Thank you Mister Moore quite DHS representative Cavenaugh recognized for C. thank you on this contract on number eight this was a contract that we did not review was not reviewed during two ILC and also notice that the total authorized for a two hundred twenty two million dollars but after this review is going to be up to hundred and forty five million. For a contract we didn't review and it's gone over the amount that was projected why. Well this contract this is for our primary IT support and so they do a lot of work with us in terms of help us maintain our IT systems doing programming and generating you know software for us in other words a lot of work was done on it back in twenty seventeen we first did this they won the bid there's another better that contested I don't I don't recall if they filed a formal bid protest at the very least they did they were very vocal about their disappointed having lost the bid is presented to the review committee at that time and the review committee this decline to review it at that point the governor decided to go ahead and stop it so that will make a twenty seventeen is progress since then we're closing in on the last year this contract or to put out for bid again but as this is just our normal I. T. work that supports our systems throughout the agency I'm thanks for the explanation. Do you know why it's gone over twenty million more than what was projected yes I Jeff dean is R. C. I comparing us more detail on that thank you. Representative Cavenaugh the chairs and give you broad latitude for follow up. Thank you. Thank you under this yourself and give us your name and Jeff Teague DHS CIO correct representative recognized proceed. So so to your question on the the cost so the original submission to the portal. The total seven year of all the extensions Millions of the original contract that we were replacing with this R. and B. was. And so I guess it would the total projected cost it that was very on in the process we're we're years. And if I can add to that if I'm reading correctly and as as to the total projected costs which I believe goes back to the earlier time is still a hundred sixty nine million and will still be shorter that on what's authorized. Okay that's not the numbers we got better on the report that. Okay thank you the if I'm reading it wrong but. No represent tell it go ahead and process of those okay so the authorized chose to be one hundred twenty two million dollars on our report and it shows after this review be a hundred and forty five million I. Yes Markkula Charlie before you do. Kattegat. Yes. Right wife thank you Kathy so if you go to the next out the next line down. Total projected total reject the hundred six nine million and. Because I can remember this contract really well okay all right thank you all right thank you represent thank you gentleman thank you. All right members are there any further questions. All right seen done without objection these items that is reviewed. The next group our our in state contracts and they begin on page fifteen the first one is correction department and this is amendment to the existing contract they have to continue crop hauling services for their Tucker unit number two three seven these are all going to be for DFA child support enforcement and they are all for process servers that takes you over to page sixteen DFA management services with Mangum Holcomb partners and this is for comprehensive advertising marketing and public relations services number nine is education school for the deaf this is for audiology services number ten is DHS so this is you services and this is their mail services for this a billion student training program number eleven is parks and tourism of this is adding one point six million dollars to a contract they have with Cranford Johnson Robinson woods for advertising and promotion they receive some additional grant funds that they are rolling into this contract for that up project number twelve is state police with delta dental and this is for administration of their dental and vision insurance for the uniformed health plan and number thirteen you a community college at Batesville this is a contract amendment using their higher education relief fund of funds and it is to obtain professional healthcare workers To work in their clinic and what they are wanting to do is to increase the percentage of payment each year because they're of a hard time getting of workers from two percent to three percent of the getting September the first and so those are all the in state contracts on today's agenda. All right members are there any questions. Senator Irvin you're recognized for a question question number eleven okay well at what age he was at center parcs on terrorism okay he's one of our stores and. When introduce yourselves and gives your positions for the record and be recognized for C.. Travis number director tourism under parks here just. Not where it should pop if you want to turn the microphone to your left is still on he said that button right there published and feedback there you go. I don't know you use a middle one just turn that one off and got. You're good thing or not this was one we can actually do not my name I'm chief of legislative affairs for parks heritage and tourism this is can these mice of stump the best of us. Thank you senator you're recognized process just two quick questions one is and when it says eighty nine percent of this is funded by the trust could you describe what what trust is that. Cases on yeah that is our two percent trust fund which is collected two percent on primarily lodging but it also applies to marinas and the attractions and a couple other small things. Okay and then this contract at the started in twenty nineteen is it on a schedule to we keep extending it but is there ever the opportunity to put this back out for bid or and could you just describe where we are with with his it's a large contract which sure they do great work but. Correct it comes under evaluation every year and I think they have room for. One or two more extensions and then it'll go for the full bid process again a process. All right thank you thank you thank you senator. All right members are there