The meeting of the higher education subcommittee is called to order. Well thank you all for coming up and taking time out of busy schedules and if you have a primary I'm not sure what you're doing here but god bless you. Of. I really appreciate those of you that do make it to these meetings to comment early on Thursday morning of. I'll makes some brief remarks in a moment but I want to go ahead and see before to my co chair she has anything she'd like to. Thank you. Of. Earlier in the year we had researchers from the U. of a system coming to brief us on some of the breaking cutting edge technologies and research they're doing and I thought it was only fair to get the other side of our ledger the issue system to bring their folks forward so that both you and the folks back home know exactly what's going on and when it comes to the such a incredible research work was being done at our colleges and universities. I'm very happy that Our good friend Shane Broadway was able to pull this program together for us and in a moment. The answer is yes I know the noise that I have not been any market the service but ground tired of it is being used in other states like Arizona Florida Texas many states to use ground tab or even that pounding it is another on that ground path of a modified asphalt concrete is lot whiter is more durable than but it left so what does it take for us because we've been fighting this tire issue for years and recycling and if we could start using this as a marketable product it be a huge gain for the state so what are we missing and what the steps to take it from grants to actual product a product were using it. Yes first of all we need to have some in house data and that's why I teamed up with the fed will and on pack of the members I we jointly submitted to parliament statement to Arkansas beauty of this year and fan bacon I believe nine to ten they believe nine but they're finding on the project this year so what we need to do we need to do some except testing as well as possibly do some field demonstration because the construction is the another issue is slight is the regular plan cannot do it so it has to be like who has the expertise to do the construction weekend tool anything in the lab but if there is no contract of the come and do it so that's why there are some out of state contractor probably put him in the ministration a we can bring them here and based on what based on all our means design they can put in place there and if they can see again I deal with you they can see a good results and it said that last longer than they would be more kind up they'll be impressing the idea gained but Believe it or not it is like there are some even supplanted they're using ground tire I've or aw AS IT bye bye modify it for us for the binder. I talking with the life O. okay yeah so we thought we considered in these designed because the twenty year service life so that is kinda keep because we designed for pavement twenty years follow please what was the the last before this project was put together was or something like twelve or fifteen compared to now twenty or something like that. I if I get the question correctly the the life of quick paper man before. To my knowledge is it does all is we follow on president purpose the following fiscal estrace center and make Association of a state highway and transportation officials our design live has been twenty years all alone but we designed it for twenty years but it may not last for ten years to fifteen years so yeah you're right on that but we designed for twenty years twenty longevity could be less most of the time it is less because of you know all this on site entity comes from materials as well as construction with our some unexpected events that happened so but we designed it for twenty years it would what does this process extend the life of the project compared to the the way of doing. Visions up so you know this is kind of west material sometimes you have to compromise something to get some benefit in some area for example we saw like vanishing because it will be less. Same thing S. I. expansion will be less but per con could maybe come principally stand would be. Yes those last means selection because less expansionist man that is beneficiary picked. So that is kind of another good question so there so why in many states some like Florida or even eighties now when they put something in a court day I'm known kind of material they put it in the law kind of impart under plans in the county or local implored or it listed how you initiative into the state and see how they perform god willing we can come to the interest is so you do not want to immediately like you come up something and let's put on the interstate system that would not be kind of I would say that good way to we'll our water that then we will slowly like the counties the we put a put in a county road. Couple different things one is you know I think I'm also very interested to see how we can recycle the tires we have such a problem in our state when it comes to our used tires and we have right now I think a huge file hazard near Cotton Plant Arkansas and we have to address it so I would just encourage you to work with Mr Broadway also you Senator Solomon and others because we really do need to have a solid plan I personally don't want to put those tires and a landfill I prefer to use them through a process on our road something that makes you know perfect sense I know that is happening I would also encourage us to try to in work through the unpaved roads program and those types of chip and seal projects and I'm not sure if you can you know expand what you're doing to those types of things but I think that would be a good use an independent cost towards whatever processing plant would be in order for us to clean up that huge environmental mess we have right now and get those tires processed I'd love to know a dollar amount as to how much that would be and what kind of an