four hundred
thirty two thousand dollars so I hope that answers your question. You know when you Adam all up it's it's a it's quite a bit of money just a process server century knives curious but make sure I understand I just want to be clear but you are given the law sheriff's department they they have first option or you just automatically use money contract no sheriff's department have first option and we we check with them you know at least annually to make sure that they want to you know continue
to to serve process and you know we and for those that do we call on and and they provide you know quite a bit service for us and then if they are not available then we go to a private company.