any questions all right C. nine without objection these animals has reviewed. Mr chairman the next items on our agenda are reports we have two reports today the first one easy one is contracts that are been previously reviewed by this committee and there's no material change in the contract of there being revised and then starting on page for each two of these are contracts under the threshold of for review and so we have a group of those there's no review of these items they are just presented to the committee. For your information. All right members and so are there any questions on this these are not subject to review just reporting all right C. nine we will continue Mr chairman we have two more items under other business the first one G. one this is a disclosure from Department of transformation and shared services on the first page you have a letter from secretary rouse noting that there is a contract with a member of the General Assembly and they are required to make that known to this legislative body and of for review by the Legislative Council so this is a contract for advertising services submitted by the Arkansas insurance department and it has to do with the Arkansas senior health insurance information program and a contract with Hammer advertising and also note that own pages of the next two pages are the details of the contract it's a six month contract with of senator Hammer so that is a disclosure of that contract for this committee. All right got representative gene is in the queue for a question and do you have anybody from the insurance department here please come up. three with Arkansas insurance department general counsel I'm Carol asked and I'm the director of the Arkansas ship program okay thank you gentlemen. The gene you're recognized procedure question Sir well my question is actually to senator Hammer. Digital contact centre Hammer even public you. Or going on the table that might be a better idea. All right center. Kim Hammer state senator all right representative you're recognized pretty much chairman senator how are you doing today I'm doing good thank you. as you know. The the old always been under on family members and contract like this is just questions that I thought I think I need to ask you that if you write out public is this the only contract you have with the state yes and like you for the thanks for the question and may expand on the US service center you're recognized expound upon that thank you and and representative Jane thank you for the question I just want to give the committee members will background as far as how I got where I am today city before you a first of all when I was asked about the particular item that offering just for full transparency the item that all for under my advertising umbrella is that I'm going to grocery stores and when you're in the checkout line and you want to separate your groceries from the person in front of you you grab that will divide our state what I do is a place that divider sticking grocery stores and then I sell the advertising on the divider stake it's kind of a unique item not totally a hundred percent unique but it is unique and so opportunity was presented the first thing I did I went talk to Steve cook counsel for the Senate because as you know we have Senate rule twenty four regarding ethics went spoke to Steve cook got guidance from him to make sure the first thing I would do is not violate any ethics from rule twenty four that we have on the Senate in the next thing I did was I had a meeting also that involve Graham Sloan because I want to be above reproach I want to be transparent want to be out in the open but I am free market or take advantage of an opportunity if it's presented to me and so I talked to Graham Sloan to make sure that there was nothing that I was doing is inappropriate the third thing that I did and this was all in the process I consulted within a legal counsel generator with the agency to make sure that I was within compliance and make sure that I was walking the line that I'm supposed to be walking as a public servant but I do have that sideline business and then Arkansas. What to do with boots ran who's now of the council I thank the took Jim's place and had a meeting with the director in with the agency and what I said to him is I do not want to be in trouble and I want you to make sure that I do not do anything that is going to pull me blind below the line of full of reproach because I want to be above reproach because and I understand what you're saying I don't I don't want to fall in a category that brings any shame or dishonor upon this fine institution and so I appreciate the question to be able to answer okay and this is the only state contract that you have so it's a contract about thank you Sir appreciate your entered your openness thank you for the question thank you representative Jane thank you Senator Hammer for your for your operation I'm asking there any other members that have any questions. Any comments. All right share the Senator Hammer you're recognized for this remarks yes because I wanna make sure everything's on the table this is and perhaps they would be the ones that would be more appropriate to answer it but I wanna make sure I'm way out there yes Sir answering questions this is not a contract to control in value this is a very limited contracted is a closed end contractor doesn't go belong to be on the terms that is stated in the paperwork and it is very narrowly tailored to make sure there's no possibility to expanded under this contract all that on the open appreciate you bringing that up Senator it is my understanding that if there any material changes contract it would have to come back before this committee before could before so yes Sir forty seven dollars for the period of six months correct anything about me on top come back before this committee yeah okay that's my understand is well right center thank you for your time thing for the clarification thank you thank you gentlemen all right members see no further questions. We are journey okay let's get to me no no we're not no no. Jumping the gun. Mr chairman we have one other item of this is why have you got the. This is in April A. L.