investment that would be and how that manpower would look I think that would benefit your research project and in order to receive more grant funding if we could do a kind of plan of action to solve that problem and so that's just a recommendation to you and then I because it's something I know I'm very much interested in and I think a lot of us are but that county judges I mean it's not just state governments county governments very very concerned about that problem and then the last question would be the storage problems for the rice husk ash you you put in your sly. They're storage problems because of that is that because we don't have the facilities to store that a by product and. Again how much would that take to create and where would be an ideal location for that that's one question that I have and I have one more question. Thank you madam Q. S. we will accept it and there's no question about that but if there is a sharp as then we need to find out like what are the alternatives or sign a replacement so let's say you're going toward that hi this state fly ash right as well as may be it ISIS gas would be in on the kind of alternative yeah okay thank you thank you. I assume there's an elasticity issue that lets the instead of the thank of a difference between a soft cookie and crispy cookie that crispy cookie been a little bit school break the softer cookie of give a little bit and go back and I assume that's kind of what we're going to do with with the pavement but several years ago and I do not didn't keep it I just remember reading an article about a and maybe even better video thing television thing but it was about a a company that had developed a membrane type Rubberized mesh type material and they would to use this as a layer under the and again I don't know if they sandwich dinner how many layers or but but it would be under the the final layer of asphalt and basically the idea was instead of something happening it would cause a pothole it would give and it would be able to support the at the under Lehman and it would not I'm I'm a state a state always bounced back like it was but certainly a lot better than just a brutal the brittle cookie that just just breaks up is that still something that is out there is a possibility and and could the recycle tires and I agree with the what does Senator Solomon Senator Irvin said we all looked at this major problem all these tires laying around and not to mention you mention the mosquitoes in your presentation I mean there's all kinds of issues it's a problem and so while I'm grateful the idea that we're going to make the roads better and last longer and have a little flexibility in the pavement you're you're really solving two very important problems at one time. Is this membrane type thing are you familiar with it does it still exist is it something that may be when they first did it it was a little bit too difficult to carry out but I'm I'm always looking for the fact that you know we bill road and we we put heavy trucks on it and we come back years later and it's it's all in a pot holders issues we have interstate forty between here in Memphis and due to the lack of wisdom of former governor who got to be president when the railroad went out of business between little rock Memphis he tore up the railroad tracks so now something like seventy five eighty percent of traffic so here in Memphis is trucks because that's the largest distribution center in the western hemisphere we've got to find a way to make that road last longer are any of these things are applicable to to what I've just described here specially this membrane situation. yes what you said yes and that makes that makes perfect sense and that applicable yes gone terrible application why is that a the purpose or the way it to be used for S. Fund concrete as a less Portland some cement concrete that differently of the asphalt industry the way it is you'll stop you can use two whereas one is kind of it is called I'm going little bit technical on this call but since you Miss mention of any elasticity and other things so W. yeah you're familiar with all those kinds of things so it's gone on is called dry process analytical with process the wait process is that we use as a modifier for the the oil spill binder so it'll be dissolved in the in the on sale the ten where the asphalt buying that is supplied to the mix of plant so that is going the way process now the dry process instead of having the asphalt binder you too will be considered as a kind of political on bats on on being up it gets so you will be in the mixture that time we add them in the mixing mission that is called up that drive process so they have used it is not take says they have used it for surface course even the basic bind of course and you're talking about the member and so that is kinda Blake this is on the line that it could be by the bays that it could be been sub is there definitely I see like there is a publication the disk for sub is there and what bays that it can be used without must kind of eighties quite anything like that and you do not have to process as vigorously as you do need to use for surface course there is another technology called open get it It fiction course because the a permit I mean I believe you would be higher if you is it like in the base course so you can quickly drain the drain water and that is kind of a dream is that it can it can be used as a drain as Leah so you you see the difference like when there is a name that releases splash on the roadway the then though what I really just immediately go down so that is another way so this is kind of an asphalt area but the concrete eighty yep yep content area you cannot do it the same way as asphalt because we do not heat up he did tentative during the mixing process it is not an awful hot and up. And I don't know if the this recycled tire other rubber products could be used in that type of process and they may tell me this crazy thing in her event what