appropriation this is special appropriation and I'm not I'm not objection to just saying audit so close to. Legislation being over in and come back with but since its initial grant it was the timing of the of the the agreement with okay thank you married education. Thank you. can afford satellite and is out there and available to them and we that's what three to food banks the libraries all the other places we use that to reach out to everybody and try to reach him as best we can as far as exactly how many watched over the year we don't have that data can't tell you that but I just based on the sure number digital downloads in the number of packets the that that we mailed out and the number of participants we had they were assisting us in getting the word out then we would say that it

So yes we will still have to come back and do that at some point time either through university reserves or raise the. The money to do that. Later. Okay does the concern is the timing of when our money. And expended do you remember when that is is at the end of the year.

I just wondered if the best way would be to have left this appropriation there continue trying to get the H. back system and then try to get additional monies for the indirect costs and lost revenue. Because it appears to me that you're or you're right that there's gonna be an expiration argument exploration on that thing and then if for this and if it's truly needed this capital project then at that point we're going to use state funds if it was not taken care of so would be to be
institutional funds the state doesn't allocate funds for capital. But it comes from the state correct or. No I mean we do receive state dollars as general revenue dollars right it would be to do a capital project would be mainly probably our tuition dollars okay other phones again it just seemed odd to me because if you need if you need the cooling tower it appear it would appear to me that that especially if you're thinking that you're going to come back.
That we would just continue to try to get that in before the money expired and then came back and tried to another request for the. To do another request for the indirect costs for the lost revenue right there towards the end because I guess they can almost be immediately skews me immediate. So in other words if you come and ask us for that that you're not waiting on the phone equipment to come in we can do we can almost do that immediately. package passed at the end of twenty twenty one in the twenty two fiscal session a new appropriation holding account and special language wasn't acted to have state agency's request new spending authority before utilizing any federal infrastructure funds these request require prior approval by ale C.. there is one requests on the agenda for a section the This Is department energy environment division of environmental quality it's request to spend eight hundred nine thousand infrastructure funds the funds to be used for the division's low income home energy
assistance program I spoke with the agency learned at this is a formula driven program or federal funds will pass through the division and be disbursed to a qualifying persons utility company ensure that is the infrastructure request on today's agenda. The first one he wants for the Department corrections division of community corrections the department's request to transfer four point three million of regional jail funding
from the in the care and custody fund to the division's funding cal according to the letter the transfer will allow the division to construct renovate and equip new bid for the White River juvenile detention facility. The next item you too it's for the Department of Human Services. And the just as special language that allows the department to make for allocations of fiscal year to respond to changing client needs this is the thirty allocation this year on the last page is a table showing all transfers the first table shows
appropriation transfer within divisions in tolls approximately fourteen point five million the bulk of the transfer is about nine million which occur within Division of Children and Family Services and are needed in order to better cost allocate expenditures to support the expansion of the intensive in home contract an increased need for child placement contracts they're also one point one six five many transfers among items in the divisions for IT software licensing any quick Spence's and there's also three point nine four million transfers to
maintain appropriate staffing levels and divisions providing direct client care and eligibility determinations the next table shows transfers between divisions it shows a transfer of approximately six hundred thirty nine thousand appropriation from the division of aging adult behavior health services and Zachary's office to the Division of County operations and that's to assess long term services and supports unit in this fortunate with eligibility determinations. The last table shows position transfers and it shows transfers of forty oppositions between
divisions primarily to the Division of County operations as twenty five positions and this is to assess the long term services supports unit with eligibility determinations and the Division about the developmental disabilities ten positions and has to assist in direct quite care at the human development centers remain Trancers are to assist the Division specific functions within the department manager those are the two reallocation requests. The purchase price is one million nine hundred seventy five thousand dollars the number B. as is one fifty right correct that the bid build out will be one fifty if you recall the the county sheriffs came to you all and talked about the problems with the county jail backup there's a large portion of a profile later state go to a ninety day program in the county jail this will allow us to move six hundred offenders to that program in a year the battle turn over every ninety to
forty five days so yes ma'am there is a need for so this is not a juvenile facility then no ma'am okay so you're so this okay so so this is actually going to be. A stop gap basically for county jail backup for current inmates to be able to move them to the facility that this is not a juvenile detention center anymore at any given time it'll take there's usually anywhere from six hundred to six seven hundred offenders in the ninety
day county jail program in this will take hundred fifty off there off the top okay all right thank you so long as we're not creating another juvenile detention center I'm okay with okay. All right Senator Hammer you're recognized thank you measure I'm just asking because I don't know but the Division of correction in make care custody fund what's the source of funding for that or what how's it get its money. Of this actually is general revenue funds a we have special
language which allows us to reallocate resources and part of a special language when we're constructing renovating and equipping the beds we can use does general revenue funds. Right and the fund balance is twenty five million before the request yours at twenty five million after the request. If I'm looking at the right it is one of the handout sheets on this. Twenty five million.
What it what is the request you're asking for two million or is what we're asking for four point three million we will the reason why we're asking for this money to to move it over there was actually original jail project that we requested and I biennial our last biennial and the project didn't take place it was supposed to actually open in January of this year and since that project did not take place we had that those funds available instead of taking on
any additional debt or anything we wanted to move those funds and use it for this this project here. Okay but the fund balance the sheet I'm looking at on the request has a fund balance of twenty five million seven hundred fifty thousand is that the is that the current fund balance out of which the four point three will be deducted from. I will always have to look at that she said because it Senator Hammer I might be able to help out there that box of
information that was provided by the if in a when they review the request and so that's just information shows which funds center which was coming out of that is the fund balance of H. C. P. zero one hundred as of the date they reviewed this is twenty five point seven million. The next item of two is a letter from economic development commission its request to transfer four hundred fifty three thousand from the
restrictions are fun to the commission and the funds be used to make a grant to the Arkansas hunger relief alliance for food resources programs education and advocacy efforts advocacy efforts to reduce hunger. rehabilitation services the funds would support security services for the former Arkansas career training student Hot Springs a request for the spending authority for the preparation for this item will be later in the agenda and the cash appropriation section. at the time the closure what happened to the kids. in this particular situation when that charter the resort charter was revoked Lisa academy agreed to take over the facilities and allowing students who want to remain in that this fully to continue in their education there is another the assets flowed with the kids no. Just the front the. What was it into the school year was able to get the the money that we give for children every year yes yes so this it was a close out your and they started
over the next year started and Lisa was taken over that so some of these funds or have an argument that back to Lisa to help provide those educational sources to education for those kids and stated that school in approximately how much is that it'll be close it'll be mostly because of the million that they have left in there because those were for that would have been from the foundation funding and other sources for those kids that were at that school. I'm sorry be reduced to a point two million others reserve fund shows one hundred thirty one point three nine million distributions and an overall balance of seventy two point one nine million that balance would be reduced to seventy point five million should the two requests in today's agenda be approved by L. C. on Friday and I know that the majority vote set aside account within that fund would be seventeen point five million the total catastrophic reserve fund balances one point two billion. L. two is the budget stabilization trust fund report