work but I'm wondering the whole idea of is creating a market for the the product to you know if if if the tires if there was this huge demand for these old tires to be recycled that our problem would go away when I was a kid you and steel cans everywhere because cokes and beer came and steel cans and they've just thrown everywhere when they went to aluminum people pick them up and go recycling because there's money in that and I'm wondering if this type of technology could go into something like that roofing material that's manufactured in South Arkansas are you order out the state is is happening actually. So I'm glad that you're following all of these many state they use this roofing shingles because it has about twenty percent asphalt in their. So it has also done a lot materials there. and when a drawback to listen that I believe one or right side that is even use a stop sign up. All shingles and some states they are using a been like five percent. Roofing shingles on on anything about the shingles situation but this could go on indefinitely I appreciate everything you're doing Sir Broadway if you keep me apprised of the event your name September something that I'd love to be able to attend thank you so much for the researcher to thank you Mr thank you. Representing Godfrey you're recognized for a question thank you Mr chair right over here and actually my question is a little bit more big picture and may be better answered by Mister by where it maybe even doctor mark and because I'm curious about and kind of as a follow up to Senator Hammer is questions about the ability to connect your research and and really all research in Arkansas higher as education institutions to state agencies and to the work that we are doing in state government I'm wondering both in you can speak to your particular connection with our daughter with and other partners that you had that I'm wondering kind of more broadly is there a systematic way to connect relevant research that's happening in the state of Arkansas which is the state agency that might be applicable to or is it just kind of happenstance that as we kind of have discoveries or or developments or and you know become aware of connections that may be advantageous to state government and is there a way to kind of to make sure that those connections are are being made or is it just as we learn things we we can kind of make the connections as they pop up I think it's the latter does look into Dr Markham a lot of it is happenstance and I say that because there is very little state calendar actually going to research most of the entities are going to be R. dot it's going to be a B. Q.. That's pretty much it that I can think of health department maybe the. In terms of the research we're talking about basic research so there's not a lot out there I think what you find or what I have found in working with all of them is it's a pretty small network does collect always said about athletic directors you'll think about but there's only a hundred thirty able nationwide so there's a pretty small network of people who do what they do and they start making connections at conferences dislike legislators do and making those. connections because I was going to mention a spent a week at the university of Arkansas few weeks ago representative will represent Davis was here obviously northeast Arkansas is not going to be a Mississippi County is going to be the largest steel producing county in the western hemisphere and so Arkansas state is obviously very close to that mail to those mails the University of Arkansas has a still testing lab and concrete lab developed with are not a lot of other other groups where they can test ban break whatever is developed so we're having that discussion between Arkansas state and you have a a collaboration where we would develop and they would test for these tight kind of applications we discussed here at what that what that looks like and then come to you guys and and it's that idea so they're probably can be better Collaboration and I'll visit Dr Martin will kind of think on that it may be talking to our researchers and figuring out what that. Looks like come a master schedule master calendar of who's doing what so you can because you can miss connections or could be somebody doing so they're like oh man and I wish I'd known they were doing that so we try to collaborate what we know everybody has an interest in know what everybody has done always happen I guess I would say yeah that's really helpful and I'm glad to hear that there are opportunities to kind of increase that collaboration because this presentation and others that we had and hopefully others will have in the future to hear what's going on in the lab and in the classrooms and and and at all the universities across our state is really helpful and is giving us lots of ideas in our work and and how to you know improve services across the state in all different sectors and so I hope that we can continue to to have presentations like this I know we've got one more today but yeah at any opportunity to and just get that good work that you're doing that Arkansas is so lucky to have in front of more people especially to kind of partner with and collaborate with state agencies are for other opportunities to to put it to work and I think we're all in support of that thank you very much do a quick advertisement for a president he'd we have been approach we're trying to find a partner and I wish representative Jett or one of our farmers are we're here but you mentioned you see the rock rice husk of if you talk to any rice farmer whether greatest problems is what is left over after the rice is milled and so there are piles and piles of rice holes all throughout the northeast Arkansas so we have been approached I he's been approached by county official Senator Hammer about trying to find a way to apply that to gravel roads because most of our county still have gravel roads or not not everything is asphalt or concrete and and counties especially in East Arkansas yeah a lot of farm road. It's that are never going to be asphalt or concrete and and so we're to a truck currently looking for a partner who would be interested so hoping somebody's watching that would be interested in and maybe partnering with us because if you can eliminate those rifles that's a lot of things not going into a landfill it's a problem for our farmers so try to look for you know simple solutions to big problems. Thank you thanks for the charge are you all familiar with what's going on down in center Gilmore sherry working in conjunction with Shane knight who's the deputy director of the Southeast Arkansas economic development district and what they're setting up to recycle tires would receive tire tires. I am I don't know that Dr Hussein is Back I just talked to. side so yeah very and I'm going to make the connection to connect those two up with what would what doctor nice doing okay because I know a lot of times were moving in different directions and connections everything but I would strongly suggest because I think it be good for for what's going on here today and for you all to get connected with them maybe direct and the other thing is are you testing this material on the on the asphalt in the different are you testing it in any counties or on any state property today or is that in the plans to do. No we are not doing it now any testing on any counties and is still it is everything is in the lab of scale. The laboratory not any kind of in the field. No I think that would be the long term plan with our diet is obviously you have to have thank you she was talking about earlier once you kind of scale up that research to where you say we believe this will work and needs to be tested and that's where and what are not is done over the years I say that because my dad retired from there there would be new research and they would do it on a stretch of road to test it out for so many years to see if that would work and I think that that will be kind of the next step is what's he comes up with we believe this will work but it needs to be tested to make sure on a larger scale instead of my lab. Can we do a half a mile a mile stretch and and with this mixture of rubber tire or an asphalt rubber tire and concrete that would be the next step to scale it up. Well I think that be good for us to try to help find the funding to do because of that you know nothing works better than to be able to point to and say it works right because we can call the position we are not may say some can judge me say something I'll say something we really don't know I think be worth us working together to get a test strip out there somewhere that we could point to and see if it works or not reality thank you thank you Mr. Thank you John thank you for a wonderful presentation Dr Fleming if you could common Saddam introduce yourself to us. Okay good morning I'm drew Fleming I'm assistant professor of mechanical engineering at Arkansas state today if you can move your Mike a little closer thank you absolutely today I'm gonna be just talking about one specific project that's in my research portfolio and really I want to frame it as an opportunity for. fostering collaboration between universities and industry within our state to start off I want to kind of give you some context about where I'm coming from why this is important to me I'm a lifelong Arkansas resident I got all of my degrees from the university of Arkansas all the way through PhD and when I was finishing my PhD I ran into this issue that job prospects for people with highly technical degrees and state are pretty slim Yukio academia no there really are no jobs for PhD engineers in state at the time another group member my lab would take four slices research coming from from our research group he asked me if I want to join in with them so I spent the first five years my career doing basically research entrepreneurship working through the SFS B. I. R. program all the way from phase one to phase to be we received a deal we sunshot award commercializing technologies for solar panels basically and as part of that opportunity I was leading industry collaborations with you we national labs working with this like national celery Laboratory Sandia national lab in the Florida sore and she's Senator and what what really stuck out to me is that's what I want to do I want to stay in state and being able to foster these opportunities for our grads and state is important to be able to keep this highly technical work force that we're generating so that our students don't leave basically. We don't have a PhD program at Arkansas state but we do have a master's program and. Ideally we want our students to be driving the regional economy northeast Arkansas as a major manufacturing hub it may have a little bit more of a reputation for farming but this is just a non comprehensive list of all of the different manufacturing facilities that we have in northeast Arkansas not just in Jonesborough but but regionally everything from consumer goods to industrial automotive manufacturing and metallurgy and use metal products some of these such as in March second the US steel that everybody knows about at this point our new opportunities that are going to be generated within the next couple of years you're still for example has been telling I've heard that they're looking to hire three hundred plus technical workers as part of that investment we want our students to be taking these jobs not just at the undergrad level but also at the graduate level and that means that these companies need to be have a pathway to utilizing our students across the state even in northeast Arkansas and beyond for research and innovation opportunities. One of the companies that I left off of that last slide is probably one of Jones first largest employers because I wanted to highlight a new award through the NSF partnerships for innovation program between the University of Arkansas Arkansas state university hi troll conveyor the PFI program is a little bit different than the standard Research grant from the NSF it's meant to foster commercialization of new intellectual property has been derived from previous NSF funding basically so that's where your documents those group if you've a comes in we're taking a technology that she's developed in her lab and working with myself and I troll we're going to try and implement that on their conveyor lines it is specifically requires industry collaboration and is also gonna be training students for entrepreneurship for future innovation possibilities. The goal of this project kind of broadly is to just reduce friction losses in conveyor systems personal losses are estimated to account for at least one point four percent of the global G. P. that's an estimate from two thousand seventeen so maybe larger this point that may not sound like a lot it actually is quite a bit but if you want to think about a different way that means that twenty percent of the total global energy consumption is associated with overcoming friction that's energy that is wasted by definition. That's not evenly distributed across all Clause across all industries in the conveyor industries for example you might expect that up to sixty percent of the motor power can consumption on one of these conveyors to be used overcome friction the conveyor systems that are used by high troll are really conceptually no different than the can bears on the check out when is your favorite supermarket except they're moving about thirty miles per hour instead of whatever the the look at the conveyor system at the at the grocery store that is a substantial amount of energy loss basically that can be addressed Between myself and Dr Seuss group the solution is going to be using a graphite based coating material graphite is a well known sold lubricant you can buy cans of the store for example but the problem is is that graphite is inherently low friction but also suffers from what's called a very high where rate you apply it and you lose it very quickly the innovation here is adding a patented biomimetic and he's in promoter that's based on the a chemistry of a quiz muscles to improve to improve the wear rate this technology. The value proposition on this we took some information from UPS UPS is one of hydro's largest customers as well as Amazon and several other multinational companies. The US UPS world port which is a Louisville national airport is the largest of the five UPS hubs there sorting all of your packages and you can see from this picture. You can see the passenger terminal as well as the package sorting facility the Louisville airport is a roughly the size of the Memphis airport for scale it is the same amount of passengers you can see that these distribution facilities dwarf the airports themselves this has over thirty three thousand miles or three three thousand severe motors running a hundred and fifty five miles of conveyor line meaning that if you lined up all the containers of this single facility of stretch from here to Jonesborough beyond basically. It costs them nearly seventy million dollars annually to run the to to provide electricity to these motors the economic impact here is that friction. Numerically is measured by something that's called the coefficient of friction which is indicated by this Creekwater mu the industry standard for that is zero point four if you decrease that a modest amount under zero point three this particular facility could realize ten point four million dollars in savings per year if you extend that down to a friction coefficient zero point one which is what we think we are going to be able to deal with this technology you can realize thirty one point two million dollars in savings per year for this single facility the question then becomes what if you extend that to the entire UPS distribution network extend beyond that to FedEx and Amazon or even locally to some of these manufacturing facilities that I had civil slides ago. Really what I think that this is potentially a model for multi university and industry collaboration in state because now we're working with two of Arkansas as universities as well as a local company that just happens to be the largest conveyor manufacturer in the state combining cutting edge material science research experience in tech entrepreneurship and industrial scale up for utilizing these competencies to address an issue that space by major Arkansas based industry in that we were keeping everything in house and not letting any tax revenue leave or anything like that. Senator Solomon you're recognized for a question thank you so appreciate the work you're doing with actual they're great company there locally in Jonesboro so do you are I guess any of the three D. all work much with the department of commerce for grants and funding not that I know of I've never solicited any grants from them and to my knowledge mint has not either a Mr that may be the end of the question maybe miss Markham can come forward and speak to that point a little bit. Thank you Mr how much did you say they spend a year on electricity seventy million dollars just to run the conveyors so that's external to your that's not including anything else just the conveyors at that single facility. And. Just what did you say you can do to cut their electrical cost estimated that if you can reduce the friction coefficient zero point one it will save thirty million dollars per year okay so as an industry are they receptive to working with you on that research because yeah they they provided a letter of support for this particular application the S. Usually some kind of polymer material there's a very large A variety of materials hydro uses a polymer type material that the bill that that runs over to rollers for example. I'm just curious if there's any way all those used tires can be converted into something that could go into those conveyors hi and somehow develop a new product line because I was thinking it was something along that line I'm just maybe to all to get together talk or I'm just stupid one but it just seems like that would be a maybe a natural fit for that possibly but I agree thank you thank you. Thank you senator and and thank you professor really appreciate it I have no more questions but I would would like to follow up on Senator Solomon's request and asked Dr Markham if she could take a couple of questions. Morning thank you Mr chair Maria Markham director of the division of higher education and I'm happy to answer any questions. Senator Solomon thank you Dr Markham just from your knowledge we've heard all these projects have some great ideas and we department of commerce spends a lot of money bringing in industry and businesses from other states and around the world millions and millions of dollars and we've got some projects right here that could use some funding so does the department of commerce reach out to hire it and said you guys have any good ideas we can find in comparison to traveling to other countries in other regions and trying to bring in industry and I'm gonna give kind of a qualified answer on that yes and no I serve on the it used to be the asked aboard notice the science and technology a ward of the department commerce and that's really the extent of my knowledge and we do have a commercialization section of that board that I serve on as well so we do here request for funding a lot of its federal pass through money for high technology type innovation to be commercialized and lots of grants are given it's not always connected necessarily with higher ed sometimes it's just you know a resident of the State of Arkansas who has either a existing product there that they're trying to bring to market or it could be someone who is looking to start marketing commercializing a product that they've developed so there is some intersection there with higher education but is not necessarily a solicitation to higher ed for you know marketing and of those types of innovations yeah I'm I'm going to send the text shortly to Mr Preston and I'll copy you on that text I think we need to get together as the representative said and sit down and talk about how the department of commerce is helping to fund some of these projects equally to how we reach out to other states in other regions to bring industry and some great ideas off and I deal with the out of state. Issue I'm only dealing with Arkansas businesses in Arkansas products so I don't know what happens on the other side of that but you know there is a section of of Commerce that does deal with commercialization of research and that's worth having a conversation thank you thank you Mr. Thank you senator and thank and thank you this Markham We've got one more question is this for Senator is this for a. Dr Martin all right you're recognized for a question thank you Dr Markham whenever these research products. Objects take place and if they should turn into patents or anything that you know produces maybe a return on investment where does that money go. As how's it reinvested back into this research department secretary grabbed up by the budgets of the universities or how does that happen I'm going to again I think it depends largely on the contractual agreement with the researcher where there is a student or faculty member if there's a patent and it's the property of the institution or if there's some kind of shared agreement then the profits of that could go in different directions sometimes all of it may go to the institution of as with the science and technology board the grants that we do depending on the funding source sometimes there's a return back to the state to continue to fund those those proper new projects in the future to help keep that revolving Fund flush with cash that we can start to make new grant awards so it it does depend depends on the type of contract that either the researcher the student enters into or just saying about doctor Fleming and if you can go in there to save them the difference between seventy million down to it I would hope that you would capitalize on that and I'd like to yeah I just like to know if there is any capitalization either on research that's done you know what tires are right sure in the subjects have been talked data somehow know that makes it back into the research departments and doesn't get swept off into any of the other accounts of the university to kind of self sustain those research projects that Fleming you have any thoughts on that so here share from from my experience it depends on the institution when I was at the university of Arkansas and we were going through this process. You know technically most of the innovations would be owned by the university but in our case they for whatever reason didn't think it was very strongly going to be able to be patented so they returned it to us and then we did all the legwork to patent it ourself so in a lot of cases it I guess it depends speak for my project directly hi troll has for example indicated that they're interested potentially in licensing the technology rather than owning the technology since we're working with them but then that would come down to you know. What is the U. of a thing that they own versus what is Arkansas State University think that they own persist the individual researchers. A. Thank come Dr Martin and you know if it's owned by the institution that it's really up to the institution how they spend the proceeds from that so part of that could go back and general operations part of it could be used for additional research projects it's you know that's kind of the at the discretion of that institution on how they're gonna reinvest so do keep a historical data on how it's been done in the past and how the money flows or is that anything that's ever been looked at as far as never been looked at from from a department level nine.
